It is geographically located at 11ยฐ0'59"N and 123ยฐ29'E. It was established in 1995, through Presidential Proclamation 592, to protect the marine ecosystem of Carbin, Macahulom and Panal reefs and the rest of the 32,000 hectares it covers. It was later put into law on April 14, 2001 known as RA 9106 โ€œAn Act for the establishment and management of Sagay Marine Reserve, defining its scope and coverage, and for other purposesโ€. Sagay Marine Reserve is considered as one of the biggest marine reserve in the country owing to its large coral reefs area. It is comprised of the small islands and Barangay of Molocaboc Daku, Molocaboc Diut, Matabas, and Suyac and their contiguous reefs as well as the reefs of Carbin, Macahulom, and Panal and the coastal waters of Barangays Himoga-an Baybay, Old Sagay, Taba-ao, Bulanon, Vito and Molocaboc.
