24 AUGUST 2026 | The NCMF-NCR Regional Office, under the leadership of Regional Director Dr. Dimapuno Datu-Ramos, Jr., M.D., CESE, through the Cultural Affairs Division (CAD), headed by Chief Dr. Esmael Abdul, successfully facilitated the renewal of the Certificate of Authority to Solemnize Marriage (CRASM) of Sheikh Haron I. Angnie, the official Grand Imam of the Manila Golden Mosque and Cultural Center, located along Globo de Oro Street, Quiapo, Manila.

The renewed authority grants him territorial jurisdiction to solemnize Muslim marriages within the National Capital Region.

The renewal process was coordinated and facilitated by CAD Staff Hanini Gampong, ensuring the smooth evaluation and verification of all submitted requirements. Upon successful completion of the evaluation and verification process for the issuance of the CRASM, the applicant was deemed qualified to solemnize Muslim marriages in accordance with Presidential Decree No. 1083, otherwise known as the Code of Muslim Personal Laws of the Philippines.

The certificate was signed by Regional Director Datu-Ramos and officially endorsed to the Philippine Statistics Authority (PSA) for final accreditation.

For applicants seeking a Certificate of Authority to Solemnize Marriage, the following requirements must be submitted:
1. Request letter from the applicant
2. Barangay Certificate confirming the applicant’s status as an Imam of a mosque
3. Proof that the mosque is duly recognized by the NCMF
4. Endorsement from the mosque administrator or jamaah
5. Arabic school credentials
6. Previous Certificate of Authority to Solemnize Marriage, if applicable, for renewal
7. Duly accomplished application form

This initiative aims to ensure that Imams authorized to solemnize Muslim marriages are qualified and fully compliant with the provisions of the Code of Muslim Personal Laws. It also strengthens the role of Imams in upholding the sanctity of Islamic marriage while fostering public trust in the Commission’s processes.

The NCMF, under the guidance of Secretary Sabuddin N. Abdurahim, encourages other Imams to apply for a Certificate of Authority to Solemnize Marriage. This program seeks to further enhance the capacity of Muslim leaders in fulfilling their vital role as marriage solemnizers, in full adherence to Islamic principles and legal standards.
