Reaffirming its commitment to strengthen collaboration among government agencies, local government units, cooperative sectors, financial institutions, and other stakeholders involved in cooperative development, the Central Luzon Regional Cooperative Development Council (CLRCDC) successfully conducted its Planning Conference cm Election of Officers on May 6-7, 2026 at The Nest Resort and Campgrounds, Palayan City, Nueva Ecija. The activity served as a strategic platform for policy consultation, program coordination, and planning initiatives aimed at advancing inclusive and sustainable cooperative development in Central Luzon, consistent with the mandate of Cooperative Development Councils under CDA Memorandum Circular No. 2022-03.

During the conference, Regional Director Marieta Hwang of the Cooperative Development Authority (CDA) Region III Extension Office, discussed the Philippine Cooperative Development Plan (PCDP), highlighting its strategic directions and priorities towards strengthening the cooperative sector. Meanwhile, Ms. Jenalyn Ferrer, Senior Cooperatives Development Specialist (CDS), expounded on the salient provisions of CDA Memorandum Circular No. 2022-03 concerning the structure, organization, and operation of Cooperative Development Councils. The election of officers was facilitated by Mr. Brian John Mendoza, CDS II.

Ms. Jenalyn Ferrer likewise led the planning conference and workshop of the CLRCDC in line with the Philippine Cooperative Development and Cooperation Program (PCDCP), which resulted in the crafting of the Councilโ€™s 2026-2028 Development Plan. The workshop enabled the Council to align its programs, activities, and priorities with the strategic directions of the cooperative sector in the region.

Highlighting the two-day conference was the election of the new set of CLRCDC officers for Fiscal Years 2026-2028, composed of dedicated leaders and advocates from various sectors in the region. Elected to lead the Council were:
* Atty. Angelica Amurao of the Provincial Cooperative Development Council (PCDC) Tarlac as Chairperson;
* Mr. Jerry Caguingin of the Provincial Cooperative and Enterprise Development Office (PCEDO) Bulacan as Vice-Chairperson;
* Mr. Guiller Bacsa of the Education Advocacy and Union (EAU) Cluster as Secretary;
* Ms. Charito Abaya of the Finance Cluster as Treasurer; and
* Ms. Maribeth De Jesus of the Provincial Cooperative and Entrepreneurship Development Office (PCEDO) Nueva Ecija as Auditor.

The Council likewise expressed its sincere appreciation and gratitude to the outgoing CLRCDC officers for F.Y. 2024-2026 for their exemplary leadership, unwavering commitment, and valuable contributions in strengthening inter-agency coordination and cooperative development initiatives across the region. Recognized were Ms. Leilani Babista of PCDC Bulacan as Chairperson, Mr. W***y Avellaneda of PCDC Aurora as Vice-Chairperson, Ms. Marvi Dela Cruz of PCEDO Tarlac as Secretary, Ms. Ludivina Banzon of PCEDO Bataan as Treasurer, and Engr. EXTENSION OF THE DEADLINE FOR THE SUBMISSION OF FY 2025 REQUIRED REPORTS BY THะ• ะกะžะžะ ERATIVES AND EXTENSION OF PERIOD OF VALIDITY OF CERTIFICATE OF COMPLIANCE (COC) ISSUED FOR CY 2025

Pursuant to Executive Order No. 110, s. 2026 declaring a State of National Emergency, and in consideration of the need to provide cooperatives with additional time to comply, the CDA Board of Directors in its Regular Board Meeting held on April 8, 2026 resolved to approve the extension of the deadline in the submission of required reports for Calendar Year 2026, covering Fiscal Year 2025 operations up to May 31, 2026 without the imposition of penalty charges.

In relation thereto, all Certificates of Compliance (COC) issued by the Authority which will expire on April 30, 2026 shall still be valid and subsisting until May 31, 2026.

In line with the submission of mandatory reports for the 2026 reporting period covering FY 2025 operations, all cooperatives are hereby directed to observe the scheduled access to the Cooperative Assessment Information System (CAIS)
effective May 1, 2026. This is to ensure that all cooperatives are given full and unrestricted access to CAIS prior to the deadline and to eliminate any justification for delayed submission due to limited system access.

To manage system traffic and minimize technical disruptions, the following access schedule shall be observed:

Monday - Tuesday: Access for CDA Offices/Personnel
Wednesday - Thursday: Access for Cooperatives
Friday - Sunday: Access for both CDA Offices and Cooperative.

The Cooperative Development Authority (CDA) Region III Extension Office successfully conducted the Regional Orientation on Risk-Based Supervision (RBS) for REGIONAL Billionaire Lending Cooperatives in Region III on April 17, 2026. The activity was designed to provide participating cooperatives with a comprehensive understanding of the Risk-Based Supervision and Examination Manual (RBSEM), including its strategic objectives and implementation procedures, in line with the Authorityโ€™s commitment to strengthening regulatory oversight and promoting good governance within the cooperative sector.

Participating in the activity were San Jose Del Monte Savings and Credit Cooperative, St. Martin of Tours Credit and Development Cooperative, Caniogan Credit and Development Cooperative, Manatal Multipurpose Cooperative, Ligas Kooperatiba ng Bayan sa Pagpapaunlad, and Golden Group Gabay Puhunan Brotherhood Multipurpose Cooperative, all of which play significant roles in advancing cooperative development in Region III.

The program formally opened with the Keynote Address of Dir. Marieta P. Hwang, Regional Director of CDA Region III, who provided a comprehensive discussion on the RBSEM under CDA Memorandum Circular 2026-02. She emphasized that the Risk-Based Supervision approach serves as a proactive and strategic mechanism to enhance regulatory efficiency, ensure transparency, and safeguard the long-term sustainability of cooperatives, particularly those engaged in large-scale lending operations. She further underscored the importance of strong governance, internal controls, and full compliance with regulatory standards among cooperative leaders and management.

This was followed by a detailed presentation of the Technical Roadmap on the RBS Process and Examination Schedule by Ms. Jasmin P. Barroga, Chief of the Supervision and Examination Section. She outlined the step-by-step implementation of the RBS framework, covering pre-examination preparations, actual examination procedures, and post-examination evaluation. She also discussed the risk areas used in assessment, including governance, financial condition, operational efficiency, and regulatory compliance, along with the examination schedules and assigned teams for proper guidance of the cooperatives.

Further discussion was led by Ms. Marichris S. Lanorio, Cooperatives Development Specialist II, who presented the prioritization framework for lending cooperatives and the required data for pre-examination. She explained that priority coverage will be given to medium and large cooperatives whose lending operations comprise at least 60% of their activities, while also considering factors such as governance issues, internal control gaps, management capacity, legal concerns, and compliance standing. She likewise emphasized the importance of complete and accurate documentary requirements to ensure a smooth examination process.

The procedures for the issuance of the Notice of Examination were also thoroughly discussed, highlighting that official notices will be served at least thirty (30) days prior to the scheduled examination through registered mail, email, or personal delivery. These notices will contain the list of authorized examiners, examination schedule, and required documents for submission or availability during the examination.

An Open Forum provided an opportunity for participating cooperatives to raise questions and seek clarifications, resulting in a productive exchange of insights regarding the RBS framework, compliance requirements, and examination procedures.

The activity concluded with a Closing Message from Ms. Carolina M. Miguel, Supervising CDS of CDA Region III, who emphasized the importance of cooperation, preparedness, and strict adherence to CDA regulations. She encouraged the cooperatives to fully support the implementation of the RBS framework as a tool for strengthening accountability, enhancing operational efficiency, and promoting sustainable growth within the sector.

Overall, the orientation successfully strengthened the knowledge, preparedness, and coordination of participating cooperatives and reaffirmed the CDAโ€™s commitment to advancing a robust, transparent, and resilient cooperative sector in Region III.
