SANGUNIANG PANLALAWIGAN REGULAR SESSION NO. 48

Tinalakay sa regular na sesyon ng Sangguniang Panlalawigan ng Pampanga ang iba't ibang panukalang ordinansa at resolusyon mula sa mga bayan at lungsod ng lalawigan sa pamumuno ni Vice Governor Dennis “Delta” Pineda.

Kabilang sa mga isinumiteng panukala ang:
�✅ Paggunita sa Mount Pinatubo Day sa lalawigan ng Pampanga;�✅ Pag-apruba ng mga Supplemental Budget at Annual Investment Programs (AIP) ng mga lokal na pamahalaan;�✅ Pagpapatibay ng mga ordinansa para sa Solo Parents at Violence Against Women and Children (VAWC) Desk Officers;�✅ Pagpapatupad ng Market Code ng Sasmuan;�✅ Ordinansang nagbabawal sa pagiging topless o half-naked sa mga pampublikong lugar sa Sasmuan;�✅ Mga panukalang may kinalaman sa rezoning at land reclassification; at�✅ Mga ordinansa para sa pagpapabuti ng mga serbisyo at programa ng mga lokal na pamahalaan.

Patuloy na sinisiguro ng Sangguniang Panlalawigan ang masusing pagsusuri sa mga panukalang ito upang matiyak na makatutugon ang mga ito sa pangangailangan at kapakanan ng mga Kapampangan.

🤝💙 SISTERHOOD SA PAGLILINGKOD, PAGKAKAISA SA PAG-UNLAD 💙🤝

Pinatunayan ng Pamahalaang Panlalawigan ng Pampanga at Pamahalaang Panlalawigan ng Batangas na walang distansyang makahahadlang sa tunay na diwa ng pagtutulungan at malasakit sa serbisyo publiko.

Mula Timog Luzon hanggang Gitnang Luzon, bumisita sa Pampanga ang mga delegado mula sa health office ng Provincial Government of Batangas upang pag-aralan at i-benchmark ang mga best practices at inobasyon ng lalawigan sa larangan ng kalusugan.

Ibinahagi ng Pampanga ang ilan sa mga pangunahing programa nito, kabilang ang Zero Balance Billing Program sa 10 district hospitals at isang provincial hospital, na patuloy na nagbibigay ng dekalidad at abot-kayang serbisyong medikal sa 1,396,029 Kapampagan noong 2025.

Ipinakita rin ang tagumpay ng Alagang Nanay Preventive Healthcare Program, kung saan mahigit 274,545 benepisyaryo na ang nakinabang mula 2022 hanggang Abril 2026 sa iba’t ibang serbisyong medikal gaya ng blood extraction, surgical procedures, ENT, ophthalmology, dental, at iba pang health services.

Namangha rin ang mga delegado sa mahusay na pamamahala ng lalawigan sa sektor ng kalusugan, kabilang ang ₱1.57 bilyong PhilHealth collection noong 2025 at ang pagpapatupad ng consignment system sa mga ospital upang matiyak ang sapat at tuloy-tuloy na suplay ng mga gamot at medical supplies para sa mga pasyente.

Hindi rin nagpahuli ang mga programang nagbibigay ng karangalan sa Pampanga—ang kauna-unahang Floating Clinic sa bansa, na nagdadala ng serbisyong medikal sa mga coastal barangays, at ang Provincial Hospital Clark, ang unang government hospital sa loob ng Clark Freeport Zone, na personal na binisita ng mga delegado.

Lubos ang paghanga ng mga taga-Batangas sa healthcare system at hospital management ng Pampanga, at inaasahan nilang maiuuwi at maisasakatuparan ang mga natutunan upang higit pang mapahusay ang serbisyong pangkalusugan sa kanilang lalawigan.

Ayon kay Governor Lilia “Nanay” Pineda, bukas ang Pampanga na ibahagi ang mga karanasan at pinakamahusay na praktis nito sa Batangas sa pamumuno ni Governor Vilma Santos-Recto upang mas marami pang mamamayan ang makinabang sa mahusay at makataong serbisyong medikal.

Para kay Gov. Nanay, may espesyal na ugnayan ang Pampanga at Batangas. Parehong sinubok ng kalamidad ang dalawang lalawigan—ang Pampanga sa pagputok ng Mt. Pinatubo at ang Batangas sa pagsabog ng Bulkang Taal. Ngunit tulad ng kanilang kasaysayan, ipinakita rin ng dalawang lalawigan na sa tulong, pagkakaisa, at malasakit sa kapwa, ang anumang pagsubok ay maaaring maging daan tungo sa mas matatag na kinabukasan.

CAPITOL, BACOLOR LGU INAUGURATE FIRST-EVER ONION COLD STORAGE FACILITY IN BACOLOR

Bacolor, Pampanga — The Province of Pampanga marked a significant milestone in agricultural development with the inauguration of its first-ever Onion Cold Storage Facility in Barangay Cabalantian, Bacolor, on Tuesday, June 2. The facility aims to strengthen the local onion industry and improve farmers’ productivity and income.

The newly established facility, which has a storage capacity of up to 20,000 sacks of onions, serves as a vital post-harvest infrastructure designed to preserve the quality of harvested produce, minimize spoilage, and provide onion growers with greater flexibility in marketing their crops.

Leading the inauguration ceremony were Governor Lilia “Nanay” Pineda, Vice Governor Dennis “Delta” Pineda, Bacolor Mayor Eduardo “Diman” Datu, members of the Sangguniang Bayan of Bacolor, and officials from the Department of Agriculture (DA).

The project was implemented under the Department of Agriculture’s High Value Crops Development Program and forms part of the agency’s broader Onion Expansion Program, which allocated ₱41.5 million to strengthen onion production and improve the country’s supply chain following previous increases in onion prices in the national market.

According to the Department of Agriculture, onions are typically harvested once a year and may be stored for up to six months under proper conditions. The cold storage facility will enable farmers to preserve their harvest and sell their produce during periods of more favorable market prices, thereby increasing profitability and reducing post-harvest losses.

Currently, more than 50 hectares in Bacolor are devoted to onion cultivation through the efforts of the Bacolor Onion Growers Association. Local officials expressed optimism that Pampanga can further expand its onion production capacity and become a major contributor to the onion industry in Central Luzon.

“This is the first in Pampanga. Talagang tinrabaho po talaga natin ito with the DA and our farmers para magkaroon tayo ng storage facility. Bumuo tayo ng farmers’ association para magkaroon tayo ng cold storage facility sa tulong ng mga farmers. We did this for our farmers. Naniniwala ako na kaya nila,” said Datu.

As an additional measure to support local farmers, Governor Pineda and Vice Governor Pineda also announced the provision of wing vans to assist in the transportation and distribution of agricultural products. The Provincial Government of Pampanga, in partnership with the Department of Agriculture, will also continue to identify suitable areas throughout the province for onion production expansion.

“Yung suporta ng National Government at suporta namin sa provincial, dapat ibuhos namin lalo na sa inyong mga ortelano. Sinasabi ko sa Department of Agriculture na i-test na yung lupa ng ibang bayan tulad ng Porac, Lubao, at Floridablanca para dumami yung mga pananim natin ng sibuyas. Isasama din natin yung mga ani dito sa mga ibinebenta natin sa Kadiwa,” the governor said.

The project is expected to enhance the competitiveness of Pampanga’s farmers while contributing to the province’s long-term agricultural growth.

CAPITOL INAUGURATES NEW SCHOOL BUILDINGS IN SASMUAN AND BACOLOR

Pampanga, Philippines — The Provincial Government of Pampanga continues to strengthen its commitment to quality education with the inauguration of new school buildings in the municipalities of Sasmuan and Bacolor, providing improved learning facilities and greater access to education for hundreds of students on Tuesday, June 2.

In Barangay Sta. Monica, Sasmuan, local officials formally inaugurated newly constructed elementary and high school buildings funded through the Provincial Government’s Special Education Fund (SEF). The project was led by Vice Governor Dennis “Delta” Pineda, Sasmuan Mayor Catalina Cabrera, and Chief of Staff to the Vice Governor Angelina Blanco.

The Provincial Government allocated ₱11.66 million each for the construction of the elementary and high school buildings. The project marks a significant milestone for the community, as the new facility serves as only the second in-land high school in Sasmuan, allowing students to pursue their education closer to home and reducing the need to travel long distances.

“Sana po ay masaya ang mga taga-Sasmuan dahil mayroon na po tayong bagong high school building sa ating bayan. Malaki po ito at makatutulong upang ma-accommodate ang mas marami pang estudyante dito sa bayan. Tututukan po namin ni Nanay ang patuloy na development dito,” Pineda said.

Mayor Cabrera also donated a 3,000-square-meter lot for the elementary school and a 4,000-square-meter lot for the high school, making the realization of the project possible.

Meanwhile, in Barangay San Antonio, Bacolor, Governor Lilia “Nanay” Pineda, vice governor delta, Bacolor Mayor Eduardo “Diman” Datu, members of the Sangguniang Bayan, and Executive Assistant IV Angelina Blanco led the blessing and inauguration of a new Junior High School Building at San Antonio Integrated School.

Funded through a ₱11.2-million allocation from the Special Education Fund, the two-story facility features six classrooms and is expected to accommodate more than 300 additional students in the coming school year.

“Kung titingnan po natin, masaya kami dahil sa ₱11 milyong pondo, sinisiguro natin na de-kalidad ang proyekto at napapahalagahan ang pera ng ating mga kababayan. Hindi po kami mapapahiya. Pagkatapos maitayo ang building, mayroon na rin itong mga mesa at upuan na kaakibat ng proyekto,”the vice governor explained

School officials and teachers expressed their gratitude for the new building, noting that the facility will significantly enhance the learning environment and help address classroom shortages.

The inauguration of the new school buildings reflects the Provincial Government’s continued investment in educational infrastructure aimed at addressing the growing needs of students across Pampanga.

Provincial officials emphasized that every classroom built represents an opportunity for students to pursue their dreams and secure a brighter future through education.

Mula sa pagiging simpleng taniman, unti-unti nang umuusbong ang Bacolor bilang isa sa mga sentro ng produksyon ng sibuyas sa lalawigan.

Ngayong araw, pormal nang pinasinayaan ang kauna-unahang Onion Cold Storage Facility sa Pampanga na matatagpuan sa Barangay Cabalantian, Bacolor—isang makabagong pasilidad na may kapasidad na mag-imbak ng hanggang 20,000 sako ng sibuyas.

Bunga ito ng patuloy na suporta ng Department of Agriculture sa ilalim ng Onion Expansion Program, kung saan naglaan ng ₱41.5 milyon para palakasin ang industriya ng sibuyas sa lalawigan.

Sa kasalukuyan, mahigit 50 ektarya na ang nakatanim na sibuyas sa Bacolor sa pangunguna ng Bacolor Onion Growers Association. Bagama't kilala ang Nueva Ecija bilang Onion Capital ng Central Luzon, hangarin ngayon ng Pampanga na makilala rin bilang isa sa mga pangunahing tagapagluwas ng de-kalidad na sibuyas sa bansa.

Bilang dagdag na suporta sa mga magsasaka, inanunsyo rin nina Governor Lilia “Nanay” Pineda at Vice Governor Dennis “Delta” Pineda ang pagbibigay ng mga wing van upang makatulong sa transportasyon at distribusyon ng mga ani. Patuloy ring makikipagtulungan ang Kapitolyo sa DA upang mapalawak pa ang pagtatanim ng sibuyas at matukoy ang iba pang mga bayan sa lalawigan na may potensyal para sa onion production.

Kasabay ng inauguration, nakatanggap din ng higit 1,000 sacks ng mga binhi ng palay ang mga magsasaka sa bayan.
