In observance of the 2026 Ease of Doing Business (EODB) Month Celebration led by the Anti-Red Tape Authority (ARTA), the National Irrigation Administration - Magat River Integrated Irrigation System (NIA-MARIIS) conducted a training on the Integrated Course for Attaining Responsive and Excellent (I-CARE) Service in the Government on May 20-21, 2026, at the Dam and Reservoir Division (DRD) Training Center.
The activity, conducted in collaboration with the Civil Service Commission Regional Office II (CSC RO II), aimed to strengthen the commitment of NIA-MARIIS DRD personnel to responsive, efficient, and professional public service.
Division Manager A Engr. Carlo C. Ablan, Administrative and Finance Section Head, Mr. Manuel A. Agonoy, Watershed Management Section Head, Engr. Alfredo M. Flores, Jr., Electro-Mechanical Section Head Engr. Erwin T. Remocal, and Flood Forecasting and Instrumentation Section Head, and Civil Works Section Acting Head Engr. Edwin J. Viernes warmly welcomed CSC RO II resource speakers and participants, and delivered messages encouraging participants to take the lessons to heart and apply the knowledge and skills gained from the training in their respective work areas.
On the first day, Attorney III Atty. Noemi S. Caraggayan-Dammay discussed Republic Act No. 11032, otherwise known as the Ease of Doing Business and Efficient Government Service Delivery Act of 2018, while Senior HR Specialist Ms. Camille P. Soriano discussed Professionalism in the Workplace. On the second day, Senior HR Specialist Ms. Ann Marie G. Canapi discussed Customer Relations Management and the Image of a Public Servant.
Following the last module, Engineer A Engr. Joe Santy D. Liclican, Engineer B Engr. Jhon Keneth R. Dela Cruz, Clerk Processor A, Ms. Decere Joy S. Gonzaga, and Engineering Assistant A, Ms. Lornalyn S. Baliuag shared their impressions of the training and encouraged their colleagues to continue improving the delivery of services to stakeholders. The four modules were delivered through interactive lectures, group activities, and workshops, making the training engaging and meaningful for the participants, while also giving the employees the opportunity to raise their concerns and questions that were addressed by the resource speakers.
Through this capacity-building activity, NIA-MARIIS reaffirms its commitment to developing its personnel and providing efficient, effective, and sustainable irrigation services geared toward the highest satisfaction of Filipino farmers. The training also emphasized the importance of becoming true public servants who go beyond fulfilling duties by serving stakeholders with trust, professionalism, and empathy. The Dam and Reservoir Division likewise commits to delivering more efficient, accountable, and responsive service to all its stakeholders.
