DA-RFO III Regional Soils Laboratory Enhances Quality Standards Through Annual BSWM Technical Audit

The Department of Agriculture – Regional Field Office III (DA-RFO III) Regional Soils Laboratory (RSL) successfully completed a comprehensive technical evaluation and audit conducted by the Bureau of Soils and Water Management (BSWM) on April 22–23, 2026.

This audit, conducted in compliance with Presidential Decree (PD) 1435, serves as a crucial monitoring mechanism to regulate and modernize soil laboratory operations nationwide. The BSWM Technical Evaluation and Audit Team (TE & AT), led by Mr. Bergil G. Bernaldo, Chemist III, was supported by Mr. Christian Paul O. Baniqued, Mr. Romeo B. Vargas, Jr., and observer Ms. Elisha Jean C. Somosa.

The evaluation meticulously examined several key pillars of laboratory excellence, including:

Operational Reaassessment focused on the availability of manpower and the physical layout of the laboratory.

Technical Integrity: On-site observations were made of critical analytical procedures, such as pH determination, macronutrient testing (NPK), Organic Matter (OM) content, and Particle Size
Analysis (PSA).

Quality Systems: The verification of Quality Control and Quality Assurance (QC/QA) protocols ensured the precision of the data collected.

Ms. Rosalie T. Laxamana, the Head of the RSL, emphasized that the audit goes beyond mere compliance. “The recommendations from this audit enable us to enhance our services, ensuring that the soil analysis we provide to our farmers is both precise and actionable,”
Laxamana explained.

The successful completion of this audit solidifies the RSL’s dedication to offering data-driven agricultural support. This support assists Central Luzon farmers in optimizing fertilizer usage and improving crop yields through scientific soil management.
