During the recently concluded PH-US Exercise Balikatan 41-2026 Interoperability Exercise (IOX) in the City of Batac, Ilocos Norte, from May 1-5, 2026, the Mariano Marcos State University (MMSU) ROTC Cadets stood at the absolute forefront of civil-military operations. They proved beyond doubt that our student-defenders are not just spectators, but vital pillars of total national defense and medical resilience!

Here is how the roaring MMSU ROTC Unit made waves:
⚔️ The Vanguard of Realistic Simulations: Standing shoulder-to-shoulder with the 4th Marine Brigade and 101st Ready Reserve Infantry Battalion, the MMSU ROTC Cadets bravely stepped up as patient actors in high-stress, battlefield-realistic scenarios. Their dedication and realistic portrayal pushed joint military and civilian medical teams to their absolute limits, ensuring the highest standards of joint operational readiness.

🩺 Mastering Advanced Battlefield Lifesaving: Demonstrating elite discipline and tactical focus, the MMSU ROTC Unit underwent intense Combat Lifesaver (CLS) training. By mastering advanced trauma care and emergency medical interventions, these future officers proved they are fully capable of executing critical lifesaving missions in times of crisis.

🎖️ Inspiring the Next Generation of Defenders: Through their visible leadership, high visibility, and sharp military bearing throughout the exercise, the cadets ignited intense patriotism across the campus—inspiring thousands of their fellow students to consider a future of service in the Reserve Force.

By answering the call during Exercise Balikatan 41-2026, the MMSU ROTC Unit has proven that our youth are foundational to national security and the Total Force Concept.

𝗦𝘁𝗿𝗲𝗻𝗴𝘁𝗵𝗲𝗻𝗶𝗻𝗴 𝗧𝗶𝗲𝘀 𝗧𝗵𝗿𝗼𝘂𝗴𝗵 𝗟𝗲𝗮𝗱𝗲𝗿𝘀𝗵𝗶𝗽 𝗘𝘅𝗰𝗲𝗹𝗹𝗲𝗻𝗰𝗲 🇵🇭🇺🇸

From May 13 to 17, 2026, the Office of the Deputy Chief of Staff for Reserve Force Development (OJ9) successfully hosted the State Partnership Program (SPP) for Leadership Development, focusing on squad and team-level maneuver operations. The event took place at the 7th Division Training School, 7th Infantry Division, in Fort Ramon Magsaysay, Nueva Ecija.

Participants underwent four intensive days of training designed to elevate their tactical proficiency and foundational knowledge of small-unit operations. Through a dynamic blend of interactive discussions, practical exercises, and hands-on demonstrations, Reservists honed their skills in operational planning, strategic coordination, and rapid decision-making across various tactical scenarios. The rigorous curriculum not only sharpened their leadership capabilities but also provided a vital platform to exchange operational experiences, forge stronger teamwork, and build the confidence necessary to execute mission-oriented tasks with precision and efficiency.

This Subject Matter Expert Exchange (SMEE) underscores the enduring alliance and robust collaboration between the Armed Forces of the Philippines (AFP) and the U.S. Guam National Guard (GUNG). By sharing critical expertise, strategic methodologies, and global best practices, this initiative continues to drive interoperability, mutual understanding, and the professional advancement of AFP Reservists.

The Chief of Staff, Armed Forces of the Philippines, GEN ROMEO S BRAWNER JR AFP, through the Office of the Deputy Chief of Staff for Reserve Force Development, J9, conducted the 1st Quarter CY 2026 Reserve Force Development (RFD) Family Conference on 21 May 2026 at Luna Hall, Philippine Army Officers Club House, Taguig City, with 101 participants from RFD units and offices nationwide.

Led by MGEN GEROLD N GAGAN PAF, J9 and Chairperson of the RFD Board, the conference discussed key initiatives on reserve officers’ career progression, ROTC policy directions, organizational readiness, and interoperability between the Reserve and Regular Forces.

A highlight of the activity was the oath-taking of the newly organized RFD Board Members administered by MGEN GAGAN, marking a significant step in strengthening and institutionalizing Reserve Force Development within the AFP Total Force structure.

MGEN GAGAN also reiterated the guidance of GEN BRAWNER the need for a resilient, capable, and strategically relevant Reserve Force in support of national defense.

The Office of the Deputy Chief of Staff for Reserve Force Development, OJ9, successfully conducted the Regional Reservist Convention for the Southern Luzon Command (SOLCOM) on 16 May 2026 via video teleconference, gathering 527 reservists and key stakeholders from across the region. The activity served as a strategic platform to reinforce the vital role of the Reserve Force in advancing national security and supporting the mission objectives of the Armed Forces of the Philippines (AFP).

Key discussions focused on strengthening interoperability, enhancing mobilization capabilities, advancing the AFP Communications Plan “Mulat,” and intensifying cognitive and information operations, as well as advocacy initiatives. These efforts are geared toward building a more responsive, resilient, and mission-ready Reserve Force fully integrated into AFP operations.

Participants also presented significant recommendations aimed at improving support systems, training programs, personnel policies, and reservist participation in operational and developmental undertakings. These insights underscored the collective commitment to further institutionalize an effective and relevant Reserve Force.

In his closing message, MGEN GEROLD N GAGAN PAF, J9, emphasized the importance of pursuing a purposive and unified Reserve Force Development Program anchored on the guiding principle of “One Reserve Force, One AFP.”

The Armed Forces of the Philippines (AFP), through the Office of the Deputy Chief of Staff for Reserve Force Development, OJ9, together with the Northern Luzon Command, successfully conducted a tabletop exercise in Basco, Batanes on May 9, 2026.

The activity gathered 50 regular and reserve force personnel to strengthen coordination and preparedness in addressing security challenges and territorial defense operations.

LTGEN ARISTOTLE D GONZALEZ PAF, Commander, NOLCOM emphasized unity and continued preparedness in safeguarding the nation’s sovereignty, while MGEN GEROLD N GAGAN PAF, J9, commended the participants for their professionalism and dedication throughout the exercise.

During the public hearing of the Senate Committee on Foreign Relations on the respective Status of Visiting Forces Agreement (SOVFA) of the Philippines with New Zealand and Canada, Secretary of National Defense Gilberto C. Teodoro, Jr. highlighted the growing strategic importance of the Philippines as a hub for convergence in cooperation among like-minded nations, as well as the 2016 Arbitral Award, which according to the Defense Secretary, serves as a cornerstone of the country’s engagements with international partners, and a victory to be celebrated and advanced collectively by all Filipinos.
