Pursuant to Memorandum Circular No. 129, government offices are directed to implement appropriate alternative work arrangements in the National Capital Region and the following provinces on August 19, 2026:

Agencies involved in the delivery of basic and health services, disaster preparedness and response, and other vital services shall continue their operations and render the necessary services.

The suspension of work or adoption of alternative work arrangements in the private sector shall be left to the discretion of management.

Tarlac City — The Central Luzon Regional Cooperative Development Council (CLRCDC), convened its 3rd Quarterly Meeting on August 12, 2026, at the Roof Deck of the Tarlac Capitol Center in Brgy. San Roque, Tarlac City.

Hosted by the Tarlac Provincial Cooperative and Enterprise Development Office (PCEDO), the strategic gathering brought together provincial and city cooperative development leaders, representatives from National Government Agencies (NGAs), and Regional Clustered Organizations (RCOs) Presidents and cooperative sector stakeholders from across Region III. The meeting aimed to review progress, synchronize provincial initiatives, and address pressing development priorities for the region's cooperative movement.

QUEZON CITY — The Cooperative Development Authority (CDA) marked the 7th Anniversary of the CDA Charter of 2019, commemorating the signing of Republic Act No. 11364, during a gathering of cooperative leaders, government officials, development partners, and stakeholders on August 6, 2026, at Seda Vertis North, Quezon City.

The celebration brought together key personalities from the cooperative sector and government, highlighting the continuing contributions of cooperatives and their partners to inclusive and sustainable development.

CDA Board Member III Asec. Luz H. Yringco delivered the welcome remarks, followed by the Message from the Chairperson and Reflection on the Significance of the Event by Usec. Alexander B. Raquepo.

The celebration was further highlighted by a message from the distinguished Guest of Honor, Senator Christopher Lawrence “Bong” Go, underscoring the government's continuing support for cooperatives as partners in national development.

𝐑𝐞𝐠𝐢𝐨𝐧 𝐈𝐈𝐈 𝐭𝐚𝐤𝐞𝐬 𝐭𝐡𝐞 𝐬𝐩𝐨𝐭𝐥𝐢𝐠𝐡𝐭

One of the highlights of the celebration was the Recognition and Acceptance Speech of Cooperative Champions, where outstanding individuals and cooperative stakeholders were honored for their achievements and contributions to cooperative development.

CDA Region III figured prominently in the recognition, with several awardees from the region, particularly cooperative leaders and stakeholders from Nueva Ecija, receiving recognition for their exemplary performance and service to the cooperative movement.

Among those recognized was Governor Aurelio M. Umali of Nueva Ecija, who received a Plaque of Recognition for his significant contribution and steadfast support to the cooperative sector, particularly in the successful implementation of the CDA’s Merger and Consolidation Program.

The award was received on his behalf by Lorna Mae B. Vero, Provincial Cooperative Development Officer of Nueva Ecija, who was likewise recognized for her vital role in the implementation of the program and her continued efforts in advancing cooperative development in the province.

Also honored were Bongabon Mayor Ric Padilla, who was recognized as a Supportive Local Chief Executive for his continuing support to the development of the cooperative sector in the municipality, and Jona-Lee P. Gayla, Municipal Cooperative Development Officer of Bongabon, who received recognition as a Supportive Cooperative Partner for her valuable contribution to strengthening and promoting cooperatives.

Also recognized was Ms. Leilani N. Babista, in acknowledgment of her valuable service and contribution as an officer of the National Cooperative Development Council (NCDC). Her active involvement and dedicated service in the Council contributed to the promotion and strengthening of cooperative development initiatives and the advancement of the cooperative movement.

The recognition of these leaders and cooperative development partners highlights the strong collaboration among local governments, cooperative development officers, and the CDA in advancing a more inclusive, resilient, and sustainable cooperative sector.

Their achievements reflect the continuing strength of Central Luzon’s cooperative movement and the dedication of its leaders, Cooperative Development Officers, CDA personnel, and partner institutions. For CDA Region III, the recognition of these champions is a proud testament to the region’s significant contribution to cooperative development and its continuing commitment to empowering cooperatives and the communities they serve.

Meanwhile, the program proceeded with a Featured Performance, followed by the MOA Signing between the CDA and the Laguna Lake Development Authority (LLDA), represented by the CDA Board of Directors and LLDA representatives.

The evening continued with the Recognition of Partners in Cooperative Development, covering National Government Agencies, Private Institutions, Cooperative Development Officers, Local Chief Executives, and Consultative Bodies, underscoring the importance of multi-sectoral partnerships in advancing cooperative development.

The celebration concluded with another featured performance, the Chairperson's Toast for the 7th Anniversary Celebration, the Closing Message from CDA Administrator Dr. Emmanuel M. Santiaguel, and a final performance before the fellowship dinner.

The Cooperative Development Authority (CDA) Region 3 Extension Office hosted the Oath-taking Ceremony and Induction of Newly Elected Regional Clustered Organization (RCO) Officers on August 03, 2026, at SACOP Ephtha, Maimpis, City of San Fernando, Pampanga.

This milestone event served to formalize the leadership of key cooperative sectors across the region and strengthen multi-sectoral collaboration. Bringing together newly elected leaders, cooperative advocates, and sector representatives, the activity highlighted the vital role of unified governance in championing socio-economic development and cooperative empowerment.

The formal program commenced with opening ceremonies and preliminary remarks from distinguished guests including Usec. Alexander U. Raquepo, CDA Undersecretary, Ms. Marieta P. Hwang, Regional Director of CDA Region 3, Ms. Carolina M. Miguel, Assistant Regional Director of CDA Region 3.

The ceremony saw broad participation from officers representing six (6) distinct regional cluster organizations, reflecting the comprehensive scope of the region's cooperative movement. The first cluster represented the Credit and Financial Services, Banking, Credit Surety Fund, and Insurance sector. The second comprised Consumers, Marketing, Producers, and Logistics. The third cluster covered Human Services, including Health, Housing, Workers, and Labor Service. The fourth focused on Education and Advocacy. The fifth cluster represented Agriculture, Agrarian, Aquaculture, Farmers, Dairy, and Fisherfolk. Finally, the sixth cluster encompassed Public Utilities, including Electricity, Water, Communications, and Transport. The collective presence of these diverse sectors underscored a strong commitment to cross-sectoral solidarity and integrated regional growth.

The central highlight of the day was the formal induction and oath-taking ceremony, during which the elected officers from all six clusters solemnly pledged to fulfill their duties, uphold the values of their respective organizations, and work towards the sustainable advancement of their sectors.

Leaders from each cluster then shared brief messages highlighting the core principles of ethical stewardship, proactive governance, and shared accountability. To formalize their devotion to sectoral leadership, the newly elected officers signed the Pledge of Commitment.

The successful conduct of the ceremony officially transitioned the newly elected RCO officers into their governance roles for the upcoming term. Beyond the formal proceedings, the event provided an immediate platform for inter-cluster dialogue, allowing leaders to exchange insights, identify common challenges, and establish preliminary networks. Moving forward, the newly inducted leadership will focus on organizing regular sectoral meetings, formulating regional action plans, and strengthening cooperative advocacy to ensure inclusive development across Central Luzon.
