The HUMAN SETTLEMENTS ADJUDICATION COMMISSION (HSAC) is a quasi-judicial body, reconstituted from the Housing and Land Use Regulatory Board (HLURB) by virtue of Republic Act No. 11201, tasked to adjudicate disputes relating to Real Estate Developments, Homeowners Associations, and Local and Regional Planning and Zoning. HSAC RAB I Newly Designated Safety Officer Completes 40-Hour OSH Training Program

Newly designated Safety Officer, Sheriff Bernardo participated in a Safety Officer Training Program designed to strengthen competencies in occupational safety and health (OSH), particularly in hazard identification, risk assessment, accident causation, and industrial hygiene. The training equipped participants with the necessary knowledge and skills to develop and implement effective workplace safety programs aimed at preventing injuries, illnesses, and operational disruptions.

The program emphasized that workplace safety is both a legal obligation and a shared responsibility among employers, employees, safety officers, and safety committees. It highlighted the widely recognized principle that most workplace accidents are preventable through early hazard detection, proper risk controls, and continuous safety education. Participants were likewise introduced to inclusive and gender-responsive safety practices, recognizing that workplace risks may affect individuals differently and therefore require equitable protective measures.

As a result of the training, Sheriff Bernardo is expected to contribute to the promotion of a safety culture anchored on prevention, compliance, and accountability. The program further reinforced the human-centered nature of occupational safety, emphasizing that workplace accidents and illnesses carry consequences not only for workers but also for their families, communities, and the organization as a whole. Accordingly, proactive hazard management remains essential to ensuring safer, healthier, and more productive workplaces.

La Union HR Practitioners Convene in Naguilian for AI Innovation and Agri-Tourism

The Council of Human Resource Management Practitioners (CHRMP) of La Union gathered on April 30, 2026, at the Epic Mall, Naguilian, La Union for a monthly meeting centered on bridging traditional public service with modern technological advancement.

Dir. Romulo V. Nabua, Director II of CSC LUFO, led the "Director’s Hour". During this session, he expressed gratitude to the Local Government of Naguilian and reaffirmed the commitment of both the CSC and CHRMP to the national government's digitalization thrust. Director Nabua also provided critical administrative updates, specifically clarifying the new wellness leave policies and components of the 2025 ORAOHRA.

A primary highlight of the morning was the discussion by Mr. Rolly "RB" N. Bañez, President of the Cybersecurity Professionals – La Union Chapter. In his session, "Service Excellence in the Digital Era: Driving HR Productivity and Innovation Through AI," Bañez detailed how artificial intelligence can be leveraged to streamline HR workflows while strictly adhering to high security and ethical standards.

Beyond policy updates, the session transitioned into a productive open forum. During this interactive segment, practitioners raised vital questions and clarified procedures regarding the implementation and eligibility guidelines of the wellness leave, appointments, Compensatory Time Off (CTO) and specific components of the revised Omnibus Rules on Appointments and Other Human Resource Actions.

Hon. Nieri T. Flores gave a welcome address and the event seamlessly integrated local culture and sustainable practices featuring vibrant intermission numbers by talented students from Daramuangan and Casilagan Naguilian Integrated Schools. In the afternoon, participants engaged in a field tour of the Naguilian Tourist Rest Area, the Agricultural Complex, and the L&D Lemon Farm, highlighting the municipality's dedication to sustainable tourism.

The meeting served as a powerful reminder that while the future of Human Resources is increasingly digital, its foundation remains rooted in community and service. As participants departed with fresh insights into AI and policy updates, the event successfully showcased that administrative excellence and local heritage can go hand in hand. Guided by the spirit of "Tattan Naguilian!" and the leadership of the CSC and CHRMP, La Union’s HR practitioners are now better equipped to navigate the evolving landscape of the digital era while continuing to champion the sustainable growth of their province.

3rd INTERNAL QUALITY AUDIT (IQA) OF RAB 1

June 2 – 4, 2026

With the Commission’s pursuit of continuous improvement, the Central Office conducted the 3rd Internal Quality Audit (IQA) in RAB I.

During the 3 Day Audit, the IQA team led by Atty. Lianne Gaille R. Payte (Attorney IV, RAB V); Nerissa M. San Jose (Chief Administrative Officer, PMS); and Chary Grace C. Catubag (Chief Administrative Officer, RAB – NCR) conducted objective assessment on the effectiveness and continual improvement on the areas: 1. Management Processes; 2. Support Processes (Infrastructure and Environment; Records Management and Documents Control; Human Resource Development and Management; Financial Management; Client Satisfaction Feedback Management; Control of Non – Conformity and Corrective Action); 3. Core / Operational Processes (Adjudication; Mediation; Control of Non – Conformity and Corrective Action).

During the audit, all concerned personnel discussed their procedures and showed actual documentary evidence for validation.

RAB I will always be ready for any audit or inspection because it is through them that processes and procedures could be improved and developed. This is how we show our commitment for operational excellence.

HSAC RAB I's BAC MEMBERS ATTENDS A 3-DAY TRAINING ON THE NEW GOVERNMENT PROCUREMENT ACT (RA 12009)

HSAC RAB I joins the government-wide transition toward modern public spending as key personnel successfully wrapped up a rigorous three-day virtual training on Republic Act No. 12009, or the New Government Procurement Act (NGPA). Hosted via Zoom, the intensive seminar was organized by the Philippine Institute of Certified Public Accountants (PICPA) La Union Chapter in close coordination with the GPPB. Expert resource speakers Director Ryan A. Milanes of DBM RO 1 and GPPB Trainer Ms. Maria Cielo M. Lampa guided the regional branch's participants, composed of Atty. Korrine Madeleine C. Flores-Fontanilla (Attorney V), Ms. Jody Anne A. Asuncion (Administrative Officer III), and Mr. Krisiha Mae P. Ancheta (Administrative Officer I), through the law's core provisions, data-driven strategic planning, contract implementation, tight sanction mechanisms, and modern procurement modalities. To ensure practical mastery, the training featured hands-on training by enrolling the participants directly into the GPPB’s dedicated online learning website, paired with highly interactive Q&A segments after every session that helped the team navigate complex, real-life procurement situations.

The training highlighted the government's sweeping shift away from the old RA 9184 framework toward a highly accountable, value-for-money system. The HSAC RAB I team focused on critical updates designed to safeguard public funds, including mandatory market scoping to eliminate failed biddings, strict lifecycle costing to assess the long-term cost of asset ownership, and beneficial ownership rules to completely prevent contractor collusion. This comprehensive mix of theoretical updates and real-world application effectively arms the branch's legal and administrative arm with the exact tools needed to seamlessly implement the new law's strict transparency, sustainability, and efficiency mandates.
