The creation of CHED was part of a broad agenda of reforms on the country’s education system outlined by the Congressional Commission on Education (EDCOM) in 1992. For thousands of children of coconut farmers, a college degree feels out of reach simply because of financial constraints. This doesn't just hold these young people back from a better future—it also stunts the growth of one of our country's most vital farming sectors.

Aligned with the directive of President Ferdinand R. Marcos Jr. to prioritize agriculture modernization and strengthen agricultural scholarships, the Commission on Higher Education (CHED) and the Philippine Coconut Authority (PCA), led by Chairperson Shirley C. Agrupis and Administrator Dexter R. Buted respectively, signed a Joint Memorandum Circular (JMC) revising the implementing guidelines of the Scholarship Program for Coconut Farmers and Their Families (CoScho) during CHED's 32nd Anniversary Celebration on June 10, 2026.

Under the revised guidelines, CHED and PCA will evaluate applicants through a more efficient, targeted, and transparent selection process, offering improved and more responsive scholarship packages to qualified beneficiaries nationwide. For Academic Year 2026–2027, a total of 10,789 scholarship slots will be available under the program, including 3,965 continuing scholars and 6,824 new beneficiaries.

As schools nationwide face a growing demand for qualified guidance counselors and mental health professionals, the Commission on Higher Education (CHED) and the Department of Education (DepEd) have joined forces to strengthen learner support systems through a landmark partnership that will expand the country's pool of guidance and counseling experts.

Pursuant to the directive of President Ferdinand R. Marcos Jr. to strengthen support for the mental health of our learners, CHED Chairperson Shirley C. Agrupis and DepEd Undersecretary Wilfredo Cabral, representing Secretary Sonny Angara, signed a Joint Memorandum Circular (JMC) establishing the Learning Initiatives for Nurturing Guidance Associates and Counselors Program (LINGAP), a scholarship initiative designed to equip education personnel with advanced training in Guidance and Counseling and Psychology.

The program will provide 870 scholarship slots for its first cohort in Academic Year 2026–2027, enabling qualified DepEd personnel to pursue graduate studies and specialized professional development that will enhance the delivery of guidance and counseling services in schools.

Under the directive of President Ferdinand R. Marcos Jr. to address the gap in the healthcare workforce, the Commission on Higher Education (CHED) and the Department of Health (DOH) officialized their partnership on June 10, 2026, establishing a strengthened framework for collaboration in health workforce development and higher education quality enhancement.

Across the Philippines, higher education institutions and learners face administrative delays, inconsistent regulatory processes, and uneven quality standards due to the lack of a unified framework for implementing policies across regions.

Under the directive of the President Ferdinand R. Marcos to improve public services and enhance public service, CHED conducted the Technical Unit Guidance and Operational Networking (TUGON) 2026, a three-day national conference bringing together more than 110 officials, regional directors, technical unit heads, and focal persons from the CHED Central Office and CHED Regional Offices to harmonize regional and national approaches, clarify regulatory concerns, identify emerging challenges and best practices, and establish more responsive coordination mechanisms across regions.

Held from June 8 to 10, 2026, at the UP Hostel in UP Diliman, the conference serves as a strategic platform for policy alignment, operational collaboration, and knowledge-sharing on lifelong learning and non-conventional higher education programs.

STATEMENT OF THE COMMISSION ON HIGHER EDUCATION ON THE TRAGIC INCIDENT INVOLVING ATENEO DE MANILA UNIVERSITY STUDENT ATHLETES RENE BATERBONIA AND DIVINE ADILI

The Commission on Higher Education deeply mourns the tragic deaths of Ateneo de Manila University (ADMU) student-athletes Rene Baterbonia and Divine Adili in Dipaculao, Aurora. The Commission extends its sincere condolences to their families, loved ones, teammates, and the entire Ateneo community during this time of profound grief.

This tragic incident demands a thorough, impartial, and immediate examination of all circumstances surrounding the deaths of these students. In the exercise of its mandate to oversee higher education institutions and protect student welfare, CHED immediately initiated fact-finding and accountability measures and required the submission of information and explanations necessary to determine responsibility and institutional compliance with applicable policies and standards.

On 09 June 2026, CHED National Capital Region immediately mandated ADMU to submit a comprehensive incident report and called for a meeting with university officials. Based on information provided by the ADMU Crisis Management Team, the incident occurred during an off-season team-building and training camp involving twenty-four student-athletes and seven adult supervisors composed of coaches and staff members of the ADMU Men's Basketball Team.

During the meeting, ADMU presented its immediate institutional response while CHED established the framework for administrative review and directed the submission of additional documents and information necessary for a complete assessment of the incident.

Parallel to its own investigation, CHED participated in the Sports Stakeholders' Panel organized by the Philippine Sports Commission (PSC). Pursuant to Section 5 of Republic Act No. 6847, CHED is mandated to collaborate with the PSC through the formulation and implementation of the school sports development program. This joint effort aims to ensure a comprehensive review of policies and practices governing athletic training, team activities, and student-athlete welfare. In the stakeholders’ panel, the PSC likewise recognized CHED’s swift response to the incident and its commitment to ensuring the safety, welfare, and well-being of student-athletes.

The safety and welfare of students must never be compromised. The Commission will pursue the truth without exception, ensure that accountability is imposed where warranted, and require corrective measures to prevent the recurrence of such tragedies. No institution, official, or individual responsible for student welfare is exempt from accountability.

CHED remains committed to ensuring that higher education institutions uphold the highest standards of care, supervision, and responsibility expected of them in protecting the lives and well-being of their students.
