LOOK | Joint Implementation of Anti-Illegal Drugs Advocacy and CBRP Orientation

Under the leadership of Mayor Hon. Joey Warren A. Bragado, the Municipality of San Emilio successfully conducted the Anti-Illegal Drugs Advocacy cm Orientation Briefing on the Community-Based Rehabilitation Program (CBRP) and Reintegration Program for Persons Who Use Drugs (PWUDs) on December 26, 2025, at the Municipal Covered Court, San Emilio, Ilocos Sur.

The activity was made possible through the strong coordination and communication of the Anti-Drug Abuse Council (ADAC), with the combined efforts of the Department of the Interior and Local Government (DILG) office and the Municipal Health Office (MHO). The program aimed to promote mental health awareness, prevent illegal drug use, and strengthen community-based rehabilitation and reintegration initiatives.

One of the highlights of the activity was the discussion on Mental Health Awareness, delivered by Mr. Louis Allen Segundo, RN, a Health Promotion Officer, who provided valuable insights on mental wellness, self-care, and informed life choices. Participants included youth representatives, barangay officials, health workers, PWUDsโ€™ family members, and partner agencies.

Central to this activity is the ๐‘ฉ๐‘ฐ๐‘ซ๐‘จ ๐‘ท๐’“๐’๐’ˆ๐’“๐’‚๐’Ž of the DILGโ€” Buhay Ingatan, Drogaโ€™y Ayawanโ€”an advocacy campaign that seeks to reduce drug demand and proliferation through education, multi-sectoral engagement, and active community participation.

During the visit, the audit team reviewed documents, interviewed key personnel, and inspected LGU facilities and systems to identify areas of strength and opportunities for improvement. The evaluators examined how LGU-San Emilio, under the leadership of ๐— ๐˜‚๐—ป๐—ถ๐—ฐ๐—ถ๐—ฝ๐—ฎ๐—น ๐— ๐—ฎ๐˜†๐—ผ๐—ฟ ๐—๐—ผ๐—ฒ๐˜† ๐—ช๐—ฎ๐—ฟ๐—ฟ๐—ฒ๐—ป ๐˜ผ. ๐—•๐—ฟ๐—ฎ๐—ด๐—ฎ๐—ฑ๐—ผ , implements streamlined business registration procedures, utilizes digital platforms for transactions, and ensures the presence of a clear and updated Citizenโ€™s Charter in all service areas. Constructive feedback and recommendations were also provided to further strengthen the municipalityโ€™s public service efficiency and quality.

As parts of the country are still reeling from Typhoon Tino, the Department of the Interior and Local Government (DILG), on orders of the President, has urged all local government units (LGUs) to brace for a potentially devastating super typhoon to be named โ€œUwanโ€ as it approaches the Philippine Area of Responsibility (PAR) this week.

Based on the latest advisory, the weather disturbance, currently a tropical depression, may strengthen into a super typhoon and could make landfall this weekend, bringing Wind Signal No. 5, that could cause life-threatening stormy conditions to parts of Northern and Central Luzon.

โ€œWe cannot be caught off guard. LGUs must take all precautionary steps nowโ€”activate disaster councils, prepare evacuation sites, and warn at-risk communities,โ€ the DILG said.

The Department called on LGUs to clear waterways and drainage systems, inspect roads and bridges, and ensure evacuation centers are ready with adequate supplies. Local Disaster Risk Reduction and Management Councils (LDRRMCs) are also urged to plan for preemptive evacuations in high-risk areas.

Emergency response teams and rescue units must be placed on standby alert, with rescue equipment and relief goods prepositioned for rapid deployment once the storm hits.

โ€œPreparedness saves lives. We call on all LGUs to act now to prevent casualties," the DILG stressed.

This directive reinforces President Ferdinand Marcos Jr.โ€™s call for proactive local governance and stronger disaster preparedness to safeguard lives and communities from the increasing threat of severe tropical cyclones.

As millions of Filipinos are expected to visit cemeteries and memorial parks for the annual Undas observance, the Department of the Interior and Local Government (DILG) has directed all local government units (LGUs), the Philippine National Police (PNP), Bureau of Fire Protection (BFP), and Bureau of Jail Management and Penology (BJMP) to ensure a peaceful, orderly, and safe commemoration of All Saintsโ€™ and All Soulsโ€™ Days this 2025.

In a memorandum issued to all provincial governors, city and municipal mayors, and punong barangays, the DILG urged local officials to take proactive steps in maintaining peace and order during the long weekend, from October 31 (Friday) to November 2 (Sunday).

โ€œWe are reminding all local officials to take proactive measures to guarantee that our cemeteries, roads, and communities remain safe, clean, and orderly throughout Undas. Preparedness, coordination, and vigilance are key to a peaceful observance,โ€ the DILG said.

Local chief executives are directed to convene their Local Peace and Order Councils and ensure readiness for the influx of people visiting cemeteries and memorial parks within their areas of responsibility. They are encouraged to assess risks and hazards, mobilize law enforcers, barangay tanods, BPATs, traffic aides, and medical teams, and coordinate closely with traffic management offices, the PNP, and other emergency responders to ensure public safety and smooth traffic flow.

The PNP has been instructed to activate its security plans and increase police visibility in public and private cemeteries, transport terminals, and major thoroughfares. Police assistance desks are to be set up to guide and assist the public. The BFP and BJMP have likewise been directed to work in coordination with the PNP and LGUs to provide immediate response to emergencies, fires, or any public safety concerns during the observance.

DILG Regional Directors have been tasked to immediately disseminate the directive and ensure that all LGUs under their jurisdiction are implementing the necessary safety measures.

โ€œUndas is a time for remembrance and prayer, but it is also a time for public cooperation. We urge everyone to follow local advisories, observe cleanliness, and prioritize safety while visiting their loved ones,โ€ the DILG added.

The Department assured the public that all concerned agencies are working in close coordination to deliver a safe, peaceful, and meaningful observance of Undas 2025, in support of President Ferdinand R. Marcos Jr.โ€™s vision for a Bagong Pilipinas built on peace, order, and shared community responsibility.
