|||| Excellence Beyond Duty: Building Character in the Bureau of Jail Management and Penology ||||
“Excellence in the Bureau of Jail Management and Penology is measured not only by performance, but by integrity, discipline, and respect for human dignity.”
April 29, 2026,
San Carlos City District Jail, headed by JCINSP JOAQUIN JUDE G LEDESMA, Acting Jail Warden, Unit Values Restoration Officer (UVRO) JO1 Gerald A Gamboa, conducted the values restoration with the topic of “EXCELLENCE” to the Jail Personnel during Personnel Information and Education inside the jail facility.
“EXCELLENCE” isn’t about perfect or reaching a final finish line; it’s the consistent habit of doing your best with the tools you have. It is a mindset where you prioritize quality and care in everything you do, whether someone is watching or not. Rather than a single achievement, excellence is a continuous process of improvement, finding small ways to be better today than you were yesterday.
It is not just a performance rating-it is the unwavering commitment to the “Jailer’s Creed” and the professional standards required to balance high-stakes security with genuine human reformation. It is defined by the synergy of Humane Safekeeping and PDL’s Welfare and Development. Excellence in the BJMP means performing duties with “Honor and Honesty.” It is a refusal to succumb to the “easy path” or compromises, especially regarding contraband or the mistreatment of those in custody. An excellence officer embodies Integrity, ensuring that their actions behind the walls match the values of the organization, even when no one is watching.
This activity aimed to strengthen the moral character and professional conduct of BJMP personnel by restoring and promoting core values such as integrity, generosity, compassion, and selfless service, thereby fostering ethical leadership, accountability, and a humane approach to jail management.
