📢 MONITORING AND EVALUATION (M&E) 2026 CONFERENCE ADVISORY FOR LGUs

To guide Local Government Units (LGUs) in ensuring full compliance with the 2026 Monitoring and Evaluation (M&E) process, the following advisory is issued to clarify the required submissions and coordination mechanisms among Sangguniang Kabataan (SK) Councils and Local Youth Development Officers (LYDOs). Compliance will depend on the timely and complete accomplishment of the required components of the M&E system by both the Barangay SKs and the LYDO, which will collectively determine the compliance status of the City or Municipality and, subsequently, the Province.

A. For Cities and Municipalities
To reach 100% compliance at the City or Municipal level, the following requirements must be completed:
All Barangays must accomplish Part 1 (Project) and Part 2 (Policy) through either PPAs or GAPs. The Local Youth Development Officer (LYDO) must accomplish Part 3.
A City or Municipality shall only be considered 100% compliant once all Barangays have completed Parts 1 and 2, and the Local Youth Development Officer (LYDO) has completed Part 3.
If a Barangay is fully compliant, it will be reflected in the City or Municipality’s compliance dashboard, which will then contribute to the Province’s overall compliance monitoring.

B. For Provinces
Provincial compliance will depend on the 100% completion of submissions from all Cities and Municipalities within the province.
Requirements for Sangguniang Kabataan (SK)
For an SK to be counted as compliant under LYDO monitoring, the SK must accomplish both parts together (not alternately):
• Part 1 – Project (PPA or GAP)
• Part 2 – Policy

⚠️ Important:
If an SK only fills out Part 1 or submits a GAP but does not complete Part 2, it will NOT be counted as compliant and will not be included in the LYDO compliance count.

Additional Reminder
Even if all Barangays have completed their submissions, these will not appear in the final compliance count if the LYDO does not accomplish Part 3 and input the required information in the system.

Summary of Requirements
✔ Barangay SKs must complete Part 1 and Part 2
✔ LYDO must complete Part 3
✔ Provincial compliance depends on 100% submission from Cities and Municipalities

In compliance with 𝗠𝗲𝗺𝗼𝗿𝗮𝗻𝗱𝘂𝗺 𝗖𝗶𝗿𝗰𝘂𝗹𝗮𝗿 𝗡𝗼. 𝟭𝟭𝟰 issued by Malacañang regarding the Energy Conservation Protocols, the Local Government of San Andres (LGU) through 𝗘𝘅𝗲𝗰𝘂𝘁𝗶𝘃𝗲 𝗢𝗿𝗱𝗲𝗿 𝗡𝗼. 𝟭𝟱, 𝘀. 𝟮𝟬𝟮𝟲, announces that all LGU offices shall shift to a 4-day workweek starting today, March 9, 2026.

Compressed Work Week Schedule:
Monday to Thursday: 7:00 AM – 6:00 PM
Friday: Non-working day

Frontline services such as Rural Health Unit, Municipal Disaster Risk Reduction and Management Office, Municipal Social Welfare and Development Office, Transportation and Terminal, Slaughterhouse, Quarantine Operations, Market, MENRO and Clean and Green will maintain their standard operating schedules to ensure continuous service delivery.

Empowering our youth and strengthening our community! Today, March 5, 2026, the 𝗟𝗼𝗰𝗮𝗹 𝗬𝗼𝘂𝘁𝗵 𝗗𝗲𝘃𝗲𝗹𝗼𝗽𝗺𝗲𝗻𝘁 𝗖𝗼𝘂𝗻𝗰𝗶𝗹 (𝗟𝗬𝗗𝗖) successfully convened for its 𝟭𝘀𝘁 𝗤𝘂𝗮𝗿𝘁𝗲𝗿𝗹𝘆 𝗠𝗲𝗲𝘁𝗶𝗻𝗴 at the LGU-Conference Room, 2nd Floor.

The meeting was presided over by our SKMF President, Hon. Cassandra M. De Loyola, together with our Municipal Youth Development Officer (MYDO), LYDC Secretary, and OIC-Municipal Tourism Officer, Mr. Mark Anthony B. Gianan.

The Catanduanes Association of Youth Development Officers (CAYDO) successfully conducted its Orientation and Project Monitoring hosted by the Municipality of San Miguel—strengthening collaboration and commitment in advancing youth development across the province.

The activity formally opened with the Opening Remarks and Introduction of Participants by Mr. John Joseph P. Tabirao, LYDO of San Miguel, who warmly welcomed the delegates and emphasized the vital role of unity among Youth Development Officers in achieving impactful and sustainable programs for the youth sector.

Hon. Antonio T. Teves, Municipal Mayor of San Miguel, delivered his inspiring message reaffirming the Local Government Unit’s unwavering support for all youth programs, projects, and activities. He highlighted that investing in the youth is investing in the future of the municipality and the province.

Hon. Noel S. Morales, Vice Mayor, underscored the importance of project monitoring in ensuring transparency, accountability, and effectiveness in implementing PPAs. He stressed that proper monitoring guarantees that initiatives truly benefit the young people in our communities.

Meanwhile, Mr. Salvador C. Vargas Jr., MLGOO VI, provided important updates from the DILG, guiding the body with relevant policies and directions that will further strengthen youth governance and compliance.

Key topics discussed during the activity included:
• Orientation for LYDOs on the accreditation process for SKMT Training Managers
• Planning of province-wide calendar activities
• Presentation and consolidation of PPAs from CAYDO members
• Preparations for the upcoming Barangay and Sangguniang Kabataan Elections

Indeed, this gathering reflects CAYDO’s shared commitment to empowered leadership, organized planning, and strengthened youth participation in governance.

Ang Kabataang Kontra Droga at Terorismo (KKDAT) Agojo – Chapter, San Andres, Catanduanes ay nagsagawa ng seremonya ng pagsumpa para sa pinaka-unang nahalal na opisyal noong Pebrero 7, 2026 na isinagawa sa Agojo Multi-purpose Hall, Agojo, San Andres, Catanduanes.

Pinangunahan naman ni PMAJ Francis T Tabo kasama ang ating Punong Barangay ng Agojo, Hon. Edgar A. Sualibio ng Agojo ang pagpapasumpa sa mga bagong halal na opisyales. Naging presente rin sa okasyon ang ilan sa mga SK Council para magbigay ng suporta sa organisasyon. Nakilahok rin ang ilan sa mga kabataan mula sa Agojo sa programa.

Ang mga bagong kasapi ay nangako na panatilihin ang integridad, isulong ang mga pamumuhay na walang droga, at labanan ang terorismo. Ang kapisyon ay nakatuon na bigyang lakas ang kabataan sa pamamagitan ng pagtutulungan sa mga awtoridad ng batas at lokal na pamahalaan.
