MLGOO LEADS UNIFIED INCIDENT MANAGEMENT TEAM FOR 2025 ELECTIONS IN QUIRINO, ILOCOS SUR

Quirino, Ilocos Sur — In line with the National and Local Elections 2025, the Municipal Local Government Operations Office (MLGOO) of Quirino, Ilocos Sur, led by Mr. Chester Baltazar B. Reynante, mobilized the Local Incident Management Team (IMT) to ensure a secure, swift, and coordinated response to any incidents or emergencies that may arise during the election period.

The IMT, composed of representatives from the Rural Health Unit (RHU), Bureau of Fire Protection (BFP) Quirino, and the Quirino Municipal Police Station (MPS), was deployed across all nine barangays and their respective sitios in the municipality. Their primary task: to monitor, respond, and report any untoward election-related incidents to the higher IMT as mandated by national guidelines.

The joint operation focused on maintaining peace and order, providing medical and emergency assistance, and ensuring the smooth conduct of elections in all polling precincts. Medical Assistance Desk were strategically placed, emergency teams were on standby, and communication lines remained open throughout the day.

Mr. Reynante expressed his gratitude for the unified effort, saying, "Ang matagumpay at mapayapang halalan ay hindi lamang tungkulin ng Comelec at mga g**o, kundi responsibilidad din ng bawat ahensyang handang tumugon sa tawag ng serbisyo. Lahat kami ay nagkaisa para tiyakin ang kaligtasan at katiyakan ng halalan sa ating bayan."

No major incidents were reported as of press time, signaling a generally peaceful election day in Quirino. The local government assures the public that post-election monitoring will continue to safeguard the integrity of the election process.

FROM COOP TO CHAMPION: BUCNIT EGG LAYING ASSOCIATION CRACKS NATIONAL SPOTLIGHT AS TOP LIVELIHOOD MODEL

BUCNIT, ILOCOS SUR — What started as a simple community project to produce eggs has now hatched into one of the country’s most inspiring success stories. The Bucnit Egg laying Association, born out of hard work and unity in 2022, was recently named one of the Top 5 National Awardees for the Best DOLE-Assisted Livelihood Project during the awarding ceremony held on November 22, 2024, in Cebu City.

With just 15 founding members and led by their visionary president, Ms. Erlinda Abel, the association secured CSO accreditation the same year it was formed. Today, the group has grown to 22 active members—proof that dedication and teamwork can yield sustainable progress.

Every day, this small but mighty group supplies fresh eggs to sari-sari stores and local enterprises around town. But they didn’t stop there. They found value even in waste—collecting chicken dung and turning it into organic fertilizer for farmers and their own backyard gardens.

In 2023, the group added a micro-lending program to support its members financially and began investing in long-term goals. Their savings now rest securely at Saint Lucy Multipurpose Cooperative, and they’ve expanded their operations to include rice milling and producing locally fermented vinegar made from native fruits like Balayang (banana) and Longboy (duhat).

These bold ventures and their impact on the community helped BUCNIT clinch the Regional Winner title before soaring to the national stage. As part of their growing recognition, they are frequently invited to KADIWA ng Pangulo trade fairs in Ilocos Sur, where they showcase their proudly local and sustainable products.

Beyond business, the association has a heart for service. They actively support barangay and municipal clean-up drives, donate food to malnourished children, and champion tree planting to combat climate change. Their work speaks of more than livelihood—it speaks of hope, resilience, and responsibility.

In a statement of commendation, Municipal Local Government Operations Officer Mr. Chester Baltazar B. Reynante lauded the association:

BUCNIT EGG LAYING ASSOCIATION BAGS NATIONAL RECOGNITION AS ONE OF DOLE’S BEST LIVELIHOOD PROJECTS

CEBU CITY, Philippines — Proving that grassroots initiatives can spark national impact, the Bucnit Egg Laying Association was hailed as one of the Top 5 National Awardees for the Best DOLE-Assisted Livelihood Project during the prestigious awarding ceremony held last November 22, 2024, in Cebu City.

Founded in 2022 with only 15 members and led by their hardworking president Ms. Erlinda Abel, the association swiftly secured its Civil Society Organization (CSO) Accreditation within the same year. Now composed of 22 active members, Bucnit Egg Laying Association has grown into a thriving livelihood model, regularly supplying eggs to sari-sari stores and other micro-businesses across town.

The association’s initiatives go beyond poultry. Members also collect and sell chicken dung to local farmers as organic fertilizer, supporting eco-friendly farming practices. They even utilize the same fertilizer in their own backyard gardening efforts.

In December 2023, the group launched a lending service to assist members and community residents with accessible financial support. They have also cultivated a culture of savings by investing in the Saint Lucy Multipurpose Cooperative. Further expanding their ventures, Bucnit Egg Laying Association invested in rice milling and the fermentation of Balayang (a local banana variety) and Longboy (Duhat) into flavorful, natural vinegar—another testament to their innovation and adaptability.

MLGOO STEERS 1ST QUARTER BARANGAY VISITS TO BOOST DILG’S KALINISAN & BARCO PROGRAM

In a strong push to advance the Department of the Interior and Local Government’s (DILG) Kalinisan at Barangay at RCSP (BaRCo) Program, the Municipal Local Government Operations Officer (MLGOO) Chester Reynante led a series of surprise barangay visitations in Quirino, Ilocos Sur on April 7 and 8, 2025.

MLGOO Reynante, together with Alvin Dom-ogen, Barangay Affairs MLGOO Staff, personnel from the Quirino Municipal Police Station (MPS), and members of the Bureau of Fire Protection (BFP) Quirino, conducted inspections across nine barangays to evaluate their compliance with cleanliness standards, administrative requirements, and public safety protocols.

The surprise visits provided an opportunity to assess the actual day-to-day conditions of the barangays. The team inspected public facilities, reviewed administrative documents, and assessed preparedness in disaster risk management and fire safety.

Barangay officials received immediate feedback and were reminded about the importance of maintaining clean, orderly, and responsive local governance aligned with the Kalinisan at BaRCo Program’s objectives — community participation, proactive leadership, and environmental stewardship.

Local officials expressed appreciation for the visitations, recognizing them as vital in helping improve service delivery to their constituents. MLGOO Reynante underscored that continuous partnership and active leadership at the barangay level are key to building stronger, safer, and more resilient communities.

Follow-up monitoring and technical support activities are scheduled in the next quarters to sustain the progress achieved.

MLGOO QUIRINO GAWIS TEAM VISITS LANGBEN BRIDGE PROJECT IN PATUNGCALEO AND POBLACION

Quirino, Ilocos Sur – The Municipal Local Government Operations Office Quirino Gawis Team, under the leadership of Local Government Operations Officer VI (LGOO VI) Chester Baltazar Reynante, conducted an important project visitation at the Langben/Libeg Bridge. The bridge, which spans the Abra River, plays a crucial role in connecting Barangay Patungcaleo and the town’s Poblacion, facilitating better access and improved mobility for locals.

The team’s visit aimed to assess the progress of the bridge’s construction. The Langben/Libeg Bridge is considered a key development initiative, intended to support local economic growth and enhance the quality of life for residents of both barangays and boosts Tourism and Economic progress of town.

LGOO VI Reynante also emphasized the importance of the project in improving connectivity between the rural and urban sectors of Quirino.

“This project is not only a symbol of progress for Barangay Patungcaleo and Poblacion, but it also represents our commitment to making essential infrastructure accessible to every corner of Quirino,” Reynante said during the visit.

The Langben/Libeg Bridge is expected to enhance transportation, reduce travel time, and contribute to the overall development of the municipality.

MLGOO, MADAC, BADAC, AND PARTNER AGENCIES UNITE FOR HEALTH, FAITH, AND AWARENESS PROGRAM IN POBLACION

The Office of the Municipal Local Government Operations Officer (MLGOO), headed by Mr. Chester Baltazar Reynante, in collaboration with the Municipal Anti-Drug Abuse Council (MADAC) Team headed by MADAC Focal Person - Mrs. Maureen D. Valdez from the RHU Quirino, successfully spearheaded a health, wellness, and spiritual awareness event last April 24 at the New Barangay Hall of Kindabdab, Poblacion, Quirino, Ilocos Sur.

The event gathered the active participation of the Barangay Anti-Drug Abuse Council (BADAC) of Brgy. Poblacion, along with key representatives from various concerned agencies, including the Quirino Municipal Police Station (MPS) and Bureau of Fire Protection (BFP) Quirino. It featured an educational symposium and faith-sharing activities that fostered community spirit and unity followed by a lively Zumba session to promote physical fitness,

A major highlight of the day was the symposium on Substance Use/Abuse and its Health Effects, conducted by Dr. Shiela Magel A. Ramon, a passionate and dedicated Doctor to the Barrio. Dr. Ramon discussed the serious physical, mental, and emotional consequences of substance abuse, stressing the importance of preventive education, early intervention, and strong community action.

Adding a spiritual touch, the National Chaplain of the Philippines and the Pastoral Forum Group, led by Pastor Pedro Oticao and Pastor Ronald B. Carbonell, shared reflections on the healing power of faith. They emphasized that while substance abuse can destroy lives, redemption and restoration are always possible through the grace of God, prayer, and community support.

In his welcome message, Punong Barangay Hon. John L. Lagadan Jr. expressed gratitude to all agencies, organizations, and residents for their collaboration and commitment. He emphasized that it is through collective effort that the barangay can maintain peace, health, and prosperity.

Meanwhile, Barangay Councilor and Barangay Committee on Health Mary Ann Agustin praised the unwavering dedication of the BADAC members and stakeholders. She urged everyone to remain vigilant and proactive, especially for the sake of the younger generation, saying, "Protecting our community is everyone's responsibility."

The active participation of the Quirino MPS and BFP Quirino further highlighted the spirit of solidarity among the sectors, ensuring that the event not only addressed substance abuse but also promoted overall public safety and emergency readiness.

LGU QUIRINO BACKS DSWD'S PROJECT LAWA AND BINHI: P2.175M FUND TO BENEFIT 250 RESIDENTS ACROSS 5 SITES ; ALSO EYES ESTABLISHMENT OF SATELLITE RELIEF GOODS STORAGE FACILITY

Quirino, Ilocos Sur — In a strong show of support for sustainable development and poverty reduction, the Local Government Unit of Quirino, Ilocos Sur, through the Office of the Municipal Local Government Operations Officer led by Mr. Chester Baltazar Reynante, actively joined the Department of Social Welfare and Development (DSWD) in the launch of Project LAWA (Local Adaptation to Water Access) and Project BINHI (Breaking Insufficiency through Nutritious Harvest for the Impoverished).

The activity was officially held on April 24, 2025, at the Liga Hall, Quirino, Ilocos Sur, and was reinforced by the Municipal Social Welfare and Development Office, under Mrs. Aida C. Daiwey, alongside the initial Municipal Technical Working Group (TWG) composed of the Municipal Budget, Agriculture, Environment and Natural Resources, Planning and Development, Engineering, Disaster and Risk Reduction Management Council and Assessor’s Offices, among other concerned agencies.

With a total project fund of ₱2,175,000, the implementation will cover five (5) target sites within the municipality and will benefit 250 identified partner beneficiaries. The project will be carried out over a span of 18 working days, focusing on increasing community access to clean water and improving household food security through sustainable gardening and agricultural practices.

Project LAWA addresses water scarcity by developing community-based solutions for water access and conservation, while Project BINHI supports the production of nutritious crops to combat hunger and malnutrition, especially in impoverished households.

This collaborative undertaking marks a significant step forward in LGU Quirino’s commitment to inclusive and participatory governance. By mobilizing multiple offices and prioritizing vulnerable communities, the municipality continues to advance its mission of building resilient, self-sustaining, and empowered barangays.

Lastly, stakeholders also discussed the possible establishment of a Satellite Relief Good Storage Facility within the municipality. This facility is envisioned to provide quick and easy access to essential supplies during times of calamities, helping improve disaster response and preparedness at the local level.

LGU QUIRINO STRENGTHENS GENDER ADVOCACY THROUGH GAD TRAINING IN SANTIAGO COVE

Santiago, Ilocos Sur — To further enhance gender-responsive governance and empower community stakeholders, the Local Government Unit (LGU) of Quirino, Ilocos Sur, held a two-day Gender and Development (GAD) Training on April 21–22, 2025, at the scenic Santiago Cove in Santiago, Ilocos Sur.

The activity was made possible through the collaborative efforts of the Office of the Municipal Local Government Operations Officer, led by Mr. Chester Baltazar Reynante; the Municipal Social Welfare and Development Office under Mrs. Aida C. Daiwey; and the Gender and Development Focal Point System (GAD FPS) of the municipality. The training gathered LGU officials, employees, and representatives from various sectors.

Central to the training was the discussion of the foundations and concepts of Gender and Development, designed to deepen the participants’ understanding of gender equality and its integration into public service. It also featured an engaging Gender Sensitivity Training (GST) session, which aimed to challenge stereotypes, correct gender biases, and cultivate a more inclusive workplace environment.

One of the key highlights of the program was the introduction and application of the Gender Equality and Women’s Empowerment Responsive Local Government Unit Tool (GeRL Tool). This tool is used to assess the level of gender responsiveness in local governance programs, services, and systems. It serves as a guide for LGUs in identifying areas for improvement, aligning plans with gender goals, and ensuring that gender perspectives are incorporated in policy-making, budgeting, and service delivery.

The training sessions were conducted by a panel of expert resource persons led by Mrs. Marites Ysip, a respected advocate and trainer on gender mainstreaming and local development planning. Under her leadership, the speakers delivered comprehensive and interactive lectures, shared best practices, and facilitated workshops that enabled participants to reflect on their roles as agents of gender empowerment.

The training concluded with a planning session where participants drafted initial steps for integrating GAD initiatives in their respective departments and programs. Feedback from attendees highlighted the relevance and timeliness of the training in promoting a gender-fair society and in meeting the mandates of the Magna Carta of Women and other national GAD frameworks.

This activity reaffirms LGU Quirino’s commitment to institutionalizing gender sensitivity and promoting inclusive development, ensuring that no one is left behind in the pursuit of progress.
