AFP Transformation Roadmap The Transformation Roadmap is the Armed Forces' guide towards organizational change and of better service to the Filipino nation.

It is the local adaptation of Performance Governance System (PGS). The Constitution bestows upon the Armed Forces of the Philippines (AFP) the sacred mandate of being “protector of the people and the state”. Throughout the years, the Armed Forces has remained steadfast in fulfilling its mandate, but with the advent of the 21st century, the organization was confronted with newer and more complex se

curity challenges that significantly impeded the AFP’s performance of its mission and tasks. In this light, the AFP needs an organization-wide strategy that would drive the organization toward the attainment of its mission and vision. Toward this end, the AFP Transformation Roadmap (AFPTR) was crafted. The AFPTR is a fifteen-year strategy that aims to transform the Armed Forces into a strong and credible institution built on good governance. It serves as the AFP’s strategy in pursuing reform initiatives within the framework of Security Sector Reform (SSR). It is geared towards two (2) strategic priorities: capability development and professionalization of all ranks. In order to achieve these strategic priorities, the AFP adopted the Performance Governance System (PGS) which is a local adaptation of Kaplan and Norton’s Balanced Scorecard. With the PGS as guide, the AFP will be able to lay down its transformation roadmap towards a better and stronger Armed Forces. The AFPTR is composed of three (3) key components: Charter Statement, Strategy Map, and Chief of Staff, AFP (CSAFP) Governance Scorecard. These three (3) key components encapsulate the AFP’s strategy to achieve its ultimate vision of becoming “A World-class Armed Forces, Source of National Pride” by 2028. Vision:

CAMP AGUINALDO, Quezon City—On March 5, 2026, the Office of Strategic Studies and Strategy Management (OSSSM), under the leadership of BGEN JESSIE A BANASTAO PAF, Chief, OSSSM, in partnership with the Oswego Public Library District, Illinois, conducted a book donation drive for selected schools in Paracelis, Mountain Province.

The initiative aims to enrich the learning resources of schools in remote areas and support the development of literacy among students. By providing access to quality reading materials, the program seeks to inspire young learners to cultivate a strong interest in reading and education.

The donated books, which include materials for early childhood, elementary education, and teaching references, were distributed to the following beneficiary schools:

• San Emilio Elementary School, headed by Ms. Jinky L. Berong, Head Teacher III
• Balindan Elementary School, headed by Ms. Vilma G. Abad, School Principal III
• Gassilang Elementary School, headed by Mr. Joseph Gannisi, School Head

This collaborative effort underscores OSSSM’s continued commitment to supporting education and fostering community development, contributing to nation-building beyond its strategic mandate.

CAMP AGUINALDO, Quezon City—On February 2, 2026, the Office of The Inspector General, Armed Forces of the Philippines (OTIG, AFP) and Office of the Sergeant Major, AFP (OSMAFP) shared their transformation story, as they aim for their first Recertified Status in the AFP Transformation Roadmap Institutionalization Pathway (AFPTRIP). The Revalida Panel is chaired by LTGEN ROMMEL P ROLDAN PAF, The Deputy Chief of Staff, AFP and vice-chaired by BGEN JESSIE A BANASTAO PAF, Chief of the Office for Strategic Studies and Strategy Management.

BGEN ANTERO S NARCISE PN(M), Deputy Inspector General, proudly presented their office breakthrough results with governance best practices, guided by The Inspector General’s code that is anchored on the principles of credibility, objectivity, impartiality, relevance, professional competence, and authority, confidentiality, and secrecy. “Strengthening OTIG is not merely an organizational necessity – it is a strategic imperative in building a disciplined, transparent, and transformed Armed Forces of the Philippines," he said.

CMS Anthony K Abellera PA, Assistant Sergeant Major, AFP, highlighted their scorecard accomplishments and breakthrough results, contributing to their office functions in formulating plans, programs, and policies on military professionalism, enhancement of morale and welfare, and discipline of AFP Enlisted Personnel (EP). Moving forward, the OSMAFP will enhance advocacy activities to capacitate EP awareness and resilience in support of the transition from internal security operations to territorial defense operations.

The two offices are set to be conferred with the Recertified Status in the first quarter of this year. Recertified Status is awarded to the AFP Program for 4 units and offices characterized by the continuity of systems, processes, and mechanisms, and the attainment of breakthrough results.

Anchored by their mantra “Looking Ahead, Seeing Beyond,” the OJ5 continues to enhance strategic plans that provide strategic direction to the AFP.

MGEN GEROLD N GAGAN PAF, Deputy Chief of Staff for Reserve Force Development, J9, emphasized the office’s scorecard accomplishments that significantly contribute to the formulation of plans and policies related to the Reserve Force. “The OJ9 is always guided by the principle: You and I together, we complete the force—the AFP Total Force!” he ended.

CAMP AGUINALDO, Quezon City | January 20, 2026—The General Headquarters and Headquarters Support Command (GHQ & HSC), headed by its Acting Commander, COL JOEL A LOBITAÑA PA (GSC), underwent its first AFP Transformation Roadmap Institutionalization Pathway (AFPTRIP) Recertification on-site audit.

An exit briefing was conducted by the team of BGEN JESSIE A BANASTAO PAF, Chief of the Office for Strategic Studies and Strategy Management (OSSSM), after a thorough audit of eligibility requirements and interviews.

The GHQ & HSC is an AFP-Wide Support and Separate Unit that provides personnel management, service support, security, ceremony, and management of camp facilities of the GHQ, AFP, and other units as may be directed in support of the AFP’s mission.

Successfully completing their first Recertification on-site audit reaffirms that the systems, processes, and mechanisms within the GHQ & HSC continue to be effectively institutionalized and sustained since attaining their Institutionalized Status in 2023.

With the conclusion of the on-site audit, the GHQ & HSC is now preparing for the next phase of the process, the Revalida. During this phase, the unit will showcase its transformation journey to the Revalida Panel, highlighting how it has sustained and continuously aligned its operations with the goals of the AFP Transformation Roadmap.
