Isa sa mga naihaing batas ng ANAC-IP ang HB No. 2247 “An Act Abolishing Irrigation Service Fees” o ang pagsulong at paggawa ng sistemang patubig na malayang magagamit ng ating mga magsasaka para sa kaunlaran ng ating agrikultura. Hangad din ng batas na ito ang pahintulutan ang lahat ng hindi nabayarang bayad sa patubig na inutang ng mga magsasaka.

Layunin ng ANAC-IP at ni Cong. Panganiban na mapabuti at maging masagana ang pamumuhay ng ating mga kababayang IP. Patuloy parin ang paglaban ni Cong para sa batas na ito.
