Tabaog, ang Department of Science and Technology Ilocos Region (DOST Ilocos Region), sa pamamagitan ng DOST La Union na pinamumunuan ni Provincial Director Jonathan M. Viernes, ay nakipagpulong kay La Union Provincial Governor Mario Eduardo C. Ortega, kasama ang mga kinatawan ng La Union Provincial Library, upang ipakilala ang Science and Technology Academic and Research-Based Openly Operated KioskS (STARBOOKS).

Ipinresenta ni Senior Science Research Specialist at STARBOOKS Provincial Deployment Officer Katrina F. Ronquillo ang mga tampok at kakayahan ng STARBOOKS, gayundin ang potensiyal nitong makapaghatid ng madaling mapagkukunang impormasyon sa agham, teknolohiya, at pananaliksik sa mga komunidad na may limitadong access sa mga naturang impormasyon at digital resources. Pinuri ni Governor Ortega ang inisyatiba at hinikayat ang paglalagay ng STARBOOKS, lalo na sa mga geographically isolated and disadvantaged areas (GIDAs) sa La Union, sa pamamagitan ng koordinasyon sa La Union Provincial Library at mga local government unit (LGU).

Tinalakay rin sa pulong ang mga paghahanda para sa nalalapit na province-wide STARBOOKS Mass Installation, Usersโ€™ Training, and Orientation na gaganapin sa Agosto 26โ€“28, 2026, katuwang ang Provincial Government of La Union (PGLU) at ang DOST-Science and Technology Information Institute (DOST-STII). Layunin ng aktibidad na higit pang palakasin ang pagtutulungan ng DOST, PGLU, at mga lokal na katuwang upang mapalawak ang access sa impormasyon sa agham at teknolohiya at mga digital learning resource, partikular sa mga komunidad na may limitadong internet connectivity at digital resources.

CITY OF SAN FERNANDO, La Union - The Department of Science and Technology Ilocos Region (DOST Ilocos Region), through the DOST La Union and the Disaster Reduction and Management (DRRM) Unit, joined the City Disaster Risk Reduction and Management Office (CDRRMO) of the City of San Fernando, La Union as part of the 2026 National Disaster Resilience Month (NDRM) Caravan.

Visitors explored DOST's science and technology-based disaster preparedness initiatives, including the SOLIDO DRRM Knowledge Hubโ€”a centralized digital platform that provides free access to disaster risk reduction and management resources, hazard and risk assessment tools, IEC materials, preparedness guidebooks, educational references, and links to DOST-developed technologies such as Handa Integrated Platform, HazardHunterPH, GeoAnalyticsPH, and other DRRM information services.

ROSARIO, La Union โ€“ The Department of Science and Technology Ilocos Region (DOST Ilocos Region), through DOST La Union, conducted a seminar on food safety and training on cassava and vinegar processing for community workers on July 22, 2026, at Barangay Nangcamotian, Rosario, La Union. The activity aimed to strengthen participants' knowledge and skills in food processing while promoting opportunities through value-added utilization of locally available agricultural resources.

In her opening remarks, Ms. Ria Wayne B. Gamboa, Science Research Specialist I of DOST La Union, emphasized the importance of equipping community workers with practical food processing technologies that can serve as additional sources of income while encouraging the safe production of quality food products.

The activity commenced with a seminar on food safety conducted by Ms. Zea D. Arquero, Instructor I from the College of Technology of Don Mariano Marcos Memorial State University Mid La Union Campus (DMMMSU MLUC). She discussed the fundamental principles of food safety, proper hygiene and sanitation practices, and the importance of maintaining product quality to ensure consumer safety.

The seminar was followed by an introduction to vinegar processing and a hands-on demonstration on the step-by-step production of cassava vinegar and rice water vinegar. Participants learned the proper preparation of raw materials, fermentation techniques, handling procedures, and quality considerations necessary to produce safe and marketable vinegar products. The practical session enabled participants to apply the concepts discussed and gain firsthand experience in the processing technology.

The training was conducted in response to a request from the Public Employment Service Office (PESO) of Rosario to provide community workers with additional opportunities through technology-based interventions. A total of 26 community workers participated in the activity, which was facilitated by Ms. Gamboa and Ms. Cherrylene P. Marquez, DOST La Union Intern, with the support of Mr. Julius R. Alvior, Project Technical Assistant IV.

The training highlighted cassava and rice as valuable local resources that can be transformed into higher-value products. Cassava, one of Rosario's major agricultural commodities and the centerpiece of the municipality's annual Linubian Festival, and rice wash water, a commonly discarded household by-product, both offer sustainable opportunities for value addition through vinegar processing, helping promote resource-efficient food utilization and livelihood development in the community.

SAN JUAN, La Union โ€“ In a bid to bring science, technology, and innovation (STI)-based opportunities closer to Overseas Filipino Workers (OFWs) and their families, the Department of Science and Technology Ilocos Region (DOST Ilocos Region) under the leadership of Regional Director Dr. Teresita A. Tabaog through DOST La Union, joined the Alagang OWWA: OFW Welfare, Health, and Membership Serbisyo Caravan on July 16, 2026, at the San Juan Multi-Purpose Gymnasium, San Juan, La Union.

Organized by the Overseas Workers Welfare Administration Regional Welfare Office I (OWWA RWO I), the caravan convened National Government Agencies (NGAs), Local Government Units (LGUs), and partner institutions to provide integrated welfare, reintegration, employment, and livelihood services for OFWs. As one of the participating agencies, DOST La Union showcased its programs, projects, and services through an information booth, offering consultations on technology-based entrepreneurship, science and technology (S&T) scholarship opportunities for qualified dependents of OFWs, and innovation support initiatives designed to strengthen existing and aspiring enterprises.

A total of 166 clients visited the DOST information booth, reflecting the growing interest of OFWs and their families in science, technology, and innovation as pathways toward sustainable economic reintegration. Participants were introduced to DOSTโ€™s technology business development initiatives, including the Innovations for Filipinos Working Distantly from the Philippines (iFWD PH) Program, which equips aspiring entrepreneurs with innovation mentoring, entrepreneurship training, and business development support, as well as the Small Enterprise Technology Upgrading Program (SETUP), which provides technology interventions to help micro, small and medium enterprises (MSMEs) improve productivity, competitiveness, and business growth.

Through strengthened collaboration with OWWA and other partner agencies, DOST Ilocos Region continues to demonstrate that science, technology, and innovation are vital enablers of inclusive development. By integrating STI into government reintegration initiatives, the agency helps transform the skills, experiences, and aspirations of OFWs into innovative livelihood opportunities, paving the way for resilient families and more sustainable local economies.

The Department of Science and Technology Ilocos Region (DOST Ilocos Region), through DOST La Union, conducted a seminar on Food Safety and Current Good Manufacturing Practices (cGMP) for Man-Durong Malunggay Pandesalan on July 13, 2026, at Dangdangla, San Juan, La Union. The activity aimed to strengthen the company's food safety practices and enhance its compliance with regulatory standards in preparation for securing a Food and Drug Administration (FDA) License to Operate (LTO).

Engr. Bernandine P. Suniega, Supervising Science Research Specialist of DOST La Union, formally welcomed the participants and underscored the significance of the seminar in ensuring the production of safe and high-quality food products. He encouraged the participants to apply the knowledge and skills gained from the training in their daily operations and to share these best practices with their fellow workers to promote a strong culture of food safety within the company.

Mr. Hero D. Galamgam, Science Research Specialist II of the DOST Ilocos Regional Standards and Testing Laboratory (RSTL), served as the resource speaker for the seminar. He discussed the fundamental principles of food safety and Current Good Manufacturing Practices (cGMP), including the identification of biological, chemical, and physical food hazards; the causes of food contamination; measures to prevent cross-contamination; and the proper maintenance of equipment and production facilities. He also highlighted the importance of personal hygiene, proper handwashing procedures, and safe food handling practices to ensure the production of safe and quality food products. During the open forum, Mr. Galamgam addressed participants' questions and provided practical guidance to assist Man-Durong Malunggay Pandesalan in meeting the requirements for securing a Food and Drug Administration (FDA) License to Operate (LTO).

In his closing message, Mr. Harold Morong, Manager of Man-Durong Malunggay Pandesalan, conveyed his sincere appreciation to DOST Ilocos Region for providing support to the company. He expressed optimism that the knowledge gained from the seminar would contribute to improving the company's operations and strengthening its commitment to producing safe and quality food products.
