Philippine Confederation of ROTC Associations, Inc. (PCRAI) proposes the Following on the NEW ROTC CURRICULUM:
Grade 11 (average age:17) / MS 1 > MILITARY SCIENCE SUBJECTS
Grade 12 (average age:18) / MS 2 > DRRM SUBJECTS
NOTE: As a counter-argument on those opposing the Military Component of the MANDATORY ROTC PROGRAM on the so-called violation of the International Human Rights on 'Child' Militarization, THEN let's reverse the Course of Instructions with DRRM Subjects on MS1 for 17 years old, and Military Subjects on MS2 for 18 years old Senior High School students.
ALL-VOLUNTEER PROGRAMS:
1st Year College (average age:19) / MS 3 > ADVANCED ROTC SUBJECTS for QUALIFICATION as ROTC Officers/Instructors (for BASIC ROTC)
2nd Year College (average age:20) / MS 4 > OPTIONAL ENLISTMENT IN THE RESERVE FORCE and/or Continuing Subjects/Courses of Instruction in Home Defense/National Security & Development earning Units for Master's Degree on National Security and Development to be offered soon at the University of the Philipines in Diliman, Quezon City!
PCRAI also proposes the CREATION of an ROTC COMMISSION under the Office of the President that will serve as an OVERSEER and an OMBUDSMAN Office for all ROTC AFFAIRS composed of RETIRED ROTC OFFICERS & ALUMNI, devoid of those actively serving in the REGULAR & RESERVE OFFICERS/PERSONNEL of the AFP.

Philippine Army (PA) commander, Lt. Gen. Romeo Brawner Jr. called the proposal for legislation calling for mandatory ROTC "a very important and urgent legislative agenda." In his first SONA, President Ferdinand Marcos Jr. emphasized the need to renew the ROTC program as a mandatory component of senior high school programs (Grades 11 and 12) in all public and private tertiary-level educational institutions.
