𝟲𝟯𝗿𝗱 𝗥𝗲𝗴𝘂𝗹𝗮𝗿 𝗦𝗲𝘀𝘀𝗶𝗼𝗻 𝗼𝗳 𝘁𝗵𝗲 𝗦𝗮𝗻𝗴𝗴𝘂𝗻𝗶𝗮𝗻𝗴 𝗣𝗮𝗻𝗹𝘂𝗻𝗴𝘀𝗼𝗱, | 𝟴𝘁𝗵 𝗱𝗮𝘆 𝗼𝗳 𝗦𝗲𝗽𝘁𝗲𝗺𝗯𝗲𝗿, 𝟮𝟬𝟮𝟲
𝗣𝗿𝗲𝘀𝗶𝗱𝗲𝗱 𝗼𝘃𝗲𝗿 𝗯𝘆 𝘁𝗵𝗲 𝗖𝗶𝘁𝘆 𝗩𝗶𝗰𝗲 𝗠𝗮𝘆𝗼𝗿 𝗣𝗮𝗯𝗹𝗼 𝗖. 𝗢𝗿𝘁𝗲𝗴𝗮

𝗣𝗿𝗶𝘃𝗶𝗹𝗲𝗴𝗲 𝗛𝗼𝘂𝗿:
Councilor Rodolfo M. Abat paid tribute to the late Hon. Geraldine “Denny” R. Ortega, recognizing her remarkable life of public service, leadership, and dedication to the people of San Fernando and La Union.
He highlighted her various roles in public service, including her service as Punong Barangay of Barangay Canoay, Ex-Officio City Councilor, President of the Liga ng mga Barangay La Union Chapter, Ex-Officio Member of the Sangguniang Panlalawigan ng La Union, and Vice President of the Liga ng mga Barangay–City of San Fernando.
He also acknowledged her significant contributions to private and civic organizations, particularly her leadership in the La Union Vibrant Women Incorporated, National Federation of Women Clubs, and Mother Butler Mission Guilds.
Councilor Abat emphasized that Ma’am Denny will be remembered for her grace, dedication, genuine concern for barangays, and commitment to the people she served. He expressed gratitude to her family for allowing her to share her time and service with the community and extended his deepest condolences.
He concluded by honoring her legacy, noting that although her voice may no longer be heard, her legacy will continue to live through the people and barangays she served. He then moved that the matter be referred to the proper committee for appropriate action and respectfully passed a draft resolution expressing the Sangguniang Panlungsod’s sincere condolences and paying tribute to her life, service, and legacy.
Councilor Kyle Marie Eufrosito Y. Nisce emphasized that tourism is not only about destinations but also about livelihood, culture, and opportunities for Fernandinos. He highlighted San Fernando’s potential to become a destination rather than merely a gateway to La Union by supporting local businesses, products, creatives, and tourism development.
He also proposed institutionalizing the “Mabuhay and Salamat Gestures” to promote Filipino hospitality and the Filipino Brand of Service Excellence across the city.
He stressed that San Fernando should be a city that welcomes, serves, and gives visitors reasons to return.
Councilor Leonardo R. Soriano raised concern over the increasing issue of teenage pregnancy in San Fernando, calling for updated data, monitoring, and a coordinated response from the City Government, DepEd, barangays, SK, families, faith-based groups, and other agencies.
He emphasized the need for youth-friendly health services, education, counseling, support for young parents to continue schooling, and stronger protection against abuse and exploitation. He stressed that the issue should be addressed with compassion, urgency, and without blame or shame, emphasizing that protecting the youth is a shared responsibility.

The Sangguniang Panlungsod, headed by the City Vice Mayor, Hon. Pablo C. Ortega, gathered in prayer and thanksgiving during the Tuesday Mass.

The Mass also served as a meaningful moment to celebrate and remember the life of Ma'am Denny, Hon. Geraldine “Denny” Ortega, honoring her life, contributions, and the lasting impact she has made.

Sa bawat tungkuling ginagampanan, mahalaga ang puso sa paglilingkod, dangal sa bawat desisyon, at galing sa pagtupad ng responsibilidad. Ang tunay na serbisyo publiko ay nasusukat hindi lamang sa trabaho, kundi sa malasakit at integridad na iniaalay natin sa bawat mamamayan.
