Provincial TLDC Strengthens Youth Development Efforts in San Carlos City

Representatives of Provincial Administrator’s Office - Technology and Livelihood Development Center (TLDC) met with our SK Chairpersons today at Liga Conference Room, Park Marina Building.

The group was joined by personnel from San Carlos City Youth Affairs (SCCYA) headed by Youth Development Officer Renzie Mae Tambasen.

The visit aimed at introducing Kabataan Negrense Abanse, a provincial initiative led by Gov. Eugenio Jose Lacson through the Office of Provincial Administrator Atty. Rayfrando Diaz II which focuses on empowering the youth sector across Negros Occidental.

The said program aims to provide livelihood opportunities, skills formation, employment support, and scholarship assistance to equip young Negrenses with the means to build sustainable futures and contribute to community development.

TLDC Head Liberty Alarcon said their visit is part of the center’s coordination efforts with cities and municipalities as they begin implementing youth-centered initiatives under the Kabataan Negrense Abanse program.

Provincial Youth Program Focal Person Dr. Estelita Apelo said the initiative was approved last Sept. 2025 and is currently in its initial phase of implementation focusing on data gathering and analysis among youth sectors in the province.

She added that the program will pilot four priority groups this year, namely youth farmers, youth fisherfolk, youth evacuees, and youth behind bars to identify their specific needs and design targeted interventions for each sector. Results from this phase will guide the full implementation of the program in January 2026 across other cities and municipalities in Negros Occidental.

Apelo said the TLDC also plans to assist youth entrepreneurs with product packaging, labeling, and marketing to help promote their locally made products in wider markets.
