HISTORY

In 1966, Congress enacted Republic Act 4864 otherwise known as the Police Act of 1966 to provide the foundation for the much needed police reforms in the country. It created the POLICE COMMISSION (Polcom) “to achieve and attain a higher degree of efficiency in the organization, administration and operation of local police agencies; and to place the local police service on a professional l

evel.”

Since 1966, the Commission had undergone changes in its organizational structure. It was reorganized in 1972 as the National Police Commission (Napolcom). Originally under the Office of the President, it was transferred to the Ministry of National Defense in 1975 by virtue of Presidential Decree 765, known as the Police Integration Law. This Decree also established the Integrated National Police (INP) with the Philippine Constabulary (PC) as the nucleus. Ten (10) years later in 1985, it was returned to the Office of the President pursuant to Executive Order No. 1040. In 1989, Executive Order No. 379 placed the INP directly under the “command, supervision and control of the President.”

The same executive order vested the National Police Commission with the powers of administrative control and supervision over the INP. With the passage of Republic Act No. 6975 on December 13, 1990, the Philippine National Police (PNP) was established under a reorganized Department of the Interior and Local Government (DILG). A new National Police Commission was created within the DILG “ for the purpose of effectively discharging the functions prescribe in the Constitution and provided in the Act.”

On February 25, 1998, Congress passed into law Republic Act No. 8551 otherwise known as the "Philippine National Police Reform and Reorganization Act of 1998“ thus, amending RA 6975. This Act strengthened and expanded the Commission’s authority over the PNP to include administration of police entrance examination, conduct of pre-charge investigation against police anomalies and irregularities and summary dismissal of erring police members.

Ramon Tulfo Commends NAPOLCOM for Standing Up for Victims of Police Abuse

Veteran broadcaster and columnist Ramon Tulfo expressed his appreciation for the National Police Commission (NAPOLCOM) for taking action on complaints involving abusive members of the Philippine National Police (PNP), particularly those who may feel they have nowhere else to turn.

Mr. Tulfo cited NAPOLCOM’s handling of the case involving a Cavite police officer in the viral mauling incident of a college student, commending Commissioner Ralph Calinisan for remaining firm in pursuing the complaint and looking into the reported attempted cover-up of the incident.

The National Police Commission (NAPOLCOM), led by Commissioner Ralph Calinisan, joined the Metrobank Foundation’s Outstanding Filipinos, Teachers, Soldiers, and Police Officers 2026 awarding ceremony on September 4, 2026, at the Grand Hyatt Manila. Anchored on the theme “Beyond Excellence,” the event honored exceptional Filipinos whose dedication, integrity, and commitment to service have made a meaningful difference in their communities and the nation.

The recognition followed a rigorous selection process involving careful evaluation, deliberations, and background investigations to ensure that the most deserving individuals were honored. Many of this year’s awardees also came from far-flung communities and humble beginnings, demonstrating that excellence knows no boundaries and that determination and a commitment to service can flourish even amid limited opportunities and resources.

Beyond the recognition, the awardees’ stories offer a powerful reminder that excellence becomes more meaningful when it is placed in the service of others. For Police Executive Master Sergeant (PEMS) Nida Lachica Gregas, being a police officer has always meant more than wearing the uniform. It means being present, being heard, and, most importantly, making sure that people are heard too. Before entering the police service, she built a career in broadcast and news, experiences that shaped her ability to connect with people and communicate with purpose. When she entered the police service, she brought with her not only her communication skills, but also a deep understanding of the responsibility that comes with speaking to the public. Up until now, she continues to prove that effective communication can be as vital to public service as any other duty.

PEMS Gregas has distinguished herself through a career that brings together communication, community engagement, and law enforcement. Her experience in media has enabled her to effectively bridge the gap between the police and the public, making important information more accessible and understandable to the communities she serves. Beyond her role as a police information officer, she has also taken on the responsibility of developing the next generation of police personnel as an instructor and mentor. Through these roles, she demonstrates that excellence in policing is not only about enforcing the law, but also about earning public confidence through competence, openness, and service.

A defining contribution of her career was her effort to make police assistance more accessible through the establishment of police hotlines and her involvement in “PNP Report to the People,” a local public service radio program. Guided by her steadfast belief that the police must remain accessible to the people, she used these platforms to create meaningful avenues where citizens could seek assistance, raise concerns, and report matters requiring police attention. By encouraging people to speak up and engage with law enforcement, PEMS Gregas helped strengthen the relationship between the police, the media, and the community. Her work reflects a simple but powerful principle: when people are heard, trust begins to grow.

PEMS Nida Lachica Gregas embodies the ideals of the Metrobank Foundation Outstanding Filipino Police Officer through her dedication, leadership, and genuine commitment to the public. Her journey demonstrates how one person's skills and passion can be transformed into a lasting contribution to public safety and public trust. As she continues to serve, she leaves a legacy not only as a police officer, but as an advocate for peace, a trusted voice of the community, and a mentor who inspires others to serve with integrity.

Commending Marikina Police for Swift Response to Robbery Incident

I commend the personnel of Marikina City Police Station, Eastern Police District whose swift response led to the arrest of five suspected members of the “Gapos Gang” following a robbery in Barangay Concepcion Dos, Marikina City. Their immediate action secured the victims, prevented further harm, and led to the recovery of fi****ms, am******on, suspected stolen properties, and other items allegedly used in the crime.

Sa oras ng panganib, mahalaga ang bawat minuto. The incident showed the value of alert citizens and police personnel who respond without delay. The victims’ prompt call for assistance and the police’s immediate action demonstrate how police-community cooperation can help protect lives and restore a sense of security.

Ito ang serbisyong dapat nararamdaman ng bawat mamamayan: mabilis, maaasahan, at handang tumugon. Sa NAPOLCOM, patuloy nating isusulong ang isang pulisya na laging handang tumayo sa pagitan ng panganib at ng taong nangangailangan ng proteksyon.

Commending Mandaluyong Cops for Integrity and Genuine Public Service

I commend Police Master Sergeant Romel Tayamin of the Mandaluyong City Police Station for his honesty and initiative in finding a lost mobile phone, surrendering it to the police patrol unit, and taking steps to ensure its safe return to its owner. I likewise recognize Police Lieutenant Angel Von P. Occeña, Chief of the Special Weapons and Tactics (SWAT) and Tactical Motorcycle Riding Unit (TMRU), DA Villarmil, and Police Executive Master Sergeant Patrick Erwin Galapon, Deputy TMR, for the assistance and reassurance they extended to the citizen at the police station.

Para sa akin, ito ang tunay na malasakit sa kapwa. Sa simpleng katapatan ni Sergeant Tayamin at malasakit ng kanyang mga kasamahan, naipadama nila na mahalaga ang concern ng bawat mamamayan at nararapat itong pakinggan at tugunan.

Ganito natin dapat isabuhay ang pagiging pulis: may integridad, malasakit, at tunay na hangaring makatulong. Sa bawat tamang gawain, gaano man ito kasimple, nabubuo ang tiwala ng taumbayan sa ating pulisya.
