KBP Pampanga Holds Forum on AFASA, BSP Circulars
CITY OF SAN FERNANDO, Pampanga β The Kapisanan ng mga Brodkaster ng Pilipinas (KBP) Pampanga Chapter held a Kapihan at Balitaan forum on Thursday, May 28, featuring officials from the Bangko Sentral ng Pilipinas (BSP) who discussed the Anti-Financial Account Scamming Act (AFASA) and related BSP circulars aimed at strengthening protection against financial scams.
The forum focused on the overview of AFASA and BSP Circulars 1213, 1214, and 1215, which govern information technology risk management, inquiry into financial accounts, and temporary holding of disputed funds.
Resource speakers were Atty. Marco C. Mendoza, Bank Officer IV of the BSP Consumer Account Protection Office (CAPO), and Mr. Dexter Macatangay, Bank Officer V of the Technology Risk and Innovation Supervision Department (TRISD).
They were assisted by Mr. Frederic Albert C. De Vera, Bank Officer IV of CAPO, and Mr. Cris Benson S. Leuterio, Bank Officer V of TRISD.
During the discussion, Mendoza said AFASA seeks to criminalize financial scams, involve financial institutions in fraud prevention, and authorize the BSP to conduct inquiries into financial accounts linked to fraudulent activities.
He explained that BSP Circular 1213 requires financial institutions to strengthen fraud management systems and implement stricter cybersecurity measures, including monitoring suspicious transaction patterns and limiting clickable links in official communications.
Mendoza also discussed prohibited acts under AFASA, including money muling and social engineering schemes such as phishing, vishing, and smishing.
He reminded the public to be cautious of suspicious emails, text messages, and links designed to obtain sensitive personal and financial information.
The BSP officials also highlighted the role of banks and financial institutions in temporarily holding disputed funds and coordinating verification processes in cases involving alleged fraudulent transactions.
Meanwhile, Macatangay emphasized the importance of public awareness, cybersecurity, and cooperation among regulators, financial institutions, law enforcement agencies, telecommunications providers, and consumers in addressing online financial fraud.
