FARMC is a group of individual organization bound by a common goal to protect, conserve, and ensure the sustainable use of our fisheries/aquatic resources

One of the milestone institutional provision of the Philippine Fiesheries Code or Republic Act No. 8550, being fully implemented by the Department of Agriculture through the Bureau of Fisheries and Aquatic Resources, is the creation of Fisheries and Aquatic Resources Management Councils (FARMCs) . FARMCs are organized at the Municipal/City, Integrated and National Levels, and they serve as an advi

sory and recommendatory body to the Local Government Units (LGUs), BFAR, DA and other relevant government institutions in matters concerning management of fisheries and aquatic resources. FARMCs also actively participate and assist in planning, policy-making, law enforcement and implementation of projects and programs in the fisheries sector--both in marine and freshwater ecosystem. The FARMC is a powerful tool for participatory management, promotes empowerment particularly among the marginalized fisherfolk, and encourages cooperation and compliance of various issues, concerns and opportunities in the fisheries sector. Their recommendations serve as a valuable inputs to the planning processes for the programs that are geared towards increased fisheries production in a sustainable manner. Considering the important role of the FARMCs in fisheries management and development activities, this participatory management tool should be continually promoted and nurtured. One such approach is to provide them with continuing incentives such as recognition of their valuable contributions. The Gawad Saka Search for Outstanding Municipal or City Fisheries and Aquatic Resources Management Council (M/CFARMC) is one such incentive.

The Department of Agriculture-Bureau of Fisheries and Aquatic Resources (DA-BFAR) and the Philippine Crop Insurance Corporation (PCIC) renewed the financial insurance program for deputized Bantay Dagat volunteers this 2025.

This year, the DA-BFAR, through the Information and Fisherfolk Coordination Unit, has enrolled 6,800 volunteers, increasing the number of insured individuals by 47 percent from last year’s 3,545 beneficiaries.

“The Bantay Dagat Insurance Program (BDIP) enforces the government's commitment to serve the fisheries sector and safeguard the welfare of Filipino fishers, who under the spirit of volunteerism, tirelessly protect our coastal resources and marine biodiversity against illegal and unsustainable fishing,” BFAR Officer-in-Charge National Director Isidro M. Velayo, Jr. said.

The BDIP falls under the Agricultural Producers Protection Plan of the PCIC, which covers death insurance for enrolled agricultural producers, farmers, fisherfolk, and other stakeholders due to accident, natural causes, and murder or assault.

Last year, family members of approximately 10 Bantay Dagat volunteers from regions 5, 9, 11, and 12 were able to receive financial assistance from the Bantay Dagat Insurance Program.

𝐈𝐍 𝐏𝐇𝐎𝐓𝐎𝐒: The Department of Agriculture - Bureau of Fisheries and Aquatic Resources’ Fisheries and Aquatic Resource Management Council – National Technical Working Group (FARMC-NTWG) convenes in Cebu City on November 12-15, 2024 for its 4th Quarter Meeting.
The activity brings together regional FARMC coordinators and alternate focal persons from all sixteen (16) regions, providing a crucial platform for a comprehensive review of key policies that guide the management and implementation of FARMCs’ functions and processes. This includes Fisheries Administrative Orders Nos. 196 and 196-1, the FARMC Draft Manual of Operations (MoP), and the Monitoring and Evaluation (M&E) Plan, as well as a revisit of Fisheries Administrative Order No. 342, which outlines the FARMC Levels of Development. It also features an artwork exhibit showcasing the achievements of FARMC regional offices over the past year.
Through this collaborative initiative, the FARMC-NTWG aims to refine existing policies, enhance their implementation, and explore new approaches for a more effective and responsive governance for the fisherfolk sector. These efforts are vital to advancing the government’s vision of a "Masaganang Pangisdaan sa Bagong Pilipinas."

𝐈𝐍 𝐏𝐇𝐎𝐓𝐎𝐒: The Bureau of Fisheries and Aquatic Resources (BFAR), through the Fisherfolk-FARMC Coordination Office, conducted a community work immersion and Focused-Group Discussion (FGD) between the National FARMC Members and fisherfolk in the province of Siquijor on March 14, 2024.

The activity provided NFARMC members with an opportunity to gain hands-on experience, exposure, and familiarity with the situations of the fisherfolk on the ground.

Honorable Wilfredo Q. Capundag, Jr., municipal mayor of San Juan, Siquijor, former and current MFARMC members, and various fisherfolk associations were present in the focus group discussion held in the municipality of San Juan, Siquijor.

Throughout the discussion, NFARMC members actively addressed the issues and concerns of the fisherfolk relative to fisheries management and governance.
