Designed for those who wish to deepen their understanding of public policy and governance, this three-day face-to-face course aims to equip participants’ understanding of public policy by providing foundational knowledge of policy processes, institutions, and stakeholders, using case studies to analyze issues and communicate clear, evidence-based policy recommendations to decision-makers.

Participants will:

Pormal nang sinimulan ng Center for Policy and Executive Development (CPED) ng UP National College of Public Administration and Governance (UP NCPAG), katuwang ang Civil Service Commission (CSC), ang Executive Course on Project Analysis, Planning, and Development ngayong Agosto 11, 2026.

Ang limang araw na capacity-building program ay isasagawa sa dalawang batch, na may tig-35 kalahok bawat batch. Ang unang batch ay gaganapin mula Agosto 11 hanggang 15, 2026, kung saan lalahok ang mga mid-level government officials mula sa iba't ibang tanggapan ng Kumisyon.

Layunin ng kurso na higit na mapalakas ang kakayahan ng mga kalahok sa project development, project analysis, planning, at technical writing, upang makabuo ng mga proyektong tumutugon sa mga pangangailangan ng kanilang mga ahensiya at makalikha ng malinaw, maayos, at maisasagawang project proposals.

Sa pamamagitan ng inisyatibang ito, patuloy na isinusulong ng CPED at CSC ang pagpapalakas ng kakayahan ng mga kawani ng pamahalaan upang makapagbalangkas ng evidence-based, malinaw, at maisasakatuparan na mga proyekto at dokumentong susuporta sa mas mahusay na paggawa ng desisyon at paghahatid ng serbisyo publiko.

𝐂𝐏𝐄𝐃 𝐀𝐧𝐧𝐨𝐮𝐧𝐜𝐞𝐦𝐞𝐧𝐭

With well wishes for his sabbatical, the Center for Policy and Executive Development (CPED) thanks Dr. Enrico L. Basilio for serving as Director from 2023-2026. CPED warmly welcomes Dr. Abraham J. Manalo as its new Director.

Dr. Abe Manalo is an Assistant Professor at the National College of Public Administration and Governance (NCPAG), UP Diliman. He is also a Policy Specialist with work on biotechnology and biosafety regulation and was involved in drafting the Philippine national guidelines for genetically modified plants, gene-edited crops, genetically modified animals, and fisheries. He obtained his doctorate in public administration from the University of the Philippines Diliman, where he also took his Master's in Statistics and Public Administration major in public policy. Dr. Abe is the Executive Secretary of the Biotechnology Coalition of the Philippines, a non-profit organization working for the safe and responsible use of modern biotechnology.

The Center for Policy and Executive Development (CPED) of UP NCPAG marked the successful completion of the second batch of its 𝐂𝐞𝐫𝐭𝐢𝐟𝐢𝐜𝐚𝐭𝐞 𝐂𝐨𝐮𝐫𝐬𝐞 𝐨𝐧 𝐄𝐟𝐟𝐞𝐜𝐭𝐢𝐯𝐞 𝐓𝐞𝐜𝐡𝐧𝐢𝐜𝐚𝐥 𝐖𝐫𝐢𝐭𝐢𝐧𝐠 𝐟𝐨𝐫 𝐏𝐮𝐛𝐥𝐢𝐜 𝐏𝐨𝐥𝐢𝐜𝐲𝐦𝐚𝐤𝐢𝐧𝐠, conducted on July 28–30, 2026, at Room 303, ISSI Building, UP Diliman.

The three-day program brought together 𝟒𝟎 𝐩𝐚𝐫𝐭𝐢𝐜𝐢𝐩𝐚𝐧𝐭𝐬 𝐟𝐫𝐨𝐦 𝐯𝐚𝐫𝐢𝐨𝐮𝐬 𝐠𝐨𝐯𝐞𝐫𝐧𝐦𝐞𝐧𝐭 𝐚𝐠𝐞𝐧𝐜𝐢𝐞𝐬 𝐚𝐧𝐝 𝐬𝐞𝐜𝐭𝐨𝐫𝐬, all of whom successfully completed the course. Through a combination of lectures, workshops, and hands-on writing activities, participants strengthened their technical writing skills for policymaking and enhanced their ability to communicate evidence-based policy recommendations to diverse audiences.

This second batch reflects CPED's continued commitment to strengthening the capacities of public servants and policy practitioners. 𝐎𝐫𝐠𝐚𝐧𝐢𝐳𝐞𝐝 𝐚𝐬 𝐚𝐧 𝐚𝐝𝐝𝐢𝐭𝐢𝐨𝐧𝐚𝐥 𝐨𝐟𝐟𝐞𝐫𝐢𝐧𝐠 𝐟𝐨𝐫 𝟐𝟎𝟐𝟔 in response to the growing demand for the course, the program provided another opportunity for professionals to develop practical competencies in policy writing and communication.

𝐂𝐏𝐄𝐃 𝐣𝐨𝐢𝐧𝐬 𝐔𝐏 𝐃𝐢𝐥𝐢𝐦𝐚𝐧 𝐐𝐮𝐚𝐥𝐢𝐭𝐲 𝐀𝐬𝐬𝐮𝐫𝐚𝐧𝐜𝐞 𝐎𝐟𝐟𝐢𝐜𝐞 𝐈𝐍𝐒𝐏𝐈𝐑𝐄 𝟐𝟎𝟐𝟔 𝐖𝐨𝐫𝐤𝐬𝐡𝐨𝐩

CPED Director, Dr. Enrico L. Basilio, served as a Panel Member in the INSPIRE Workshop organized by the UP Diliman Quality Assurance Office. Dr. Basilio shared his expert feedback and insights on the Strategic Governance System (SGS) scorecards, three-year roadmaps, and annual strategic plans developed and presented by different participating units.

Together with Dr. Rizalino B. Cruz, a former Director of CPED, they provided guidance to ensure that proposed plans, strategies, and performance indicators align with each unit’s Vision-Mission-Mandate, stakeholder considerations, operating environment analyses, and identified risks and opportunities.

The Institutional Strategic Program for Innovation, Research, and Education (INSPIRE) is a capacity-building initiative of the UPD QAO designed to empower university administrators and unit heads with the knowledge, tools, and strategic frameworks needed to advance operational excellence across academic and administrative units.
