El Niño Alert issued ⚠️

DOST-PAGASA has officially raised its ENSO Alert and Warning System to El Niño Alert, following the high likelihood of its development in the coming months and possible persistence into early 2027. This may bring drier-than-usual conditions, including dry spells and droughts in parts of the country.

However, above-normal rainfall may still be experienced over the western sections during the Habagat season.

: The Department of Budget and Management (DBM) issued Circular Letter No. 2026-6 dated April 15, 2026, titled “Implementing Guidelines on the Adoption of Open Government Partnership Principles in Government Programs, Activities, and Projects Pursuant to Section 54 of the General Provisions of FY 2026 General Appropriations Act.”

The Circular mandates all agencies to adopt open government principles in the implementation of their respective programs, activities, and projects (PAPs) to promote a culture of participatory, transparent, and accountable governance across all levels of government. The DBM may consider agencies' compliance with the said requirement during the performance review process.

READ | DILG REMINDS LGUs, Orders Strict PDZ Enforcement After Kanlaon Eruption

The Department of the Interior and Local Government (DILG) has ordered local governments in Negros Island to heighten readiness and strictly enforce safety measures following a moderately explosive eruption of Kanlaon Volcano on Thursday afternoon.

The Philippine Institute of Volcanology and Seismology (PHIVOLCS) reported that the eruption occurred at around 4:38 p.m. on February 19 and lasted approximately two minutes. A dark gray plume rose about 2,000 meters above the summit and drifted southwest, while pyroclastic density currents were observed descending the southern and southwestern slopes within one kilometer of the crater. Alert Level 2 remains in effect, and entry into the four-kilometer Permanent Danger Zone is strictly prohibited.

In response, the DILG directed all concerned local chief executives to ensure that communities within the Permanent Danger Zone remain fully evacuated, and that residents within the six-kilometer radius are on heightened alert and prepared for possible escalation of volcanic activity.

Local governments were also instructed to intensify monitoring for potential lahar flows and sediment-laden stream surges, particularly during periods of heavy rainfall, and to sustain risk communication efforts reaching even the most remote sitios near the danger zone.

The Department ordered the immediate convening of local disaster risk reduction and management councils, the activation of emergency operations centers and response clusters, and the strict implementation of Operation L!STO protocols specific to Kanlaon Volcano. LGUs were likewise directed to validate evacuation centers, preposition relief supplies and equipment, and ensure the safety and welfare of responders and internally displaced persons.

In coordination with the Department of Health, the DILG reminded affected communities to observe health precautions in the event of ashfall, including wearing face masks, limiting outdoor exposure, avoiding eye and respiratory irritation, and seeking medical attention for vulnerable groups such as children, the elderly, pregnant women, and individuals with pre-existing health conditions.

The DILG further directed its Negros Island Region office to closely coordinate with the Regional Disaster Risk Reduction and Management Council to ensure the rapid dissemination of advisories, continuous monitoring of PHIVOLCS bulletins, and timely submission of situation reports.
The Department stressed that public safety remains the priority and warned against complacency, noting that volcanic activity can escalate without warning.

READ | DILG to LGUs: Prepare flood and landslide-prone areas ahead of TS “Basyang”

The Department of the Interior and Local Government (DILG) urged identified high-risk local government units (LGUs) in flood and landslide-prone barangays on Thursday to implement disaster preparedness measures as Tropical Storm (TS) “Basyang” accelerates and moves closer towards the east of Mindanao.

According to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), TS Basyang is estimated to be at 195 km East of Hinatuan, Surigao del Sur (as of 3:00 PM, Feb. 5, 2026) and is expected to make landfall over parts of Mindanao on Friday dawn, traverse portions of the Visayas, and pass near or over Palawan over the next few days.

In its latest guidance, the DILG called on LGUs to monitor the rapid increase of floodwater in active river systems of identified flood-prone barangays; enforce pre-emptive/mandatory evacuation protocols for barangays situated at the foot of gullies or creeks or in areas demonstrating active slope movement; and alert residents living near streams to be vigilant against rain-induced landslides.

The DILG also encouraged Punong Barangays to activate barangay-level preparedness mechanisms in accordance with the “L!STO si KaP” guide and carry out critical readiness actions in close coordination with their respective City or Municipal Disaster Risk Reduction and Management Office (DRRMO).

According to the DILG, Provincial and City/Municipal local governments may temporarily close roads to all forms of vehicles until affected barangays are deemed safe.

In response to President Ferdinand Marcos, Jr.’s call for disaster-resilient communities, the DILG continuously urged concerned LGUs in Mindanao to immediately convene their respective Local Disaster Risk Reduction and Management Councils (LDRRMCs) and undertake their Pre-Disaster Risk Assessments (PDRA).
