BFP welcomes AFP for Information Program Visit

QUEZON CITY , May 21, 2026 — The Bureau of Fire Protection (BFP) welcomed the Armed Forces of the Philippines-Financial Management Course (AFP-FMC) Class 37-2026 for an Information Program Visit at the Linsangan Hall, BFP National Headquarters.

The visit focused on sharing operational practices in government finance and comptrollership. FCSUPT Belinda B Ochave, Director for Comptrollership delivered a message addressing the delegation on the importance of resource management.

“In the Bureau of Fire Protection, proper financial management ensures that government resources are used wisely, transparently, and efficiently.” FCSUPT Ochave said. “Every peso allocated to the bureau must contribute to better fire prevention programs, improved emergency response, procurement of equipment, and continuous training of personnel.”

The BFP led informational briefings to explain the bureau’s financial processes. FSINSP Rheacia Faith S Bartolome discussed the Budget Division. FCINSP Sarah Jane T Maslog presented on the Fire Code Revenue Management Division. FINSP Anton Van R Llido and FINSP Rogelio R Pesa covered the Accounting Division and Finance Service.

The program concluded with an open forum to discuss and exchange insights wherein FCSUPT Alven D Valdez, Director for Logistics joined the discussion to address logistical queries of the participants.

PPSA renders Courtesy Call to Discuss Cadet Training Program

The Bureau of Fire Protection through its Directorate for Personnel, headed by Director FCSUPT Renato B Marcial met with the Philippine Public Safety Academy (PPSA) for a courtesy call today, May 21, 2026 at the BFP National Headquarters.

PPSA representatives, led by Acting Dean FSUPT Maricelia Antonio (Ret.), discussed the Cadet Immersion Program for the Bachelor of Science in Fire Protection Administration (BSFPA) Class of 2025. The immersion program places the cadets into the bureau’s operational activities, giving them practical field experience before graduation. Cadets will observe standard procedures and assist with daily administrative and operational tasks.

The BFP and PPSA continue to work together to ensure future officers are highly trained and capable for the fire service.

BFP leadership pays courtesy to DILG Usec. Mabilog, discuss modernization and safety programs.

On May 18, 2026, the Bureau of Fire Protection headed by Officer-in-Charge FCSUPT Wilberto Rico Neil A Kwan Tiu, together with other key officials met up with Undersecretary for Public Safety of the Department of the Interior and Local Government (DILG), Hon. Jed Patrick Mabilog, to advance the bureau’s modernization and safety programs.

The meeting focused on securing essential upgrades for the Unified Emergency Hotline 911, improving procurement processes and expanding community safety partnerships nationwide.

The BFP seeks guidance in composing its Bids and Awards Committee (BAC), resulting in a smoother and more efficient procurement process.

Following recommendations from the Office of the Undersecretary for Public Safety within the Department of the Interior and Local Government (OUSPS), the officials agreed on better ways to manage firetrucks. Additionally, the BFP is forming stronger partnerships with the Local Government Units (LGUs) to share responsibilities in keeping the vehicles in top condition.

During the visit, FCSUPT Kwan Tiu gained Usec. Mabilog’s active support to push for the rank reclassification of the BFP and BJMP personnel before the Senate and the House of Representatives. This step will support the professional growth and welfare of our firefighters.

Plans for youth education were also tackled. The BFP will team up with other agencies to launch nationwide fire safety education programs for high school students. This aims to empower students to be role models and inspire others into responsible, model citizens.

Finally, the BFP will coordinate with the Department of Trade and Industry (DTI) on approved suppliers of fire extinguishers and other fire safety equipment. This shall help business establishments and the public to find reliable fire safety equipment for their homes and businesses.

The Bureau of Fire Protection continues to strengthen its international capability-building initiatives as a delegation headed by FCSUPT FRED L TRAJERAS, JR., Regional Director, BFP Region 7, participated in the Philippines Firefighting and Disaster Rescue Skills Training Course held in Sanming City, Fujian Province, China from May 16 to 22, 2026. The participation of the BFP delegation was made possible through the support and funding assistance of Cebu Governor Pam Baricuatro.

Sponsored by the Foreign Affairs Office of Fujian Province and jointly organized with the Sanming Fire and Rescue Detachment, the training course aims to enhance collaboration between the Philippines and China in the areas of fire emergency response and disaster rescue management. The program covers specialized topics such as earthquake rescue, water rescue, rope rescue, search and rescue operations, interior fire behavior, rescue technologies, and emergency response techniques.

Throughout the week-long training, participants engaged in both theoretical and practical exercises including breaching and breaking rescue technology, tactical ventilation, rapid current boat driving, hydraulic flow analysis, fire experiments, and advanced search and rescue operations.

The activity reflects the continuing commitment of the Bureau of Fire Protection to further enhance the operational readiness, technical expertise, and global cooperation of Filipino firefighters in responding to emergencies and disasters.

Traditional Monday Program and Flag Raising Ceremony

Today, May 18, 2026, the Bureau of Fire Protection held its Traditional Monday Program and Flag Raising Ceremony at the BFP National Headquarters, Quezon City.

BFP Officer-in-Charge FCSUPT Wilberto Rico Neil A Kwan Tiu through the Director for Comptrollership, FCSUPT Belinda B Ochave, delivered a message, highlighting major operational updates, and calls for stricter discipline.

After announcing a weekly roundup of major activities and operational updates, the BFP leadership directed its personnel to “return to basic” regarding discipline and professionalism. Basic protocols, such as executing proper salute, and “taas kanang kamay” must be strictly followed, noting a gap in personnel applying basic training.

“Discipline, bearing, and proper courtesy are not small matters in a uniformed service. These reflect our professionalism, our respect for the organization and our pride as members of the Bureau of Fire Protection.” FCSUPT Ochave said.
