On April 28, 1975, the Provincial Board passed Resolution No. 86 negotiating the transfer of all MWSS facilities to the Provincial Government and eventually to the LUWD. This resolution took effect with the signing of a turnover agreement of the water system to LUWD on April 30, 1975. Resolution No. 353 was officially filed with LWUA on February 13, 1975. On April 28, 1975, LWUA awarded the Condit

ional Certificate of Conformance (CCC)to the LUWD in recognition of its efforts and commitment to improve the public water service. The CCC entitled the LUWD to all rights and privileges authorized under Presidential Decree No. 198. In 1990, the Board of Directors of the District passed Board Resolution No. 058-90 dated November 27, 1990 to include the word "Metro" in the name of the district making it Metro La Union Water District (MLUWD) purposely to signify its coverage area which was composed of the towns/municipalities located within the central area of La Union. At present, the MSFWD coverage area is composed of four (4) towns/municipalities and one (1) city located within the central area of La Union namely, the municipalities/towns of San Gabriel, Bacnotan, San Juan and Bauang and the City of San Fernando. The MSFWD is serving 8,400 active connections and aiming to increase its customers in the years to come. MSFWD is currently sourcing its water from one (1) spring and nine (9) operating and standby Deep Wells and eight (8) operating and standby Shallow Wells, with four (4) on-going constructions to supply the present service demand requirement of 8,400 service connections in the area. The spring source is the Lon-Oy Spring located in Brgy. Lon-Oy, San Gabriel, while the Deep and Shallow Wells are scattered throughout the service area

Why the Joint Venture Had to End.

For the record, a key part of PrimeWater’s commitment was to increase water production capacity to 28.3 million liters per day (MLD) by 2021. When they failed to meet that goal, MSFWD gave them a chance to “catch up”, even agreeing to a lower, revised target under their own catch-up plan.

Still, PrimeWater terribly failed.

Instead of increasing production, it declined, from 11.7 MLD in 2016 to just 9.64 MLD today. This was not just a missed target; it was a step backward with real consequences: no water supply, weaker pressure, shorter service hours, and countless households affected.

PrimeWater was given every opportunity to turn things around. But time and again, they FAILED. After almost a decade of excuses, unmet promises, and worsening conditions, MSFWD exercised its right to terminate the agreement, through due process, and in the name of transparency, accountability, and above all, PUBLIC INTEREST.

The people deserve a water provider that will truly deliver, not one that makes commitments and promises, then delivers even LESS than what was already there.

ON (NRW) NON-REVENUE WATER.

When Enough is ENOUGH.

One of the most compelling reasons for the termination of JV Agreement was the alarming mismanagement of Non-Revenue Water (NRW). When PrimeWater took over operations in 2016, NRW was already high at 58%. Instead of reducing it, as they were obligated to do, the situation worsened, rising to 64% by 2025. This is a far cry from the target of 30%. It’s a clear sign of declining operational efficiency and lack of effective intervention.

Rather than addressing the issue, PrimeWater allowed NRW to spiral further out of control, leading to massive water losses, poor service quality, and growing frustration among consumers. This was not just a missed target; it was a total FAILURE, a willful neglect of responsibility.

But the again, despite being given ample opportunities to improve, to catch-up, PrimeWater consistently failed to fulfill its obligations. In light of these serious breaches, MSFWD rightfully exercised its option to terminate the JV agreement, following due process, in the name of transparency, accountability, and above all, PUBLIC INTEREST.

The people deserve better. They deserve a water service provider that delivers on its promises, values its commitments, and puts PUBLIC WELFARE first. The termination was a difficult but necessary decision to uphold those standards and protect the people we serve.

ON WATER AVAILABILITY.

A key promise made by PrimeWater was to provide 24/7 water availability to (100%) all service areas by 2025. However, instead of progressing toward that goal, service has significantly worsened. In 2016, when PrimeWater took over, 54% of service areas had round-the-clock water access. Today, that number has drastically dropped to just 18.48%. A sharp and unacceptable decline from the promised 100% coverage.

This is more than a broken promise; it is a failure that has left thousands of households with unreliable and inconsistent water supply, forcing families to adjust their daily lives around water shortages that were supposed to have been resolved long ago.

Despite repeated opportunities to address these problems, PrimeWater consistently FAILED. As a result, MSFWD exercised its right to terminate the JV agreement, following due process, in the name of transparency, accountability, and above all, PUBLIC INTEREST.

Water is a basic necessity. Our people deserve consistent and dependable service, not excuses and unmet targets.

The True Colors. Need we say more?

Following the termination of the JV, MSFWD immediately took action to restore water services in areas left in disrepair by PrimeWater. They, however, chose to focus on “COLLECTIONS,” hiding behind a court-granted temporary relief Order.
