DENR Assistant Secretary for Mining Concerns and former OIC MGB Director Engr. Michael V. Cabalda is named as one of the 2026 Outstanding Professionals of the Year. His work and dedication, particularly in MGB, have pioneered programs and policies not only in enhancing mine safety and health, environmental protection and social development in the mining industry but also in advancing critical minerals development in the country. He has demonstrated exemplary leadership, from steering the sector during major crises to forging global partnerships.

The Professional Regulatory Board, in collaboration with the Foundation for Outstanding Professionals, Inc. (FOP) and in cooperation with the Philippine Association of the Professional Regulatory Board Members, Inc. (PAPRB), recognized the recipients of the 2026 Outstanding Professionals of the Year Awards last September 4, 2026 at the Manila Hotel.

With over 4 decades of dedicated professional service, Asec. Cabalda not only championed the industry but also strengthened a lasting legacy that continues to shape responsible and sustainable mining governance in the Philippines.

Asec. Cabalda’s dedication and service serves as an inspiration to MGB in reaffirming its commitment to services rooted in integrity and trust.

Environment Secretary Juan Miguel “Mitch” Cuna has ordered the intensified use of science and technology in forest and watershed protection, directing field offices and enforcement units of the Department of Environment and Natural Resources (DENR) to strengthen monitoring, risk assessment, and law enforcement using drones, satellite imagery, and near-real-time forest disturbance alert systems to detect threats early and reduce risks to downstream communities.

MANILA, Philippines — The Philippines is taking a major step away from simply exporting raw minerals and toward developing downstream industries with the signing of Executive Order No. 122.

​Issued in August 2026, Executive Order No. 122 establishes a comprehensive National Policy Framework for the Critical Minerals Industry. The directive marks a structural shift transition away from direct raw ore exports toward domestic, value addition, mineral refining, and strategic integration into global clean technology and advanced manufacturing supply chains.

ADVISORY TO ALL MINING AND MINERAL PROCESSING COMPANIES IN MIMAROPA REGION

In light of the continuous rainfall due to the Southwest Monsoon, all mining and mineral processing companies within the jurisdiction of the Mines and Geosciences Bureau MIMAROPA Region are hereby advised to IMMEDIATELY and continuously monitor their respective Areas of Responsibility and communities for any rain-induced landslides, flooding, or disturbances affecting critical lifelines.

All concerned companies are directed to:

1. Activate their Incident Command System and Emergency Response Teams;

2. Ensure continuous monitoring of employees and critical facilities (e.g., siltation ponds, tailings storage facilities, waste dam areas); and

3. Submit daily monitoring reports with photo documentation for the next seventy-two (72) hours.

Should weather conditions deteriorate, companies are urged to temporarily suspend operations, as maybe deemed necessary, to safeguard personnel and prevent damage. Mining and mineral processing companies are also encouraged to extend assistance, where feasible, to affected communities.

All mining and mineral processing companies are reminded to stay informed, stay alert, and prioritize the safety of their workforce and communities throughout these adverse weather events.

1. Activate your Emergency Response Teams;
2. Closely monitor the safety and welfare of your employees;
3. Check and monitor the structural integrity/stability of your offices and other facilities/structures/installations including settling/siltation ponds, dumpsites and quarry slopes;
4. Institute the necessary preventive/mitigating measures which includes the temporary stoppage of operation, if possible;
5. Extend assistance, when necessary, to Host and Neighboring Community/ies in case natural event adversely affect them; and
6. Submit, as soon as practicable, a report on the actions you have taken relative thereto and situation updates to include incidents, damage or operational disruption, if any to [email protected], which include result of your self- monitoring activity.

In light of the ongoing inclement weather condition brought by the southwest monsoon, this Office is urging all Mining Contractors, Permit Holders, and Permittees in the Region to take precautionary measures IMMEDIATELY.

You are hereby advised to activate your respective Emergency Response Teams (ERTs) without delay. Further, we hereby instruct you to continuously monitor the safety and welfare of your employees, as well as the stability and condition of environmental structures, temporary works, and all other facilities within your tenement area. Particular attention should be given to areas susceptible to flooding, landslides, or structural failure due to strong winds and heavy rains.

You are also reminded to coordinate closely with your respective Local Government Units
(LGUs) and disaster risk reduction offices for updated advisories, evacuation procedures, and other safety measures. Please submit an initial report of your preparedness actions to this office as soon as practicable, followed by situation updates should any incidents or damages occur.

Your strict compliance with this advisory is expected and appreciated. Let us all remain vigilant and proactive as we brace for the effects.
