Annual Capacity Building Seminar for BADACs

On August 20, 2026, the BDCP and PECI Officer, under the supervision of IA V Richard Tinong, conducted Drug Abuse Prevention Education (DAPE), Drug-Free Workplace Program (DFWP) and BADAC Capacitation for the BADAC members of Barangays Pagudpud, San Vicente, Pagdalagan and Sevilla, San Fernando City, La Union.

The activity was held at the Sevilla Multi-Purpose Hall, Sevilla, San Fernando City, La Union and was attended by a total of 69 participants, composed of 45 males and 24 females. The activity aimed to enhance the knowledge and capabilities of BADAC members in drug abuse prevention, DFWP implementation and the effective performance of their roles in supporting the government’s anti-drug campaign.

The activity concluded successfully with an open forum and discussion, further strengthening the coordination and commitment of the participating barangays toward maintaining a drug-free community.

TINGLAYAN, KALINGA β€” Joint anti-narcotics forces executed a massive High-Impact Operation (HIO) resulting in the uprooting and destruction of β‚±13 MILLION worth of fully grown ma*****na plants in Barangay Tulgao West, Tinglayan, Kalinga on Wednesday, August 19, 2026.

The raid targeted two distinct cultivation sites spanning an estimated total land area of 6,500 square meters:

All confiscated ma*****na plants were immediately uprooted and burned on-site in strict adherence to operational protocols.

Commending the joint operating units for their decisive victory, PDEA Regional Director Dir. Julius M. Paderes, PhD, underscored the agency's resolve to eliminate illegal drug production at its source:

"This massive eradication operation reflects our unwavering commitment to neutralizing illegal drug sources and preventing illicit substances from reaching our communities. Even across difficult terrain, PDEA Regional Office 1, together with our law enforcement partners, will remain aggressive and relentless in hunting down illegal plantation sites and holding responsible cultivators accountable under the law."

Today, August 19, 2026, at around 9:30 AM, personnel of the PDEA Ilocos Sur Provincial Office led by IA III Jerico Jorge C. Inocencio, Acting Provincial Officer served as resource speakers during the β€œProject Panursuro: Capacity Building for MADAC and BADACs” held at the To***co Farmers’ Multi-Purpose Complex in Sinait, Ilocos Sur.

Present during the activity were Municipal Mayor, Hon. Glenn B. Guzman; Municipal Vice Mayor Hon. Shee-an C. Guzman; the Sangguniang Bayan Members; MLGOO Paul Bryan Cabalbag; and the barangay officials representing all forty-four (44) barangays of Sinait, Ilocos Sur.

The participants were provided with a comprehensive discussion on Republic Act No. 9165 or the Comprehensive Dangerous Drugs Act of 2002, particularly its salient provisions, prohibited acts, and the responsibilities of stakeholders in addressing the illegal drug problem. The lecture also emphasized the ill effects of illegal drugs, providing the participants with a better understanding of how drug use can adversely affect a person’s physical and mental well-being, relationships, family, livelihood, and the community as a whole. Other topics discussed included DDB Regulation No. 4, Series of 2021, and the Sustainability of the drug-cleared and drug-free status of barangays.

The activity provided the participants with practical knowledge and a deeper appreciation of their roles in drug prevention, community intervention, and maintaining the gains of the Barangay Drug Clearing Program. It likewise strengthened the collaboration between PDEA, the municipal government, MADAC, BADACs, and barangay officials toward building safer, drug-free, and resilient communities.

On August 18, 2026, personnel of the PDEA La Union Provincial Office, particularly the Preventive Education and Community Involvement (PECI) and Barangay Drug Clearing Program (BDCP) Officers, under the supervision of Provincial Officer IA V Richard Tinong, conducted a Drug Abuse Prevention Education (DAPE), Drug-Free Workplace Program (DFWP) Orientation and BADAC Capacitation in the four (4) barangays of San Fernando City, La Union, namely San Agustin, Canaoay, Poro, and San Francisco.

The activity aimed to strengthen the participants’ awareness and understanding of drug abuse prevention, workplace drug prevention policies and the roles and responsibilities of Barangay Anti-Drug Abuse Councils (BADACs) in the implementation and sustainability of drug-clearing initiatives. Relevant policies, programs and strategies were discussed to enhance the participants’ knowledge and encourage their active participation in maintaining a safe and drug-free community.

The activity was successfully attended by a total of seventy-four (74) participants, composed of thirty-seven (37) males and thirty-seven (37) females. The activity concluded with an open discussion and exchange of insights, allowing the participants to clarify concerns and gain a better understanding of their respective roles in the government’s campaign against illegal drugs.

On August 17, 2026The Philippine Drug Enforcement Agency Regional Office I (PDEA RO1), in collaboration with the Local Government Unit (LGU) of San Fabian, conducted an Orientation on a Drug-Free Workplace Municipality , at the MDRRMC Operations Center in San Fabian, Pangasinan.

The activity aimed to reinforce drug abuse prevention policies and promote a safe, drug-free environment across municipal offices. Key municipal leaders and agency partners attended the orientation, led by Hon. Marlyn E. Agbayani, Municipal Mayor, and Marisol C. Inacay, Municipal Local Government Operations Officer (MLGOO) & PLtCol. Danilo M. Perez, COP.

During the session, Atty. Samuel P. Poking, Jr. of the PDEA RO1 Legal Prosecution Unit and SAO IV Bismarck L. Bengwayan, Chief Regional PECI Officer of PDEA RO1, discussed the sustainability and long-term implementation of Drug-Free Workplace programs within local government settings. Including a comprehensive overview of Republic Act 9165 (The Comprehensive Dangerous Drugs Act of 2002), key guidelines for implementing a Drug-Free Workplace Program, and advocacy strategies on drug use prevention.

PDEA RO1 continues to work closely with local government units across the region to maintain drug-free workplaces and foster drug-resilient communities.

SANTIAGO, ILOCOS SUR β€” Joint anti-narcotics elements of the PDEA Ilocos Sur Provincial Office and the Santiago Municipal Police Station (MPS) successfully neutralized a target-listed High-Value Target (HVT) during a buy-bust operation in Barangay Dan-ar, Santiago, Ilocos Sur on Monday afternoon, August 17, 2026.

The arrested suspect was identified as "Alias Oli," a married resident of the said barangay.

During the operation, undercover agents seized four (4) heat-sealed transparent plastic sachets containing suspected shabu with a total weight of approximately 8 grams:

PDEA Ilocos Norte– Today, August 17, 2026, at around 9:00 A.M., this office headed by IA V Lanibelle A Posadas, Provincial Officer, under the supervision of IA V Lanibelle A. Posadas, served as resource speakers during the ALAB Program: Drug Abuse Prevention and Education, Barangay Anti-Drug Abuse Council (BADAC) Capacitation, and Drug-Free Workplace for the Barangay Anti-Drug Abuse Councils and Barangay Secretaries of the thre (3) drug-cleared barangays of Carasi, Ilocos Norte. The activity was held at Civic Center, Carasi, Ilocos Norte.

The activity aimed to enhance the participants' understanding of the roles and responsibilities of the Barangay Anti-Drug Abuse Council (BADAC), the Anti-Drug Abuse Leadership and Advocacy (ALAB) Program, and the implementation of the Drug-Free Workplace Program (DFWP) in their respective barangays.

The activity strengthened the capacity of barangay officials and stakeholders to effectively implement community-based anti-illegal drug initiatives and sustain the gains of the Barangay Drug Clearing Program. A total of twenty-six (26) participants attended the activity, reflecting the strong commitment and collaborative efforts of the local government and community stakeholders in advancing a safe, secure, and drug-free community.
