Farmers from Panay and Roxas City received indemnity checks under the Provincial Calamity Crop Insurance Project during the distribution held on May 21, 2026 at the Provincial Capitol.

Through the partnership of the Provincial Agriculturist’s Office and the Philippine Crop Insurance Corporation (PCIC), indemnity checks were awarded to farmers who suffered crop losses due to calamities. A total of 115 farmers benefited from the program.

The activity also marked the signing of a new Memorandum of Agreement between the Capiz Provincial Government and the Philippine Crop Insurance Corporation with a yearly allocation amounting to ₱3,000,000.00, reaffirming the province’s continued commitment to safeguarding the livelihood and welfare of local farmers through crop insurance programs.

Provincial Agriculturist Office (OPA) – Fisheries Division successfully spearheaded the two-day Capiz Provincial Fisheries Development Plan (CPFDP) Workshop on May 21 and 22 at the El Circulo Convention Center, Pueblo De Panay Township.

The program brought together local fisherfolks from the province's various municipalities and its component city, ensuring that grassroots insights formed the foundation of the development plan. Helping guide these critical discussions and facilitating the conduct of the workshop were invited resource persons from the University of the Philippines Visayas (UPV), who wholeheartedly shared their academic and technical expertise to the event.

Recognizing that marine conservation and industry growth require a multi-sectoral approach, the workshop saw active collaboration from a wide coalition of government offices, non-governmental organizations, and law enforcement. Representatives from national agencies including BFAR, DOST, DENR, DILG, DOLE, DTI, DSWD-SLP, and DARPO Capiz worked alongside provincial offices such as CapENRO, PPDO, and PTCAO.

Rounding out the collaborative effort were academic and community partners from Capiz State University (CapSU), SIKAT Inc. Capiz, and CBMC, as well as maritime security forces from the PNP Maritime Group and the Philippine Coast Guard (PCG) Capiz.

Through this unified effort, the stakeholders aimed to draft a comprehensive, actionable framework that will safeguard the aquatic resources of Capiz while securing the livelihoods of its coastal communities.

📢 DA ADVISORY FOR EL NIÑO ALERT

Based on the latest projections of the DOST-PAGASA, there is a 79% probability that El Niño is likely to emerge by June-August 2026 and is likely to persist until early 2027. This led to the issuance of an El Niño Alert.

El Niño can result in above normal temperatures and lesser rainfall. Consequently, it increases the risk of droughts and dry spells in many areas due to drier conditions. Conversely, it may bring above-normal rainfall during the Southwest Monsoon (Habagat) season.

This phenomenon is expected to bring several adverse effects in the agri-fishery sector such as reduced production leading to income losses for farmers and fisherfolk. In addition, this may even result to increase in prices of basic goods that can result to food shortages and disruption of the food supply chain.

The Department of Agriculture has been undertaking interventions across different thematic areas as preparedness measures for El Niño such as prepositioning of agricultural and fishery inputs, assessment of the field situation, conduct of information campaigns, among others. Moreover, the Department coordinates with concerned offices and agencies for monitoring of effects and possible interventions.

ADVISORIES FOR FARMERS AND FISHERFOLK

Farmers and fisherfolk are encouraged to practice the following measures for each commodity to minimize agricultural damage and losses, as applicable.

Crops
- Adjust the cropping calendar
- Apply water-saving methods (rainwater harvesting, AWD, LDIS)
- Use drought-tolerant and early-maturing seeds
- Plant short-gestation crops (mung bean, peanut, soybean)
- Practice crop rotation and use organic fertilizers
- Secure crop insurance from PCIC

Livestock
- Conduct vaccination and veterinary consultations
- Provide proper housing and transport
- Ensure clean water and shaded areas
- Plant drought-resistant forage
- Secure livestock insurance from PCIC

Fisheries
- Monitor water quality and fish stock
- Ensure proper feed and water management
- Provide shade in exposed areas
- Use aerators and spray pipes
- Inspect ponds and protect dikes from leaks and burrowing animals
