The National Water Resources Board (NWRB) has adopted a policy requiring the installation of telemetered water meters to strengthen water resources monitoring, improve regulatory compliance, and support sustainable groundwater management.

Pursuant to Board Resolution No. 08-0724, all incoming and pending water permit applicants for industrial and municipal water use with a granted discharge of 10 liters per second (LPS) or more are required to install a telemetered water meter. Existing water permittees (for Industrial and Municipal use), including those with petition for amendments of water permit with granted discharge greater or equal to 10 LPS are likewise required to install the telemetry device.

The telemetered water meter must be cellular-based and capable of transmitting water extraction data to the NWRB in near real time. The system must also have a feature of remote monitoring, automatic data storage, and compatibility with the NWRB monitoring platform. Failure to comply with the installation requirement shall constitute grounds for the suspension or cancellation of a water permit, subject to due process and applicable regulations.

All concerned water permittees are advised to coordinate with NWRB and prepare for compliance not later than 31 December 2026. Further guidelines and technical specifications may be issued by the NWRB to facilitate implementation.

NWRB Consults with LGUs to Strengthen Water Security Strategies for El Niño

The National Water Resources Board (NWRB) convened a consultation with Local Government Units (LGUs) and key national agencies on June 29, 2026, to coordinate the NWRB El Niño Action Plan.

Held at the NWRB Conference Hall in Quezon City, the meeting brought together officials from the MMDA, DILG, PAGASA, and representatives from various Metro Manila LGUs to align strategies for mitigating the impact of the El Niño on the region’s water supply.

NWRB Executive Director Dr. Sevillo D. David Jr., Executive Director led the session, which focused on transforming technical climate strategies into actionable localized plans.

A major outcome of the consultation was the commitment from national agencies to institutionalize water conservation efforts. The Metropolitan Manila Development Authority (MMDA) pledged to push for the inclusion of the El Niño Action Plan in the Water Sector within NDRRMC’s discussion agenda, while the Department of the Interior and Local Government (DILG) committed to proposing the creation of dedicated El Niño task forces or technical working groups in every LGU across the country. These initiatives aim to ensure that water management remains a top priority at both the national and community levels.

To improve operational efficiency, the NWRB requested that LGUs provide comprehensive data on rainwater harvesting facilities, local water conservation plans, and a registry of large-volume water users. Furthermore, LGUs were encouraged to fast-track permits for leak repair activities conducted by water concessionaires to prevent unnecessary wastage. Participants also emphasized the need to simplify scientific jargon in public advisories and communication contents to ensure that the public better understands and appreciates the urgency of water conservation.

The local government units represented during the consultation include Makati City, Malabon City, Manila City, Pasay City, Pasig City, Quezon City, San Juan City, and Valenzuela City.
