โœจ Strengthening HR Excellence: DENR Conducts Capacity Building for HR Focals on L&D and Career Development Standardization

The Human Resource Development Service (HRDS), through the Training and Development Division (TDD), together with the Career Development Division (CDD), successfully conducted a two-day Capacity Building for HR Focals on the Standardization of Learning and Development (L&D) and Career Development Processes on 17โ€“18 November 2025 at Extremeli Suites, Paraรฑaque City. The activity brought together 44 HR Focals from the Regional Offices and Bureaus, strengthening alignment, consistency, and collaboration across the Department.

The program opened with a message from HRDS OIC Director Miriam M. Marcelo, who set the tone by emphasizing that Learning and Development must create real value for the organizationโ€”not just implement activities for compliance. She encouraged HR Focals to make data-driven decisions, understand their role in the L&D cycle, and build a lasting legacy through consistent, accountable, and meaningful HR work.

Meanwhile, in the closing program, Assistant Secretary Hiro V. Masuda delivered a focused message underscoring the importance of standardization, alignment, and clear accountability across all HR functions. He highlighted the need to anchor L&D and Career Development initiatives on actual position requirements and performance tools, reminding the group that HRโ€”now more than everโ€”is a strategic force shaping organizational culture, capability, and excellence.

Across the two days, participants engaged in discussions, shared challenges, and worked toward harmonized processes that will strengthen L&D and Career Development implementation nationwide.

The activity concluded with a renewed sense of alignment and momentumโ€”affirming that with unified standards, disciplined ex*****on, and a shared vision, HR Focals can drive a more capable, future-ready, and high-performing DENR. ๐Ÿ’š๐ŸŒฑ

After the successful Batch 1 training for Central Office, Bureaus, and Attached Agencies on July 30โ€“August 1, 2025, the New Government Procurement Act (NGPA) Caravan, in partnership with the Government Procurement Policy Board (GPPB), continued its regional rollout.

๐Ÿ“Batch 2 (Luzon Cluster) gathered 176 participants from DENR Regional Offices, PENROs, MGB, and EMB on 26โ€“28 August 2025 at Royce Hotel, Clark Freeport, Pampanga.

๐Ÿ“Batch 3 (Visayasโ€“Mindanao Cluster) engaged 152 participants from DENR Regional Offices 6โ€“13, NIR, EMB, and MGB on 9โ€“11 September 2025 at Waterfront Insular Hotel, Davao City.

The training aims to equip procurement professionals with the knowledge and skills to comply with and effectively implement Republic Act No. 12009 (New Government Procurement Act) and its IRR, while enhancing transparency, accountability, efficiency, and sustainability in public procurement.

๐‚๐š๐ซ๐ซ๐š๐ง๐ ๐ฅ๐š๐ง, ๐๐ฎ๐ž๐ฏ๐š ๐„๐œ๐ข๐ฃ๐š, ๐๐ก๐ข๐ฅ๐ข๐ฉ๐ฉ๐ข๐ง๐ž๐ฌ โ€” Learners of Class 607-SIKLAB of the Environment and Natural Resources (ENR) Academyโ€™s Specialized Course on Environmental Law Enforcement (SC-ELE) from Region VIII demonstrated their commitment to environmental stewardship and community engagement. The class, composed of 27 learners, donated essential garden tools to Carranglan Central School in September 2025.

The donation included three trash bins, two shovels, four rakes, 20 garden forks, 20 garden trowels, 10 sprinklers, and nine garden hoes. These tools will support the school in maintaining its green spaces, strengthening its solid waste management practices, and instilling environmental consciousness among pupils at an early age.

In a collective act of sacrifice and solidarity, the learners agreed to forgo their morning and afternoon snacks for one week to raise funds for the purchase of the garden tools. This gesture highlighted not only their dedication to the course requirements but also their genuine desire to give back to the host community of the ENR Academy.

This initiative formed part of Class 607-SIKLABโ€™s Communication, Education, and Public Awareness (CEPA) project, which focused on promoting sustainable practices through solid waste management, climate change adaptation, and tree planting activities. CEPA projects were integrated into the SC-ELE curriculum, ensuring that participants gained not only technical enforcement skills but also the values of collaboration, social responsibility, and environmental advocacy.

The 7th Batch of the Specialized Course on Environmental Law Enforcement, which ran from July 7 to August 3, 2025, equipped frontliners with the knowledge, skills, and ethical foundation to address violations in forestry, wildlife, mining, and other critical environmental laws. Beyond law enforcement, the program emphasized community partnerships as a cornerstone of effective and lasting environmental protection.

Through efforts like this donation, Class 607-SIKLAB underscored that protecting the environment begins with empowering communities. By investing in the next generation of learners, they carried forward the Academyโ€™s mission of molding competent, responsible, and compassionate stewards of the environment. # # #
