The Commission on Higher Education (CHED) was created on May 18, 1994 through the passage of Republic Act No. 7722, or the Higher Education Act of 1994. The creation of CHED was part of a broad agenda of reforms on the country’s education system outlined by the Congressional Commission on Education (EDCOM) in 1992. Part of the reforms was the trifocalization of the education sector into three go

verning bodies: the CHED for tertiary and graduate education, the Department of Education (DepEd) for basic education and the Technical Education and Skills Development Authority (TESDA) for technical-vocational and middle-level education.

The Commission on Higher Education (CHED) joined the nation in celebrating the birthday of President Ferdinand R. Marcos Jr. and reaffirmed its support for his initiative to bring government programs and services closer to Filipinos through the 2026 Handog ng Pangulo.

In Marinduque, CHED Chairperson Shirley C. Agrupis served as the President’s representative and joined the provincial government and other national agencies in delivering government programs and assistance to residents of the province. Chairperson Agrupis also led the distribution of Tertiary Education Subsidy (TES) grants to students of Marinduque State University and the delivery of CHED services during the activity.

The initiative also reached learners in other parts of the country, where CHED Regional Offices worked with state and local universities and colleges to provide scholarship information and admission assistance. Participants also received information on graduate scholarships, flexible learning, micro-credentials, ETEEAP, opportunities to return to college, and verification of academic records.

CHED joined the nationwide 2026 Handog ng Pangulo in bringing education programs, student support, and government services closer to communities across the country.

In Marinduque, CHED Chairperson Shirley C. Agrupis served as the President’s representative and led the activity joined by participants and beneficiaries from the province. She also led the ceremonial awarding and distribution of various government assistance and services to target beneficiaries, including the Tertiary Education Subsidy (TES) grants to students from Marinduque State University.

Nationwide, CHED Regional Offices and UniFAST helped students and families learn more about scholarships, financial support, and other opportunities to pursue or continue their education, while also holding ceremonial awardings of Tertiary Education Subsidy (TES) grants for beneficiaries.
State universities and colleges also held academic fairs where learners could explore possible careers, compare courses and schools, understand admission requirements, and ask questions before deciding on their next steps.

Through these activities, CHED made information and guidance easier to access—helping students and families understand their options, find the right support, and make better-informed decisions about their education.

This is how higher education becomes more accessible: when information is clear, support is within reach, and every learner has a better chance to move forward.

The Commission on Higher Education (CHED), in partnership with the Development Academy of the Philippines (DAP), conducted the Elevating Leadership and Institutional Capacity Towards Excellence in Philippine Higher Education (ELITE-PHE) program from September 6 to 9, 2026, at the DAP Conference Center, bringing together leaders and officials of state universities and colleges (SUCs).

Aligned with President Ferdinand R. Marcos Jr.’s thrust to strengthen the country’s human capital, the program also prepares higher education institutions to respond to changing learner needs, rapid technological developments, and the evolving demands of the workforce.

𝗦𝗲𝗻𝗮𝘁𝗲 𝗖𝗼𝗻𝗰𝘂𝗿𝘀 𝗶𝗻 𝗣𝗛 𝗔𝗰𝗰𝗲𝘀𝘀𝗶𝗼𝗻 𝘁𝗼 𝗧𝗼𝗸𝘆𝗼 𝗖𝗼𝗻𝘃𝗲𝗻𝘁𝗶𝗼𝗻

The Senate has concurred in the Philippines’ accession to the Asia-Pacific Regional Convention on the Recognition of Qualifications in Higher Education, or the Tokyo Convention, following the approval of Proposed Senate Resolutions No. 626 on Third Reading on September 7.

Commission on Higher Education (CHED) Chairperson Shirley C. Agrupis attended the Senate plenary session to support the country’s accession, with the Philippines now poised to become the first ASEAN State Party to the Convention upon the formal deposit of its Instrument of Accession with UNESCO.

President Ferdinand R. Marcos Jr. signed the Instrument of Accession on October 10, 2025, as part of efforts to expand opportunities for Filipinos and strengthen the country’s linkages with education systems abroad.

𝗦𝗲𝗻𝗮𝘁𝗲 𝗔𝗽𝗽𝗿𝗼𝘃𝗲𝘀 𝗣𝗿𝗲𝘀𝗶𝗱𝗲𝗻𝘁𝗶𝗮𝗹 𝗠𝗲𝗿𝗶𝘁 𝗦𝗰𝗵𝗼𝗹𝗮𝗿𝘀𝗵𝗶𝗽 𝗕𝗶𝗹𝗹

The Senate approved on September 7 the bill seeking to institutionalize the Presidential Merit Scholarship Program (PMSP), ensuring the long-term continuity of a scholarship initiative championed by President Ferdinand R. Marcos Jr. for academically outstanding Filipino students.

The proposed PMSP seeks to institutionalize the Bagong Pilipinas Merit Scholarship Program (BPMSP), a priority initiative of President Ferdinand R. Marcos Jr. launched in January 2026. CHED leads the implementation of the program, in partnership with DepEd and TESDA, with funding provided under the FY 2026 General Appropriations Act.

More than 30,000 applications have been received, with evaluation and validation now underway.

Philippine higher education takes a major step forward in the internationalization agenda being advanced under CHED Chairperson Shirley C. Agrupis.

Initiated by CHED as an effort to modernize the government’s more than two-decade-old framework for international students, the EduPhil Program was established by President Ferdinand R. Marcos Jr. through Executive Order No. 124. The landmark measure designates CHED as lead implementing agency, giving the Commission a renewed and expanded mandate to strengthen the Philippines as a preferred destination for international students seeking higher education, research, and training.

EduPhil brings together CHED and key government partners that helped advance this whole-of-government effort: the Department of Foreign Affairs, (DFA), Bureau of Immigration, (BI), Department of Information and Communications Technology (DICT), Department of Tourism (DOT), National Intelligence Coordinating Agency (NICA), and Professional Regulation Commission (PRC). Together, these agencies will work toward a more coordinated approach to international education—from promoting the Philippines and strengthening academic and research collaboration to improving government services for international students.

At its core will be the EduPhil Portal—a single digital gateway connecting international student documentation, institutional endorsements, permits, clearances, visas, and other government requirements across agencies. The CHED-led EduPhil Task Force will also develop the country’s five-year international education strategy and pursue initiatives for the reciprocal recognition of academic degrees and qualifications.

For CHED, this is more than an international student program. It is an opportunity to open Philippine higher education further to the world—strengthening our universities and colleges, expanding research and academic partnerships, and giving Filipino students and faculty more opportunities to learn and collaborate with peers from around the globe.

With EduPhil, the Philippines is setting its sights higher: building a more globally connected higher education system that attracts talent, creates knowledge, and strengthens our national capability.

The Commission on Higher Education (CHED) and the Department of Education (DepEd) have issued the Joint Memorandum Circular (JMC) No. 2, Series of 2026, setting the implementing guidelines for the CHED Merit Scholarship Program (CMSP) beginning Academic Year (AY) 2026-2027.

Under the program, 2,223 qualified incoming or current first-year college students will be given scholarship opportunities in priority undergraduate programs identified by CHED.

The initiative supports President Ferdinand R. Marcos Jr.'s priority of strengthening education and expanding opportunities for Filipino students to pursue and complete higher education, while developing professionals needed in critical fields.
