PANGASINAN, June 9, 2026โ€”A new milestone in the revitalization of the Philippine salt industry begins in Region I sa pangunguna ng the BFAR Central Office, through the National Salt Program Management Office (NSPMO), Inland Fisheries and Aquaculture Division (IFAD), and Information Fisheries Coordination Unit (IFCU) officially commenced the pilot implementation of the registration of salt producers in Sual, Pangasinan, pursuant to BFAR Administrative Circular No. 002, Series of 2025, or the Rules and Regulations on the Registration of Salt Producers.

Layunin ng inisyatibong ito na pormal na kilalanin at mairehistro ang mga salt producer, ensuring their inclusion in a growing and organized industry that is better positioned to benefit from government programs, industry interventions, and development opportunities.

Implemented in collaboration with BFAR Regional Fisheries Office I and the BFAR Provincial Fisheries Officeโ€“Pangasinan, ipinapakita ng gawaing ito ang patuloy na commitment ng BFAR sa pagpapalakas ng kapasidad ng ating mga lokal na salt producers at sa pagsusulong ng isang mas competitive, resilient, and self-reliant Philippine salt industry.

We encourage all salt producers in the area to take part in this historic initiative. Sa pamamagitan ng pagpaparehistro, makatutulong kayo sa pagbuo ng isang mas accurate at comprehensive industry database, magsisilbing mahalagang batayan para sa evidence-based policy development, at susuporta sa pagpapatupad ng mga programang magpapalakas sa sektor ng asin para sa mga susunod na henerasyon.

Sa pagdiriwang ng Araw ng mga Mangingisda, kinikilala at pinararangalan ng DA-BFAR ang ating mga masisipag at matatag na mangingisdang Pilipino na katuwang ng pamahalaan sa pangangalaga at pagpapaunlad ng sektor ng pangisdaan.

Malaki ang kanilang ambag sa pagpapatatag ng seguridad sa pagkain at sa pagpapasigla ng ekonomiya ng bansa. Sa kabila ng mga hamon at pagsubok, patuloy silang nagsisilbing haligi ng ating lipunan at kabuhayan.

In a continuing effort to revitalize the Philippine salt industry and empower coastal communities, the Bureau of Fisheries and Aquatic Resources โ€“ National Salt Program Management Office (BFAR-NSPMO), in partnership with BFAR Region 8, successfully conducted the Regional Orientation and Stakeholders Consultation on the Development of Salt Industry Project (DSIP) on May 25โ€“26, 2026, in Tacloban City.

The activity gathered fisherfolk associations, emerging and established salt producers, traders, local stakeholders, and partner agencies from across Eastern Visayas, including the provinces of Leyte, Southern Leyte, Biliran, Samar, Eastern Samar, and Northern Samar.

The consultation served as an avenue to strengthen collaboration, promote sustainable salt production initiatives, and introduce the long-term vision of Philippine Salt through the Philippine Salt Industry Development Roadmap 2025โ€“2040, alongside discussions on the Development of Salt Industry Project (DSIP) and the Salt Information Management System (SIMS), which aims to establish a more data-driven and responsive salt industry nationwide.

NSPMO Head Dr. Hannibal M. Chavez emphasized the importance of empowering coastal communities through salt industry development.|

Additionally, technical sessions introduced participants to sustainable and climate-adaptive salt production technologies such as Solar Crystallization Modules, improved post-harvest handling practices, quality enhancement measures, and salt convergence mapping strategies designed to increase productivity and competitiveness.

Participants likewise expressed optimism about the opportunities that salt production may bring to small island and coastal communities, particularly as an additional source of livelihood and economic activity.

This shows that through the continued and nonstop collaboration among other government agencies, stakeholders, and coastal communities, the Philippine Salt Industry is steadily moving forward on the right path toward revitalization, sustainability, and long-term industry development.

The Bureau of Fisheries and Aquatic Resources (BFAR), through the National Salt Program Management Office (NSPMO), successfully conducted the National Industry Forum back-to-back with the 1st Market Matching for the ๐—ฃ๐—ต๐—ถ๐—น๐—ถ๐—ฝ๐—ฝ๐—ถ๐—ป๐—ฒ ๐—ฆ๐—ฎ๐—น๐˜ ๐—œ๐—ป๐—ฑ๐˜‚๐˜€๐˜๐—ฟ๐˜† held on May 12โ€“14, 2026, in Zamboanga City.

The activity gathered salt producers, industry stakeholders, government agencies, and major institutional buyers in one venue to strengthen partnerships, align market demands with local production capacities, and promote the utilization of locally produced salt in support of Republic Act No. 11985, or the Philippine Salt Industry Development Act.

This milestone initiative became possible through the dedicated efforts and leadership of Dr. Hannibal M. Chavez, Head of the National Salt Program Management Office, together with the Fisheries Industry Development Support and Services Division (FIDSSD) for their invaluable support and commitment in facilitating this landmark undertaking.

More than just a forum, the event served as a platform for meaningful collaborationโ€”opening opportunities for direct engagement between local salt producers and large-scale buyers while paving the way towards a stronger, more sustainable, and self-sufficient Philippine salt industry.

Headline: Strengthening the Foundations of the Salt Industry: Evidence-Based Policy and Digital Integration

The mandate to revitalize the national salt industry requires a commitment to continuous improvement and data-driven decision-making. To this end, Dr. Hannibal Chavezโ€™s National Salt Program Management Office and the Development of the Salt Industry Project (DSIP) recently convened the CY 2025 Year-End Assessment from December 1โ€“5, 2025, at the Widus Hotel and Resort.

This assembly served as a vital point for evaluating our programmatic performance and refining our trajectory for the coming fiscal year, 2026. The agenda focused on two components:

โ€ข Assessment of Ground Truthing Activities: We engaged in a rigorous review of field data to validate our strategic frameworks. This process serves as an essential feedback mechanism, ensuring that national-level planning remains responsive to the localized needs and challenges of salt production communities. It affirms our commitment to policy that is rooted in empirical evidence rather than conjecture.

โ€ข Phase 1 training of the Salt Information Management System (SIMS): To modernize our monitoring frameworks, we conducted the National Training for SIMS, spearheaded by Mr. Jose Lapuz, Jr. of NSPMO. This training is instrumental in transitioning the bureau toward a more robust digital ecosystem.

By enhancing our proficiency in data governance, we ensure transparency, efficiency, and accuracy in industry oversight.

The successful completion of these activities signals a maturation in our implementation capabilities. We acknowledge the dedication of all participants whose expertise and active dialogue enriched the proceedings.

The NSPMO remains steadfast in its mission. With validated strategies and enhanced digital tools, we are better positioned to catalyze growth within the salt industry.
