The 12th Sangguniang Bayan of San Andres convened for its 22nd Regular Session on Monday, June 1, 2026, at 9:00 A.M. at the SB Hall. Presided over by Hon. Felix G. Romero Jr., Municipal Vice Mayor, commenced with an opening prayer, followed by the Philippine National Anthem led by Mr. Michael Vincent D. Qua and the recitation of the PCL Creed. The minutes of the 21st Regular Session held on May 25, 2026, were subsequently read, reviewed, and approved.
During the session, communications were taken up, including letters forwarded by Municipal Mayor Aly T. Romano, M.D.: a request from Mr. Ferdeswindo G. Ternate of St. Bede Cockpit Arena for permission to hold special cockfights on June 6, 20, and 25โ27, 2026; a Memorandum of Understanding (MOU) between the Local Government of San Andres, the Department of Science and Technology Regional Office V (DOST V), and Catanduanes State University (CatSU); and a Memorandum of Agreement (MOA) with Bicol University (BU), the Bicol Consortium for Regional Startup Enablers (BiCORSE), and DOST to support local innovation and entrepreneurship.
Proposed measures introduced for First Reading included an ordinance institutionalizing the Local Employment Assistance Program under the Public Employment Service Office (PESO), and a measure establishing and regulating the San Andres Night Market. Also presented were renewal applications for Motorized Tricycle Operatorโs Permits (MTOP) submitted by Mr. Jojie R. Antonio, Mr. Leonardo M. Tanierla Jr., and Ms. Rosemarie M. Antonio.
Under Committee Reports, the body reviewed and acted on approval of the requested cockfight events; adoption of the Supplemental Annual Investment Plan (AIP) No. 3 for CY 2026 ; and endorsement of supplemental budgets for Barangays Divino Rostro, Lictin, and Salvacion. Other actions included approval for the accreditation of the Sustainable Agricultural Growth and Organic Production Agriculture Cooperative (SAGOP), issuance of new MTOP to Mr. Melchor A. Ortiz Jr., passage of the Integrated Ecological Solid Waste Management Ordinance, regulation of Piso WiFi operations in Barangay Timbaan, and adoption of the ordinance localizing the โBawal Bastos Lawโ or Safe Spaces Act of 2019. The body also approved a resolution urging adherence to Republic Act No. 8190 or the Localization Law in education sector hiring.
Under the Calendar of Business, the body conducted the Second Reading and formally approved the landmark ordinance adopting โSan Andres, Where the Happy Island Beginsโ as the official tourism tagline, alongside the creation of the official tourism logo and guidelines for its use.
The session noted an upcoming Committee of the Whole scheduled on June 4, 2026, before concluding with announcements and being formally adjourned.
