๐ˆ๐ ๐๐‡๐Ž๐“๐Ž๐’ | From August 17โ€“21, the Department of Agricultureโ€“Bureau of Fisheries and Aquatic Resources (DA-BFAR) conducted the Training of Port State Measures Agreement (PSMA) Inspectorsโ€™ Trainers in Manila, with technical support from the U.S. Government through the National Oceanic and Atmospheric Administration (NOAA) and the Fish Right Project.

The five-day activity brought together experienced PSMA inspectors and maritime domain awareness analysts to develop practical scenarios and instructional materials and refine BFARโ€™s PSMA curriculum and Manual of Procedures.

The activity builds on continuing DA-BFARโ€“NOAA cooperation to strengthen PSMA implementation and support Philippine efforts to address illegal, unreported, and unregulated (IUU) fishing.

The Bureau of Fisheries and Aquatic Resources (BFAR) successfully conducted the Monitoring, Control, and Surveillance (MCS) Planning Workshop for the Southern Leyte Portion of Fisheries Management Area (FMA) 9 from July 20โ€“23, 2026 in Maasin City, Southern Leyte.

The four-day workshop brought together representatives from BFAR Region VIII's concerned divisions, units, and provincial offices to collaboratively develop a comprehensive and evidence-based Monitoring, Control, and Surveillance (MCS) Plan for the Southern Leyte portion of FMA 9.

The activity commenced with the presentation and validation of the MCS Baseline Assessment, followed by a series of participatory planning sessions where participants identified priority fisheries management and enforcement issues, analyzed their root causes, formulated strategic interventions, and developed a five-year implementation roadmap.

Among the priority concerns discussed were strengthening fisheries law enforcement, enhancing compliance with fisheries registration and licensing requirements, improving fisheries traceability and catch documentation, integrating MCS data systems, maximizing the operational capability of the newly established MCS Station in Sogod Bay, and reinforcing coordination among BFAR offices and partner agencies.

The workshop highlighted the importance of collaborative planning in strengthening fisheries governance and ensuring that monitoring, control, and surveillance initiatives are science-based, coordinated, measurable, and responsive to the fisheries management needs of the Southern Leyte portion of FMA 9.

This initiative forms part of BFAR's continuing commitment to sustainable fisheries management under the Fisheries Management Area (FMA) framework and supports national efforts to combat Illegal, Unreported, and Unregulated (IUU) Fishing while promoting responsible and resilient fisheries.

In line with its commitment to strengthen marine resource conservation and fisheries management, the Bureau of Fisheries and Aquatic Resources โ€“ Fisheries Resources Management Division (BFAR-FRMD) successfully turned over two (2) sets of SCUBA equipment to the Ministry of Agriculture, Fisheries and Agrarian Reform (MAFAR-BARMM) from 14โ€“17 July 2026, enhancing the ministry's capacity to conduct marine habitat assessments and underwater monitoring activities.

Prior to the turnover, BFAR-FRMD and MAFAR divers conducted a joint SCUBAsurero activity in the protected waters of Datu Blah Sinsuat to verify the operational readiness of the equipment while promoting marine environmental stewardship. The dive team observed that the protected area remains in excellent condition, with minimal to no marine litterโ€”reflecting the success of ongoing conservation efforts.

The activity concluded with the official turnover of the SCUBA equipment during a courtesy meeting with Bangsamoro Director General Pendatun Patarasa, where both agencies reaffirmed their shared commitment to advancing marine conservation. Discussions also opened opportunities for closer coordination in the implementation of the Presidential Assistance for Farmers and Fisherfolk Program (PAFFP) within BARMM.

Through initiatives like these, BFAR-FRMD continues to empower partner institutions through technical assistance, capability enhancement, and strengthened partnershipsโ€”advancing science-based fisheries management for healthier marine ecosystems and more resilient coastal communities.

BFAR, together with participating local government units and partner offices, successfully conducted the IUU Fishing Index and Threat (I-FIT) Results Review and MCS Data Consolidation for Lingayen Gulf on July 28โ€“30, 2026, in Dagupan City, Pangasinan.

The three-day activity provided a meaningful space for participants to share their experiences, discuss the actual situation in their areas, identify concerns affecting the Gulf, and agree on practical ways to strengthen fisheries protection.

The sessions were made lively and meaningful through the guidance of resource speakers Ms. Mary Rose C. Martin and Ms. Abegail G. Fabriquel from the BFAR Central Office, together with Mr. Junrey L. Salinas, ERMCSOC Chief of BFAR Region 10. Their practical insights and engaging facilitation encouraged open discussions and helped participants turn information and experiences into clear recommendations.

More than completing workshop outputs, the activity strengthened cooperation among BFAR, LGUs, and partner offices. The results will help guide the preparation of the Lingayen Gulf MCS Plan under Fisheries Management Area 6 and support more focused and coordinated action against illegal, unreported, and unregulated fishing.

The Department of Agriculture โ€“ Bureau of Fisheries and Aquatic Resources (DA-BFAR), through the Fisheries Resources Management Division (FRMD), joined forces with Regional Fisheries Office VI on July 20-24, 2026, to conduct an underwater marine habitat assessment and strengthen the technical capabilities of regional divers. Through standardized coral reef monitoring, community engagement, and knowledge sharing, the activity reinforced the importance of science-based management in safeguarding our marine ecosystems.

๏ฟฝThe assessment revealed a reef that continues to support diverse coral communities and ecologically significant species, including the giant clam (Tridacna squamosa), a positive indicator of reef health. At the same time, the team documented coral bleaching and coral rubbleโ€”clear reminders that climate change and destructive human activities continue to threaten our underwater ecosystems. These findings highlight the urgent need for sustained monitoring, stronger law enforcement, and collective stewardship to protect our coastal resources for future generations.
