The National Transmission Corporation (TransCo) is a government agency created under Republic Act No. 9136, otherwise known as the Electric Power Industry Reform Act (EPIRA) of 2001. Since March 1, 2003, TransCo operated and managed the power transmission system that links power plants to the electric distribution utilities nationwide. The same law mandated the privatization of TransCo through an

outright sale or management concession agreement. Following a public bidding conducted in December 2007, the TransCo concession was awarded to the National Grid Corporation of the Philippines (NGCP), which eventually secured a congressional franchise to operate the transmission network through Republic Act No. 9511. On January 15, 2009, TransCo turned over the management and operation of its nationwide transmission system to NGCP. Ownership of all transmission assets however, remains with TransCo. As owner of the transmission assets, the new TransCo is mandated with five key responsibilities:

- Protect national government’s interests by ensuring NGCP’s compliance with the terms and conditions of the Concession Agreement and the policies of the Department of Energy;

-Handle all existing cases, including right-of-way and claims which accrued prior to the turnover date;

-Divest remaining sub-transmission assets to technically and financially qualified electric distributors nationwide; and

-Undertake the operation, maintenance, consultancy and other technical services for the Philippine Economic Zone Authority (PEZA).

-Administer the Feed-in-Tariff Allowance Fund for renewable energy generators.

The National Transmission Corporation (TransCo) has signed a Memorandum of Agreement with the Maharlika Investment Corporation (MIC), National Electrification Administration (NEA), and National Power Corporation (NPC) to support the modernization of Mindoro Island’s power grid.

As the designated Small Island Grid System Operator (SIGSO) for Mindoro, TransCo will continue to provide critical system operation expertise to help ensure a more reliable, resilient, and efficiently managed power system for the island.

Through this whole-of-government initiative, TransCo remains committed to strengthening energy security, improving grid reliability, and supporting the sustainable growth and development of Oriental and Occidental Mindoro.

The National Transmission Corporation (TransCo) led by President and CEO Joseph Omar Castillo (seated, right) participated in the joint meeting of House Committees on Energy and Legislative Franchises on recent technical failures of the 500 kiloVolts (kV) Tayabas-Ilijan + Dasmariñas-Ilijan transmission lines that led to the rotating power brownouts in the Luzon Grid.

The TransCo, as the owner of country’s power transmission assets, closely monitors the developments in the national grid, while the system operator National Grid Corporation of the Philippines (NGCP) maintains and operates the country’s transmission system. President Castillo aided in clarifying that the most recent joint effort of TransCo and NGCP was the coordinated conduct of an inventory in CY 2025. This was differentiated from an audit, the adoption of which has been strongly proposed by the members of the Congress, to closely monitor the performance of key power sector agencies and instrumentalities.

The National Transmission Corporation (TransCo) continues to strengthen its role as a partner in nation-building and engineering education as it officially joined the University of Santo Tomas UST Faculty of Engineering External Advisory Committee (ExACom).

TransCo’s membership was formalized through the signing of a Memorandum of Understanding (MOU), represented by Ms. Maria Theresa Laranang, Vice President for Resource Management and Services Group (RMSG), during the IM-PaCT 2026: UST Engineering Partners Summit held on 19–20 May 2026. The event formed part of UST’s 415th Founding Anniversary celebration and carried the theme, “Thom-PaCT: Uniting Thomasians and Multi-Sectoral Partners as One 1NS19NIA of Excellence Towards 120.”

As part of the ExACom, TransCo will share its industry knowledge, technical expertise, and institutional experience to support curriculum development and keep UST’s engineering programs responsive to emerging technologies, industry demands, and the evolving needs of the energy sector. The partnership also gives the corporation opportunities to engage promising engineering students through priority internship consideration, providing early access to future professionals who may contribute to the country’s power transmission and energy development landscape.

Through this partnership, TransCo reaffirms its commitment to supporting the development of future engineers and contributing to a stronger, more responsive, and innovation-driven energy sector.
