RO IX highlights agricultural insurance in BSP’s financial literacy caravan

Agricultural insurance plays a vital role in protecting the livelihoods of farmers and fisherfolk against losses caused by natural calamities, pests, and diseases.

PCIC Regional Office IX emphasized this during the Economic and Financial Learning Program for the Agriculture Sector of the Bangko Sentral ng Pilipinas (BSP) held in Zamboanga City.

“Agricultural insurance is not an expense – it is a safety net that enables our farmers and fisherfolk to recover, replant, and rebuild after a disaster strikes,” RO IX Marketing Chief Isagani Templanza said.

Templanza presented PCIC’s insurance products and discussed the risks covered under each product. He also explained the premium subsidy scheme which makes agricultural insurance more accessible to smallholder farmers and fisherfolk.

He also guided the participants through the claims process, from reporting a loss and submitting the required documents to receiving indemnity payments. He shared examples demonstrating how complete documentation can help facilitate the timely processing and settlement of claims.

BSP representatives commended RO IX for helping the participants better understand the agricultural insurance products and services available to them.

RO IX also maintained an information desk during the post-program account onboarding session where participants received information on PCIC’s insurance programs and application procedures.

DA Secretary Tiu Laurel distributes PCIC indemnity checks to Iloilo farmers

Agriculture Secretary Francisco Tiu Laurel Jr. distributed indemnity payments to farmers whose crops were damaged by drought, pests, and diseases during his visit to Dumangas, Iloilo.

PCIC Regional Office VI released indemnity checks amounting to more than ₱300,000 to 58 farmer-beneficiaries, providing financial assistance to help them recover from crop losses and prepare for the next planting season.

The distribution coincided with the inauguration of the National Food Authority’s modernized postharvest facility in Dumangas and formed part of the ₱168.3 Million worth of agricultural and fisheries interventions provided by the DA Regional Field Office VI, PCIC, Bureau of Fisheries and Aquatic Resources, National Dairy Authority, and Philippine Center for Postharvest Development and Mechanization.

Other assistance distributed during the activity included hybrid seeds, fertilizers, farm machinery, hauling trucks, delivery vehicles, boats, materials for oyster culture projects, and 114 dairy goats. These interventions aim to improve agricultural and fisheries production, strengthen rural livelihoods, and enhance the resilience of farmers and fisherfolk in Iloilo.

Sa kanyang inisyal na ulat kay Agriculture Secretary Francisco "Kiko" Tiu Laurel Jr., sinabi ni PCIC President Jovy Bernabe na inatasan na ng state crop insurer ang mga regional office nito na magsagawa ng validation sa mga pinsala at pabilisin ang pagproseso ng mga claim.

Batay sa paunang pagtataya, umabot sa P35.67 milyon ang insured damage sa anim na rehiyon. Pinakamaraming magsasaka ang naapektuhan sa Region III na may 1,836, sinundan ng Region I na may 1,218 at Region IV-B na may 836.

PCIC participates in GOCCs’ Service Caravan

The PCIC participated in the GOCCs’ Service Caravan held on June 29 to 30, 2026 at SM CDO Downtown Premier, bringing agricultural insurance services closer to farmers, fisherfolk, and the general public. Organized by the Department of Finance, the caravan brought together GOCCs in one venue to provide accessible and convenient government services.

At its service booth, PCIC provided information, consultations, and on-site registration assistance for its crop and livestock insurance programs, helping raise awareness of agricultural insurance as a risk management measure available to farmers and fisherfolk against losses caused by natural calamities, pests, diseases, and other agricultural hazards.

During the opening program, PCIC Acting Board Chairperson Romeo Salting emphasized the value of inter-agency collaboration in bringing government services closer to the public.

“PCIC is proud to be part of this GOCCs’ Service Caravan. Bringing government services closer to the people is exactly what this initiative is all about. PCIC’s mission is to protect those who feed the nation, and working alongside fellow GOCCs and partner agencies reminds us that we do our best work not alone, but together,” Salting said.

President Marcos highlights importance of agricultural insurance during 2026 SONA

President Ferdinand R. Marcos Jr. underscored the importance of agricultural insurance and PCIC’s role in protecting farmers and fisherfolk during his fifth State of the Nation Address (SONA) on July 27, 2026.

President Marcos said:

“Gayumpaman, ang insurance ay nagsisilbing mabisang panangga laban sa pagkalugi dala ng pagkawala o pagkasira sa hindi inaasahang pangyayari.

Sa nakalipas na apat na taon, natulungan ang sektor upang mabawi ang halaga ng pinsala sa hanapbuhay, na umabot sa labing-siyam na bilyong pisong halaga ng kabayaran.

Ang crop insurance ngayon ay hindi limitado sa mga pananim. Kasama sa saklaw nito ang mga alagang hayop, palaisdaan, mga gamit at pasilidad, pati sasakyan na pang-agrikultura. Mayroon ding life insurance para sa mismong magsasaka at mangingisda.

Papalawigin pa ng Philippine Crop Insurance Corporation at DA ang kaalaman ng mga magsasaka at mangingisda tungkol sa crop insurance.”

PCIC RO II joins crop insurance program caravan

PCIC Regional Office II participated in the Crop Insurance Program Caravan organized by the Forest Management Bureau in Tuguegarao City.

The caravan aimed to directly engage local farmers and forestry stakeholders, raise awareness of agricultural insurance products, facilitate on-site insurance applications, and strengthen community resilience against risks brought about by climate change and other uncertainties.

RO II Marketing staff Rosetom Molina presented an overview of PCIC’s agricultural insurance products. He also discussed the importance of agricultural insurance as a risk management tool, emphasizing how coverage can protect farmers from financial losses caused by natural calamities, pests, diseases, and other unforeseen events.

Capiz provincial government, PCIC RO VI renew agreement on free crop and accident insurance

PCIC Regional Office VI and the Capiz provincial government renewed their agreement to provide free crop and accident insurance to qualified rice and corn farmers starting the wet season of 2026.

Capiz Governor Fredenil Castro and RO VI Manager Eva Ulie Laud signed the Memorandum of Agreement for the province’s Calamity Crop Insurance Project.

Under the agreement, the Capiz provincial government will remit ₱3 Million annually to PCIC RO VI from 2026 to 2028. The amount will cover the crop insurance premiums of qualified farmers and subsidize their premiums for PCIC’s Accident and Dismemberment Security (ADSS) product, which provides indemnity in case of death or dismemberment of the insured due to accident.

Governor Castro emphasized that the long-term agreement strengthens protection for agricultural workers against climate-related and financial risks.

“The best part of this, which you should truly treasure, is peace of mind,” he said. “When a typhoon strikes or heavy pest infestations arrive, your mind is at ease because you are insured. You can feel that you have a provincial government that truly cares about you, that you have not been abandoned.”

After the MOA signing, PCIC RO VI distributed almost ₱340,000 worth of indemnity checks to more than 80 beneficiaries from Capiz who were insured under the program.

PCIC RO II releases over ₱200 Million in indemnity in the first half of 2026

PCIC Regional Office II released more than ₱200 Million in indemnity payments
to insured beneficiaries across Region II during the first half of 2026.

The amount benefited more than 18,000 farmers and other agricultural producers, most of whom are corn farmers (more than 16,000) whose crops were damaged by drought, pests, and diseases.

Luzon Farmers’ Sector Representative to the PCIC Board Gerardo Soliman reaffirmed PCIC’s commitment to assist farmers, particularly in the aftermath of natural calamities and other agricultural risks, during a check distribution activity for beneficiaries from the provinces of Cagayan and Isabela.

Soliman and RO II Manager Mario Lumibao assured the farmers that PCIC will continue providing accessible and reliable agricultural insurance protection, especially amid the effects of the ongoing El Niño phenomenon.

PCIC remains steadfast in its mission to protect farmers and fisherfolk from production losses, helping ensure the sustainability of agricultural livelihoods and food security.

President Marcos recognizes PCIC at the 2026 GOCCs’ Day

The PCIC was recognized for its contribution to national development and its efforts to bring government services closer to the public during the 2026 GOCCs’ Day held on July 8, 2026.

PCIC President Jovy Bernabe received two Certificates of Recognition from President Ferdinand Marcos Jr. and the Department of Finance. The first recognized PCIC’s remittance of more than ₱114.32 Million in dividends to the National Government, while the second cited its participation in the GOCC’s Service Caravan, held from June 29 to 30, 2026, in Cagayan de Oro City.

“Today, as we commemorate the 2026 GOCCs’ Day, we honor the institutions that have long served as vital partners in nation-building,” President Marcos said. “For decades now, our GOCCs have stood as paragons of progress, equity, and opportunity.”

The President noted that under Republic Act No. 7656, or the Dividend Law, GOCCs are required to declare and remit at least 50% of their annual net earnings as dividends to the National Government.

“Every peso that you have remitted strengthens the government’s capacity to deliver better services without imposing additional tax burdens on ordinary Filipinos,” he said.

President Marcos also commended the GOCC sector for its sound governance and fiscal responsibility, which contributed to total dividend remittances of more than ₱139.8 Billion this year.

Amid these accomplishments, the President reminded GOCCs to remain steadfast in their public service mandate.

“Profit is never the end in itself; it is just a means to better serve our people,” President Marcos said.

Joining Atty. Bernabe at the event were Luzon Farmers’ Sector Representative to the PCIC Board Gerardo Soliman and Senior Vice President Segundo Guerrero Jr.

The recognitions reflect PCIC’s continued commitment to supporting national development, promoting sound financial stewardship, and delivering accessible and responsive agricultural insurance services to Filipino farmers and fisherfolk across the country.

RO V releases over ₱3.9 Million in indemnity across Masbate

PCIC Regional Office V released more than ₱3.9 Million worth of indemnity payments to more than 520 farmers from various areas of Masbate province.

Most of the beneficiaries were rice farmers, high-value crop farmers, and fisherfolk who had their crops and fishing boats damaged by adverse weather conditions.

RO 5 Insurance Underwriters Elmer Rico and Regie Caballero led the distribution activities in Masbate City and the towns of Cawayan, Uson, Palanas, and Dimasalang.

“Nasira po ang aming palaisdaan. Mabuti na lang po at naka-insure kami sa PCIC. Maraming salamat po kay Pangulong Marcos, sa PCIC, at sa DA para sa tulong na ito,” Mary Ann Delos Santos, a fisher from Masbate City said during the activity.
