Based on PEIS and PhilJobNet data reported by Dagupan City, Umingan, Bayambang and Villasis, Pangasinan; Ilocos Norte Provincial PESO; and Bantay, Ilocos Sur for August 28–September 3, 2026, Hotel Housekeeping Attendant recorded the highest number of reported vacancies, with 412 vacancies. Meanwhile, Dagupan City, Pangasinan posted the highest number of reported vacancies among the reporting locations, with 533 vacancies.

Jobseekers are encouraged to explore available opportunities through PhilJobNet.gov.ph or coordinate with the nearest Public Employment Service Office (PESO) for more information on vacancies in their area.

In line with the directives of DOLE Secretary Francis N. Tolentino to strengthen employment facilitation and public employment services, the Department of Labor and Employment (DOLE) Regional Office No. 1, through its Ilocos Sur Field Office, conducted the 2026 National Skills Registration Program (NSRP) and Labor Market Information (LMI) Assessment and Presentation on the Career Development Support Program (CDSP) 5-Point Agenda on August 26, 2026 at Fiesta Garden Hotel.

The activity was attended by 47 participants from the province’s Public Employment Service Offices (PESOs) and Job Placement Officers (JPOs) who were updated on the NSRP, LMI, Philippine Employment Information System (PEIS), and CDSP 5-Point Agenda, covering skills registration, labor market trends, and available employment and career services.

It also provided a venue for PESOs and JPOs to raise implementation concerns, share good practices, and discuss strategies to improve the delivery of employment services to jobseekers.

DOLE Regional Director Honorina Dian-Baga urged PESOs and JPOs to strengthen coordination and employment facilitation efforts to provide more responsive services to jobseekers. She emphasized the use of reliable labor market information to better match jobseekers with employment opportunities.

𝐑𝐞𝐠𝐢𝐨𝐧 𝟏 𝐂𝐨𝐧𝐭𝐢𝐧𝐮𝐞𝐬 𝐭𝐨 𝐆𝐚𝐭𝐡𝐞𝐫 𝐈𝐧𝐝𝐮𝐬𝐭𝐫𝐲 𝐕𝐢𝐞𝐰𝐬 𝐟𝐨𝐫 𝐖𝐚𝐠𝐞 𝐂𝐨𝐧𝐬𝐮𝐥𝐭𝐚𝐭𝐢𝐨𝐧

In line with DOLE Secretary Francis N. Tolentino’s commitment to a fair, inclusive, and evidence-based wage-setting process, the Regional Tripartite Wages and Productivity Board I (RTWPB-1), in coordination with the Department of Labor and Employment Regional Office No. 1 (DOLE RO1), conducted its second targeted stakeholders’ consultation on minimum wage determination for establishments in Ilocos Sur and Ilocos Norte held on September 3, 2026 at Provincial Farmers Livelihood Development Center, Vigan City, Ilocos Sur.

With the discussions from partner agencies on relevant socio-economic indicators, prices of basic and prime commodities, prevailing wage rates, and compliance with existing minimum wage rates, representatives from the accommodation and food service, tourism, wholesale and retail, and manufacturing sectors shared their views on prevailing wage conditions, including the factors affecting workers and businesses in their respective industries.

RTWPB-1 Chairperson and DOLE Regional Director Honorina Dian-Baga explained that the consultations are being conducted to help assess whether a wage adjustment is needed, what level may be appropriate, and whether such adjustment can be sustained by employers, while ensuring that the welfare of workers is protected. She likewise assured stakeholders that their views are being heard and respected as the Board gathers inputs for its wage determination process.

In the message of Gov. Jerry Singson delivered by PESO Manager Mary Madeline Salvador, he emphasized, "Consultations like this gives us the opportunity to listen, understand the realities of our workers and employers and find common ground. May we keep one principle at the center: every decision we make must ultimately make a difference in the lives of our people."

The inputs gathered will help the Board assess current wage conditions and serve as considerations in its continuing wage determination process.

The consultation is part of the Board’s continuing series of targeted consultations, with other sectors to be engaged to ensure that diverse perspectives are considered in the deliberations on minimum wage determination.

The event gathered PESO Managers and Job Placement Officers (JPOs) from Eastern Pangasinan to evaluate labor market and strengthen the implementation of the NSRP where participants engaged in technical discussions. The assessment provided a platform for PESO Managers and JPOs to share best practices, consolidate strategies, address challenges, and strengthen implementation across the 5th and 6th Districts of Pangasinan to further improve data collection, data analysis and data dissemination.

One of the key highlights of the activity was the presentation of the Career Development Support Program (CDSP) Five-Point Agenda, which emphasized the integration of career counseling, vocational counseling, employment counseling, labor market information, and career development support services. The agenda underscored DOLE’s commitment to holistic support for jobseekers, workers, and employers, ensuring alignment with the Philippine Labor and Employment Plan (PLEP) 2023–2028.

ᴅᴏʟᴇ ʀᴏ1 ᴅɪʀᴇᴄᴛᴏʀ ʜᴏɴᴏʀɪɴᴀ ᴅɪᴀɴ-ʙᴀɢᴀ emphasized the crucial role of PESOs and JPOs in bridging employment opportunities and ensuring that skills development matches industry needs. She underscored the importance of unified action and issued a renewed call for cooperation among PESOs, JPOs, and partner agencies to sustain the momentum in advancing employment services and to foster inclusive growth across the region.

The assessment also coincided with the 3rd Quarter Eastern Pangasinan PESO Managers and Job Placement Officers Meeting where stakeholders reaffirmed their dedication to service excellence.

In line with DOLE Secretary Francis N. Tolentino's commitment to strengthening employment facilitation and labor market information services, the Department of Labor and Employment Regional Office 1 through La Union Field Office conducted the 2026 Field Office National Skills Registration Program (NSRP) and Labor Market Information (LMI) Assessment and Presentation on the Career Development Support Program (CDSP) Five-Point Priority Agenda on August 20, 2026, at J&V Hotel and Resort, Sevilla, La Union.

The activity assessed the NSRP and LMI implementation of Public Employment Service Offices (PESOs), Job Placement Officers (JPOs), and DOLE from January 1 to July 31, 2026, and provided updates on the Integrated PESO Employment Information System (PEIS), PhilJobNet, and CDSP.

Participants discussed accomplishments, challenges, and good practices in jobseeker registration, data gathering and validation, encoding, and stakeholder coordination. Strategies to improve the accuracy and timeliness of labor market data were also shared.

The CDSP and its proposed Five-Point Agenda were likewise presented, highlighting the role of PESOs, JPOs, and DOLE in strengthening career guidance, job matching, and employment facilitation.

Through continued collaboration with its partner PESOs and JPOs, DOLE remains committed to providing responsive and effective employment services to jobseekers and clients in La Union.

207 TUPAD Workers Help Clear Waterways, Reduce Flood Risks in Laoag City

In line with the directives of DOLE Secretary Francis N. Tolentino to provide temporary employment to workers in need, the Department of Labor and Employment Regional Office 1, through its Ilocos Norte Field Office, provided emergency employment to 207 TUPAD beneficiaries from various barangays in Laoag City.

The beneficiaries rendered one month of service from July 15 to August 15, 2026, carrying out the rehabilitation of Bengang Creek and declogging of canals.

Regional Director Honorina Dian-Baga emphasized that TUPAD provides temporary income while allowing beneficiaries to contribute to their communities. “Sa TUPAD, may trabaho na, may pagkakataon pa tayong makatulong sa ating komunidad,” she said.

The initiative provided financial assistance to the beneficiaries while supporting local clearing efforts to improve water flow and help reduce the risk of urban flooding.

In line with the directives and priorities of DOLE Secretary Francis N. Tolentino to strengthen inter-agency collaboration and ensure responsive labor and employment services, the Department of Labor and Employment Regional Coordinating Council 1 (DOLE RCC-1), presided by Regional Director Honorina Dian-Baga as Chairperson, convened to explore more areas for convergence among its member-agencies on September 2, 2026 at DOLE RO1 Conference Room, San Fernando City, La Union.

RD Baga emphasized the importance of working together to maximize government resources and expertise in addressing the needs of workers and enterprises. “Through convergence, we can complement one another’s programs and services, strengthen our referral mechanisms, and provide more responsive assistance to our workers and stakeholders,” RD Baga said.

The meeting provided an avenue for RCC member-agencies to identify convergence opportunities for stronger collaboration, complement existing programs and services, and enhance coordination in responding to labor and employment concerns across the region.

Also discussed was the Handog ng Pangulo 2026 Trabaho Agad Job Fairs and other activities, to be held in celebration of the birthday of President Ferdinand R. Marcos Jr., including the respective contributions and participation of RCC member-agencies in these activities.

The DOLE RCC-1 is chaired by DOLE and composed of NLRC, NCMB, PRC, TESDA, ECC, OSHC, and RTWPB as members, with DMW and OWWA as honorary members, providing a platform for strengthened coordination and convergence on labor and employment concerns.
