The meeting was graced by National Commission for Culture and the Arts (NCCA) Chair Eric B. Zerrudo, who shared an insightful message with the participants. Through his support, the historic Metropolitan Theater was made available as the venue for the activity.
In her inspirational message, Bragais emphasized the importance of continuously adapting to changes in technology, citizen expectations, and the evolving demands of government service, while drawing valuable lessons from the past.

Bragais also highlighted strong partnerships as a key pillar of CSC NCR FORWARD, recognizing that meaningful and sustainable improvements in public service cannot be achieved by the organization alone. Collaboration within CSC and with stakeholders is essential to delivering more responsive, accessible, and citizen-centered services.
The Cluster Meeting also featured discussions on key civil service policies and programs, including the Competency-Based Human Resource Management System, COMELEC Resolution on Election Ban, and Flexible Work Arrangements in the Government.
Through CSC NCR FORWARD, Bragais outlined a leadership direction anchored on people, shared leadership, continuous improvement, and stronger partnerships, with the shared goal of moving CSC NCR forward toward a more responsive, innovative, and citizen-centered public service.
