Enhanced Partnership Against Hunger and Poverty - EPAHP Program

EPAHP Region VII paid a courtesy visit to the Office of the Regional Director of the Bureau of Jail Management and Penology (BJMP) Region VII, headed by JCSUPT. Luisito C. Muñoz, CESE, as part of the program's continuing efforts to strengthen institutional market linkages between government institutions and community-based organizations (CBOs).

During the meeting, the participants discussed BJMP Region VII's previous engagements with CBOs that served as suppliers to jail facilities. They also explored the procurement of agricultural products through Negotiated Procurement–Sagip Saka (NP-SS) and the Farmers and Fisherfolk Enterprise Development Information System (FFEDIS) registration of potential farmers' associations and cooperatives.

As a way forward, the EPAHP Program committed to endorsing the updated list of FFEDIS-registered EPAHP CBOs to BJMP Region VII to facilitate future procurement engagements under the NP-SS modality.

Nagsimula na ang paghahatid ng mga pagkain para sa Supplementary Feeding Program (SF) 16th Cycle sa Byaan ng Flora, Apayao, sa pangunguna ng dalawang EPAHP-Assisted Cooperatives, ang 𝐒𝐢𝐛𝐞𝐬 𝐀𝐠𝐫𝐚𝐫𝐢𝐚𝐧 𝐑𝐞𝐟𝐨𝐫𝐦 𝐌𝐮𝐥𝐭𝐢-𝐏𝐮𝐫𝐩𝐨𝐬𝐞 𝐂𝐨𝐨𝐩𝐞𝐫𝐚𝐭𝐢𝐯𝐞 (𝐌𝐏𝐂) at 𝐅𝐥𝐨𝐫𝐚 𝐅𝐚𝐫𝐦𝐞𝐫𝐬 𝐂𝐥𝐮𝐬𝐭𝐞𝐫 𝐀𝐠𝐫𝐢𝐜𝐮𝐥𝐭𝐮𝐫𝐞 𝐂𝐨𝐨𝐩𝐞𝐫𝐚𝐭𝐢𝐯𝐞 (𝐅𝐋𝐎𝐑𝐀𝐂𝐎).

Ginawaran ang Sibes Agrarian Reform MPC ng kontratang nagkakahalaga ng 𝐏𝐡𝐩 𝟗𝟐𝟑,𝟓𝟎𝟎.𝟎𝟎, at ang FLORACO, na dating kilala bilang Malayugan Rice Granary Farmers Association, ng 𝐏𝐡𝐩 𝟕𝟔,𝟓𝟎𝟎.𝟎𝟎. Sila ang napiling mga tagapag-supply sa ilalim ng Negotiated Procurement–Community Participation (NP-CP).

Sa pamamagitan ng Transfer of Funds (TOF) modality, pinangasiwaan ng Local Government Unit (LGU) ng Flora ang procurement at pagpapatupad ng programa, gamit ang NP-CP upang bigyang-priyoridad ang mga qualified EPAHP-Assisted Cooperatives bilang mga tagapag-supply ng mga pagkain para sa mga Child Development Center (CDC) ng bayan.

The 𝐄𝐧𝐡𝐚𝐧𝐜𝐞𝐝 𝐏𝐚𝐫𝐭𝐧𝐞𝐫𝐬𝐡𝐢𝐩 𝐀𝐠𝐚𝐢𝐧𝐬𝐭 𝐇𝐮𝐧𝐠𝐞𝐫 𝐚𝐧𝐝 𝐏𝐨𝐯𝐞𝐫𝐭𝐲 (𝐄𝐏𝐀𝐇𝐏) 𝐏𝐫𝐨𝐠𝐫𝐚𝐦 𝐜𝐨𝐧𝐝𝐮𝐜𝐭𝐞𝐝 𝐢𝐭𝐬 𝟐𝐧𝐝 𝐐𝐮𝐚𝐫𝐭𝐞𝐫 𝐑𝐞𝐠𝐢𝐨𝐧𝐚𝐥 𝐂𝐨𝐧𝐯𝐞𝐫𝐠𝐞𝐧𝐜𝐞 𝐓𝐞𝐚𝐦 (𝐑𝐂𝐓) 𝐦𝐞𝐞𝐭𝐢𝐧𝐠 at Villa La Viña, Cagayan de Oro City, sponsored by the National Irrigation Administration (NIA) Region X on July 23, 2026.

The meeting served as a platform to present key EPAHP initiatives, discuss implementation updates and first-semester challenges, and highlight accomplishments in linking Community-Based Organizations (CBOs) to various government feeding programs. It also featured updates on Sustainable Livelihood Program (SLP)–Zero Hunger Projects, the compliance of EPAHP-endorsed CBOs with the Negotiated Procurement–Sagip Saka (NP-SS) modality, and ongoing advocacy efforts to advance the objectives of the Sagip Saka Act.

A major highlight of the event was the launch of the EPAHP Digital Mapping System (DMS), followed by a hands-on workshop. The DMS is a key innovation designed to strengthen inter-agency coordination, enhance market linkages, and streamline the delivery of government programs and services to address hunger and poverty.
Representing NIA Region X, Engr. Pol Pablito P. Gamotin delivered the welcome message, reaffirming the agency’s commitment to a whole-of-government approach and strengthened convergence among partner agencies.

EPAHP Regional Program Coordinator, Mr. Melvin Maluto, emphasized that “No single agency can do this alone,” underscoring the importance of stronger partnerships, shared resources, and collective action in advancing EPAHP’s mission.
Through EPAHP, convergence is transformed into meaningful action—bringing government agencies together to strengthen food security, expand market opportunities for community-based organizations, and create sustainable livelihoods for Filipino communities.

Sa kanilang ikatlong taon ng pagiging kaagapay ng Enhanced Partnership Against Hunger and and Poverty (EPAHP) Program, patuloy na ginagampanan ng Tawangan Agrarian Reform Community Multipurpose Cooperative ang mahalagang papel nito sa pagpapatupad ng Supplementary Feeding Program (SFP) 16th Cycle sa Bayan ng Tinoc, Ifugao, na muling nagpapatunay sa pagiging maaasahan nitong katuwang ng pamahalaan sa mga programang pang-institusyonal na pagpapakain.

Ginawaran ang kooperatiba ng kontratang nagkakahalaga ng Php 1,348,858.00 upang mag-supply ng mga pagkain para sa mga Child Development Center (CDC) sa nasabing bayan sa pamamagitan ng Negotiated Procurement–Community Participation (NP-CP).

Sa pamamagitan ng Transfer of Funds (TOF) modality, pinangasiwaan ng LGU ng Tinoc ang proseso ng procurement, na nagbigay-daan sa kooperatiba upang makapag hatid ng de-kalidad na mga produktong pagkain para sa mga benepisyaryo ng feeding program.

Nagsagawa ang Enhanced Partnership Against Hunger and Poverty (EPAHP) Program ng DSWD Cordillera Region ng verification at validation sa Ba-ayan Multipurpose Cooperative at Balacbac Proper Multipurpose Cooperative upang suriin ang kakayahang pang-organisasyon, legal na kwalipikasyon, at kahandaan ng mga kooperatiba na lumahok sa mga proseso ng procurement ng pamahalaan.

Kapag napatunayang qualified, maaari silang mag-supply ng mga food items para sa mga feeding activity ng mga Processing Center ng Pag-Abot Program sa pamamagitan ng Negotiated Procurement–Community Participation (NP-CP) o Negotiated Procurement–Sagip Saka (NP-SS).

Isa pang Sustainable Livelihood Program Association (SLPA) mula sa Pangasinan ang nai-ugnay bilang supplier ng 𝟏𝟔𝐭𝐡 𝐂𝐲𝐜𝐥𝐞 𝐧𝐠 DSWD Field Office 1 - Ilocos Region 𝐒𝐮𝐩𝐩𝐥𝐞𝐦𝐞𝐧𝐭𝐚𝐫𝐲 𝐅𝐞𝐞𝐝𝐢𝐧𝐠 𝐏𝐫𝐨𝐠𝐫𝐚𝐦 (SFP) sa pamamagitan ng Enhanced Partnership Against Hunger and Poverty (EPAHP).

Nitong Martes (July 28), maayos na naisagawa ng 𝐇𝐮𝐧𝐝𝐫𝐞𝐝 𝐈𝐬𝐥𝐚𝐧𝐝𝐬 𝐒𝐋𝐏 𝐂𝐨𝐧𝐬𝐮𝐦𝐞𝐫𝐬 𝐂𝐨𝐨𝐩𝐞𝐫𝐚𝐭𝐢𝐯𝐞 ang 𝐢𝐤𝐚𝐥𝐚𝐰𝐚𝐧𝐠 𝐝𝐞𝐥𝐢𝐯𝐞𝐫𝐲 𝐧𝐠 𝐦𝐠𝐚 𝐩𝐫𝐨𝐝𝐮𝐤𝐭𝐨𝐧𝐠 𝐚𝐠𝐫𝐢𝐤𝐮𝐥𝐭𝐮𝐫𝐚𝐥 𝐚𝐭 𝐠𝐫𝐨𝐜𝐞𝐫𝐲 𝐢𝐭𝐞𝐦𝐬 𝐩𝐚𝐫𝐚 𝐬𝐚 𝟒𝟔 𝐂𝐡𝐢𝐥𝐝 𝐃𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭 𝐂𝐞𝐧𝐭𝐞𝐫𝐬 (𝐂𝐃𝐂𝐬) sa Alaminos City.

Sa kabuoan, umabot sa PhP5M ang halaga ng transaksiyong ito ng SLPA na magagamit nila bilang karagdagang kapital sa kanilang negosyo.

Sa pamamagitan ng matatag na ugnayan sa pagitan ng iba’t ibang programa ng DSWD FO 1, nasisiguro ang tiyak na kita para sa mga SLPAs habang naihahatid naman ang tamang nutrisyon sa mga benepisyaryo ng SFP.
