SALCEDO LAUNCHES BOLD "WHOLE-OF-SOCIETY" CAMPAIGN AGAINST DENGUE; ANCHORS WITH DILG KALINISAN PROGRAM

SALCEDO, EASTERN SAMAR — In an aggressive move to safeguard public health ahead of the rainy season, Municipal Mayor Melchor L. Mergal has officially signed Executive Order No. 48, Series of 2026, establishing the restructured Municipal Technical Working Group (TWG) Against Dengue.

Breaking away from traditional, isolated health campaigns, Salcedo is fully adopting a Whole-of-Government and Whole-of-Society approach. This strategy unifies the municipal government, local business owners, schools, churches, and civic groups to fight the mosquito-borne virus as one cohesive unit.

The local anti-dengue campaign is structurally integrated with the Department of the Interior and Local Government's (DILG) national KALINISAN Program. This integration mandates synchronized, municipal-wide community clean-up drives across all 41 barangays every Saturday morning at 7:00 AM.

"Dengue is not just a problem for our doctors and nurses; it is an environmental and social challenge that requires every household, church, school, and store to act," Mayor Mergal stated. "Through this unified front, our municipal engineers are clearing public drains, our business sector is cleaning commercial properties, and our schools are enforcing daily breeding site eradication."

On the frontlines, Barangay Sanitary Inspectors (BSIs) will actively conduct house-to-house inspections to enforce environmental compliance, while Barangay Health Workers (BHWs) lead household fever surveillance and manage localized Oral Rehydration Salt (ORS) stations. High-performing barangays will be recognized and awarded through a new Municipal Compliance Scorecard system.

HAPPENING NOW: Taking further strides in , the LGU-Salcedo, Eastern Samar kicks off its four-day (RE) Roadmap Scoping Workshop today in Palo, Leyte.

Bringing together members of its Technical Working Group (TWG), composed of LGU Department Heads and Staff, Sangguniang Bayan Members, and representatives from Caridad Masagana Fisherfolks Association and the Eastern Samar State University, the learning sessions and workshops aim to support the municipality of Salcedo in integrating RE-focused energy plans into its local priorities and community needs.

“The fuel crisis meant that keeping emergency power running at our Rural Health Unit has become a luxury we can barely afford. This vulnerability is the unsustainable reality we endure today,” said Municipal Mayor Melchor Melgar during his keynote address. “We are here because we refuse to let our current reality define our future [...] The gap between our current reality and our preferred reality is what we call the Salcedo Renewable Energy Roadmap.”

On behalf of Department of Energy Philippines Sec. Sharon Garin, National Renewable Energy Board-Technical Services Management Division Chief Liza Pangilinan also expressed DOE’s support to the Salcedo LGU, and affirmed the role of the local government in the energy transition.

This workshop is led by ICSC in partnership with AktivAsia Pilipinas, and is supported by the Tara Climate Foundation. It is also part of the CASE - Clean, Affordable and Secure Energy for Southeast Asia project led by the GIZ Philippines and the Pacific Island Countries and implemented on behalf of the International Climate Initiative (IKI).

The Local Government Unit of Salcedo informs all residents of the issuance of Executive Order No. 41, Series of 2026 by the Office of the Municipal Mayor.

This Executive Order establishes a streamlined administrative workflow for the assessment and issuance of tax declarations covering:
-Buildings and improvements on public domain lands
-Structures located on alienable and disposable (A&D) lands

What this means for you:
• Property owners or occupants are encouraged to declare their buildings and improvements with the Municipal Assessor’s Office
• The process is now simplified and coordinated among key offices (Assessor, Engineering, Planning, and Treasury)
• This helps provide official documentation (tax declaration) which may serve as prima facie proof of ownership of improvements
• Compliance supports future land titling applications and strengthens local revenue for community services

This initiative aims to make it easier for residents—especially those on A&D lands—to regularize records, comply with legal requirements, and secure their property interests.
