Mr. Baluarte: “USAT advances its educational infrastructure towards every student’s beautiful dream”
NIR—USAT College Sagay City Inc., officially announced its newest era as the administrators led by Mr. Richard A. Baluarte, the Chairman of the Board of Trustees, Dr. Phoebe D. Baluarte, College President to welcome the newly appointed Vice President for Academic Affairs and Director for Research, Publications and Extension whose passion, selfless dedication and commitment towards education is notably evident.

The Dream for Students
Mr. Baluarte and Dr. Phoebe Baluarte in an official conference meeting and board selection committee announced that; “USAT is committed to address the gap of education particularly in its human infrastructure and quality leaders.”
Furthermore, students’ wellbeing should not be compromised and the parents’ expectations towards USAT as considered to be their primary priority for their children’s life-changing future, the administrators and the board committee said.
An appeal to God’s intervention
One notable realization, Dr. Phoebe Baluarte shared her thoughts to the committee and the faculty members, “We must seek God’s divine intervention to help the development of USAT through appointing or maybe hiring someone who can handle the dual position with a heart, competence and courage to implement what is professional, ethically-acceptable and appropriate to the CHED’s standards and mandate.”
She added, this is maybe hard and challenging but soon, as God listens to our humble prayer, it will happen in a very unique, surprising and profound way through Him.
Official Appointment Happens
In a special session in the conference room, Dr. Baluarte called all Program Heads, Faculty Members, Admin and the Staff to formally welcome the newest appointed VPAA and Director for Research, Publications and Extension who is an expert in Applied Linguistics and a graduate of University of St. La Salle - Bacolod, Dr. Manfred L. Magno.
Mr. Baluarte firmly believed; “This is a God answered prayer for USAT - I never thought this would happen after 14 years of praying and asking God’s favor for the future and hope and dream and love for USATian. All of them deserved to be treated holistically with compassionate care towards quality education.”
“Once we are devalued, humiliated, discriminated and abused due to our compassion and selflessness towards education, God will transform you to become the person more than what you think you will become. So stay grounded to God for He is with you, just remember Jeremiah 33:3 always”, he added.
“Now, we have been given this opportunity because we seek, knock and humbly appeal to God for the benefit of the entire college and its community— the students, faculty, administrators and the staff”, he extended his comments during the meeting in the conference room.
The “Gem” comes through Him
Dr. Baluarte and Mr. Richard Baluarte concluded that; this blessing is something different. This is significantly revealed by God. We do not just decide, but this is the collective decision of the Board of Trustees Committee to select and appoint Dr. Magno as we carefully and objectively examine his credentials, credibility and compassion towards academic excellence and research perspectives.
He might not the perfect one but he has the ability to create remarkable era for USAT and its humble mission as a Christian institution in Negros Island Region, Mr. Baluarte’s humble speech shared during the meeting at the conference room.
Let us continue still to pray and rebuild USAT based on a Godly faith, joy and strength to give the best opportunity for every dream of a USATian.- Dr. Phoebe concluded.
