The DENR and JICA have launched a new forest monitoring cooperation project (2026โ€“2030) to strengthen early detection of illegal logging and forest fires using near realโ€‘time satellite technologies.

The project will:

๐Ÿฅฌ Enhance forest disturbance detection and response protocols

๐Ÿฅฌ Improve institutional capacity through technical cooperation

๐Ÿฅฌ Support more targeted patrols and interventions

Pilot activities will be carried out in Nueva Ecija and Nueva Vizcaya, building on the success of the Forestland Management Project (2012โ€“2024) that reforested 70,000 hectares and empowered local communities.

To safeguard water supplies amid El Niรฑo, the DENR is intensifying watershed restoration and forest protection nationwide. By expanding patrols, accelerating reforestation, and mobilizing communities, civil society groups, and Indigenous Cultural Communities, the agency aims to keep forests healthy so they can retain water, regulate streamflow, reduce erosion, and recharge aquifers.

From narra plantations in Nueva Ecija, to mangrove planting in Masbate, to peatland rehabilitation in Caraga, DENR teams are restoring degraded ecosystems and protecting forests that sustain water resources. Secretary Mitch Cuna emphasized: โ€œForests are our most powerful natural infrastructure for water retention.โ€

At the UN Biodiversity COP17 Leadersโ€™ Summit in Yerevan, Armenia, the Philippines urged global action to fund and protect nature. Representing President Ferdinand Marcos Jr., DENR Secretary Juan Miguel T. Cuna emphasized three urgent priorities:

๐ŸŒฟ Aligning financial flows with nature

๐ŸŒฟ Scaling up biodiversity finance from all sources

๐ŸŒฟ Boosting international cooperation and technical support

He highlighted that biodiversity conservation is not just an environmental imperative but a national development priorityโ€”essential for resilience, economic security, and peopleโ€™s wellโ€‘being. The Philippines showcased its Biodiversity Strategy and Action Plan (2024โ€“2040) and Biodiversity Finance Plan as frameworks to translate global commitments into measurable national action.

The DENR, together with the PNP, carried out a major enforcement operation in Mabini, Surigao del Norte on October 14, arresting 18 individuals (including 8 Chinese nationals) and seizing heavy equipment and mining paraphernalia worth โ‚ฑ153.34 million.

The crackdown, led by DENRโ€™s Environmental Law Enforcement and Protection Service (ELEPS) and MGB Region 13, targeted unauthorized mining activities that threaten natural resources. Secretary Mitch Cuna stressed: โ€œWe will not tolerate illegal mining operations that disregard environmental safeguards.โ€

Authorities confiscated dump trucks, excavators, generators, sluice machines, fi****ms, and mining ore samples. The arrested suspects face charges under the Philippine Mining Act of 1995 for illegal exploration and theft of minerals.

To help farmers withstand the impacts of El Niรฑo, the DENR is advancing natureโ€‘based solutions such as bamboo plantations, soil conservation structures, and small water impounding systems. These measures conserve soil moisture, prevent erosion, and provide alternative water supplies for upland communities.

From the Capas Bamboo Ecopark in Tarlac, to soil conservation projects in Zambales, to water impounding systems in Catanduanes and SOCCSKSARGEN, the DENR is working to protect agricultural lands and sustain rural livelihoods.

Environment Secretary Mitch Cuna emphasized: โ€œClimateโ€‘resilient agriculture is essential to maintaining national food and water security during severe El Niรฑo events.โ€
