𝗟𝗢𝗢𝗞 | 𝗥𝗘𝗚𝗜𝗢𝗡𝗔𝗟 𝗘𝗩𝗔𝗟𝗨𝗔𝗧𝗜𝗢𝗡 𝗙𝗢𝗥 𝗧𝗛𝗘 𝟮𝟬𝟮𝟲 𝗦𝗘𝗔𝗥𝗖𝗛 𝗙𝗢𝗥 𝗢𝗨𝗧𝗦𝗧𝗔𝗡𝗗𝗜𝗡𝗚 𝗕𝗔𝗥𝗔𝗡𝗚𝗔𝗬 𝗧𝗔𝗡𝗢𝗗𝗦

The Regional Evaluation for the 2026 Search for Outstanding Barangay Tanods was successfully conducted on August 10, 2026, in Barangay Lawa-an, Roxas City.

The snappy tanods of Barangay Lawa-an proudly represented Roxas City in the Outstanding Group Tanods in Cities Category, while Chief Barangay Tanod Junel Sy represented the city in the Individual Tanod Category.

The evaluation included a review of records and documents, interviews with barangay officials and tanods, skills demonstrations, a presentation of accomplishments, and an inspection of facilities.

The Regional Search Committee was composed of:

• SFO1 Alexis V. Escarza – Bureau of Fire Protection

𝗞𝗡𝗢𝗪 | Can the SK Chairperson preside over a regular session of the Sangguniang Barangay?

Under 𝗦𝗲𝗰𝘁𝗶𝗼𝗻 𝟰𝟵(𝗯) of the Local Government Code of 1991, when the regular presiding officer is unable to preside over a sanggunian session, the members present constituting a quorum may elect from among themselves a temporary presiding officer.

Meanwhile, 𝗦𝗲𝗰𝘁𝗶𝗼𝗻 𝟯𝟵𝟬 of the same law provides that the SK Chairperson is a member of the Sangguniang Barangay. Thus, the SK Chairperson may be elected as temporary presiding officer during a regular session in the absence or inability of the Punong Barangay to preside.

This principle is likewise supported by the Supreme Court ruling in Gamboa Jr. vs. Aguirre Jr., where the Court emphasized that when the regular presiding officer is unable to preside, the sanggunian members present and constituting a quorum may elect a temporary presiding officer from among themselves pursuant to Section 49(b) of the Local Government Code.

However, the SK Chairperson is not automatically the presiding officer of the Sangguniang Barangay. A formal election by the members present and constituting a quorum during the session is still required in accordance with law.

Mahimo maka preside ang SK Chairman sa tion nga wala ang Punong Barangay (Barangay Captain) sa guina- patigayon nga Regular Session sang Brgy.

Ini ang guin-athag ni Mr. Ginno Salamanca, DILG Officer sang Roxas City.

Suno kay Mr. Salamanca, ini ang basi sa Local Government Code kag "landmark case" ukon desisyon sa kaso sang Gamboa vs. Aguirre.

Guin athag man sang DILG Officer sang Roxas City nga indi buot silingon nga no. 1 ka nga Kagawad, Ikaw na ang direkta nga maga bulos kung wala ang Punong Brgy.

Sa pagpatigayon sang regular session suno sa iya, ang mayoriya nga iga botar sang katapo sang Sangguniang Brgy. nga mangin presiding officer amo ang maga-akto.

Ang natabo suno sa iya sa Brgy. IX ang isa ka maayo nga kahigayunan nga mapahibalo sa mga kabarangayan ang bag o nga impormasyon nga dapat mahibaluan sang mga opisyales.

Guin alungay man sini sa mga opisyales sang kabarangayan sa Roxas City, nga bukas ang ila talatapan sa DILG, sa anuman nga impormasyon nga luyag maathagan sang mga opisyales.

In line with this, strict compliance with the procedures and requirements under DILG Memorandum Circular No. 2025-023 is required. LGU officials and employees are strongly encouraged to plan ahead, submit applications within the prescribed period, and ensure that all documentary requirements are complete to avoid delays in approval.
