DSWD KALAHI-CIDSS This is the official page of KALAHI-CIDSS (Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services) Program.

Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS) is a poverty alleviation program of the Philippine Government implemented by the Department of Social Welfare and Development (DSWD). It utilizes the community-driven development (CDD) approach to ensure that citizens have an active role in development by giving them the voice and the vote in dec

ision-making involving their villages. In 2013, it scaled up into the national CDD program. It targets the coverage of 847 of the poorest municipalities in the Philippines. This includes 554 municipalities that were affected by Typhoon Yolanda (international name: Haiyan), said to be the strongest typhoon to make landfall and which hit the country in November 8, 2013.

Handa na ang 638 Area Coordinating Team (ACT) members ng DSWD Field Office 5 - Bicol Region KALAHI-CIDSS na pangunahan ang pagpapatupad ng Panahon ng Pagkilos: Philippine Community Resilience Project (PCRP) sa 53 munisipalidad sa Rehiyon.

Bilang paghahanda, sumailalim ang mga ACT sa Community Resilience Implementation Process (CRIP) Stage 1 and 2 Rollout Training na isinagawa mula Hunyo hanggang Hulyo. Sa pamamagitan ng pagsasanay na ito, higit nilang napalalim ang kanilang kaalaman at kakayahan upang gabayan ang mga komunidad sa pagpapatupad ng isang mas inklusibo, participatory, at matatag na proseso ng community resilience.

A 395-meter access road connecting Barangay Ba-i and Parparingon in Lagayan, Abra was completed on August 4, 2026, providing 227 households with safer and faster transport for farm products and easier access to schools, healthcare, and essential services.

The nearly β‚±2.4-million sub-project of DSWD Cordillera Region KALAHI-CIDSS was completed in just over a month, significantly improving farm-to-market connectivity, especially during the rainy season.

The DSWD Western Visayas KALAHI-CIDSS conducted the pilot Municipal Resilience Planning (MRP) in Valderrama, Antique under the Panahon ng Pagkilos: Philippine Community Resilience Project (PCRP). The activity, part of CRIP Stage 1, guided local officials and the Municipal Resilience Team (MResT) in analyzing municipal profiles, PRVA results, risk maps, and priority risks to develop a data-driven, evidence-based, community-owned, and action-oriented resilience plan. The KALAHI-CIDSS RPMO provided technical support throughout the process, with the completed plan set for appraisal and approval.

The DSWD Field Office 12 KALAHI-CIDSS conducted a Focus Group Discussion (FGD) with community stakeholders in Barangay Sucob, Columbio, Sultan Kudarat, as part of the development of the Five-Year Social and Behavior Change Communication (SBCC) Roadmap for the Panahon ng Pagkilos: PCRP.

The FGD gathered insights on community needs, priorities, concerns, communication preferences, and strategies for promoting positive social and behavioral change. The strong participation of the community, including over 70% household participation in the First Barangay Assembly, provided valuable inputs for developing a responsive, inclusive, and community-centered SBCC Roadmap.
