The High-Value Crops Development Program (HVCDP), through the Coconut Farmers and Industry Development Plan (CFIDP), conducted a benchmarking activity at the Philippine Coconut Authorityโ€“Zamboanga Research Center on August 27, 2026.

Joined by the Regional CFIDP Focal Persons, the activity aimed to gather technical and operational insights on small-scale composting equipmentโ€”including its specifications, management, and proper utilization. It also provided an opportunity to identify best practices that can guide the implementation of similar composting interventions under the FY 2026 CFIDP.

The High Value Crops Development Program (HVCDP) National Program Management Office (NPMO) conducted the 2026 Mid-Year Assessment of the Coconut Farmers and Industry Development Plan (CFIDP) Implementation in Zamboanga City on August 24โ€“27, 2026. The activity reviewed implementation accomplishments, identified issues and bottlenecks, facilitated the sharing of good practices, and developed catch-up plans to ensure timely and effective delivery of CFIDP interventions in support of RA No. 11524 or the Coconut Farmers and Industry Trust Fund Act, particularly in creating additional livelihood opportunities for coconut farmers.

A key component was the benchmarking and learning visit to the PCA Zamboanga Research Center, where participants explored practical technologies for utilizing coconut by-products, including machinery for converting coconut waste into potting media and organic fertilizer for coffee and cacao seedling production, as well as coconut-based biochar production.

The activity also recognized the outstanding FY 2025 implementers, with Region II as top-performing, followed by Region VIII and Region IV-B, for their strong commitment to capacitating coconut farmers and establishing community-based nurseries.

Nationwide, HVCDP established 53 community-based nurseries in FY 2025, which will be further strengthened through training, technical assistance, and support toward BPI accreditation and the production of quality, certified planting materialsโ€”addressing seedling mortality, accessibility, and traceability concerns while supporting the expansion of coffee and cacao intercropping. For FY 2026, HVCDP continues to promote crop diversification through coffee and cacao, strengthened community-based nursery systems, capacity building, and inter-agency collaboration to build more resilient coconut farming communities and translate CFITF resources into sustainable income opportunities and stronger value chains for farmers.

The Department of Agricultureโ€“High-Value Crops Development Program (DA-HVCDP), in coordination with the Department of Agriculture-Regional Field Office II (DA-RFO II) and National Irrigation Administration (NIA), conducted a joint validation of potential mungbean production areas in Region II as part of the implementation of the Mungbean Self-Sufficiency Project.

The validation covered the identified sites under the Cagayan, Nueva Vizcaya, and Isabela Irrigation Management Offices (IMOs): Cagayan IMOโ€“Site 1, covering IAAPIS/Baybayog, Babec, Aranaar, and CPA FIA; Cagayan-Batanes IMOโ€“Site 2, covering Northwest Solana Farmers IA; Nueva Vizcaya IMOโ€“Site 4, covering United Sawmill Pieza Farmers IA; and Isabela IMOโ€“Site 5, covering Tumauini Division B IA, Inc.

The assessment focused on the suitability and production potential of the identified areas, considering available production areas, irrigation and water availability, farmer participation, cropping pattern, market potential, and the feasibility of the proposed planting schedule.

Based on the initial field assessment, IAAPIS/Baybayog was identified as a potential area for mungbean seed production, subject to further technical validation and confirmation of irrigation availability, production requirements, and farmer participation. The other validated sites are being considered primarily as potential commercial mungbean production areas, subject to the resolution of site-specific concerns, particularly on water availability, irrigation scheduling, drainage, and production feasibility.

The joint validation provides an initial basis for the classification and prioritization of areas for seed and commercial mungbean production in Region II. Further coordination among NIA, DA-HVCDP, the DA Regional Field Office, concerned IMOs, Irrigatorsโ€™ Associations, and participating farmers will be undertaken to finalize the priority sites and corresponding production arrangements under the Mungbean Self-Sufficiency Project.

DA Undersecretary for High Value Crops Cheryl Marie Caballero graced the event as keynote speaker, highlighting the Departmentโ€™s commitment to strengthening the vegetable value chain: from production and innovation to markets, nutrition, and food security.

From the HVCDP showcase featuring agricultural products from across the country, to the establishment of a National Interim Council for Vegetables and a field visit showcasing innovative production practices, the Congress underscored the importance of collaboration and collective action.
