Functions of the Regional Office

Execute policies, directives and guidelines set by the Office of the Executive Director at the regional level;

Coordinate the planning, implementation, monitoring and evaluation of the Philippine Plan of Action for Nutrition at the local level;

Provide technical assistance to local program implementers to enhance their involvement;

Establish and maintain functi

onal linkages with agencies involved in the nutrition program;

Promote nutrition advocacy and undertake resource mobilization activities at the regional level;

Generate nutrition and related data and serve as monitoring and data base center for the regional PPAN;

Facilitate the provision of material support from various sources for the intended recipients in the nutrition program;

Serve as the Secretariat to the Regional Nutrition Committee and other regional nutrition-related committee; and

Perform such other functions as may be assigned.

Santa Rosa City, Laguna || June 10, 2026 โ€“ The National Nutrition Council (NNC) CALABARZON, in collaboration with the Department of Science and Technology (DOST) CALABARZON and Colegio de San Juan de Letran Calamba, successfully conducted the deployment of Nutrisys PH in Santa Rosa City.

Nutrisys PH is an innovative digital platform developed to serve as a centralized document repository for Local Government Units (LGUs) in support of the Monitoring and Evaluation of Local Level Plan Implementation Protocol (MELLPI Pro). The system is designed to streamline the submission, management, and evaluation of nutrition and nutrition-related documents, hence improving efficiency and reducing administrative workload for both LGUs and the Regional Nutrition Evaluation Team (RNET).

As one of the LGUs under the Smart and Sustainable Cities and Communities Program of the DOST, Santa Rosa City was selected as the pilot deployment site for the project. The activity gathered representatives from the City Nutrition Office, including City Nutrition Action Officer Ms. Carmencita T. Catindig, City Nutrition Program Coordinator Ms. Perlita A. Castrillo, members of the city nutrition secretariat and select outstanding Barangay Nutrition Scholars (BNSs).

During the deployment, participants were introduced to the features and functionalities of NutriSys PH through system demonstrations, hands-on exercises, and guided discussions. The training equipped users with the necessary skills to upload required MELLPI Pro documents, manage nutrition-related records, and utilize the platform effectively in their daily operations.

Present during the activity were RNPC Lourdes Bulante-Orongan and NO III Theresa A. Rivas of NNC Calabarzon; ARD Engr. Francis Barquilla III, Senior SRS and RNET Vice Chair Ms. Teresa Pamplona, SRS II Ms. Bianca Pantoja, PTA II Mr. Georges Gran Neilsen San Juan of DOST Calabarzon; and Rev. Fr. Roman L. Santos, OP, Rector and President, Dr. Floricon V. Encabo, Vice President for Academics at NutriSys PH Project Leader, Dr. Ma. Xen Z. Bitera - Senior Director for Research Department, Dr. Loriemel E. Ferrera, Dean of School of Computer Studies and Technology, and software developers namely Mr. Bryan Brillo and Mr. Peter Mamaril, from the Colegio de San Juan de Letran Calamba.

The successful implementation of Nutrisys PH marks a significant step toward digital transformation in nutrition governance. By centralizing documentation and improving data accessibility, the system is expected to enhance nutrition program management, support data-driven decision-making, and facilitate more efficient resource allocation among LGUs.

Participants expressed appreciation for the initiative, recognizing its potential to simplify reporting processes and improve coordination between local government offices and regional evaluators. The deployment also provided an avenue for stakeholders to share feedback that will help further refine the system and ensure its responsiveness to user needs.

Representatives from NNC CALABARZON, DOST CALABARZON, and Colegio de San Juan de Letran Calamba emphasized the importance of leveraging technology to strengthen nutrition governance and improve public service delivery. They reaffirmed their commitment to providing continuous technical assistance and support to ensure the successful adoption and sustainability of the platform.

In the afternoon, a courtesy visit of the whole group with the Honorable Mayor Arlene B. Arcillas was successfully conducted. Mayor Arcillas expressed her full support to the project and is very grateful for being chosen as the pioneer LGU to adopt the Nutrisys PH.

The successful deployment in Santa Rosa City serves as a milestone for the Nutrisys PH project and demonstrates the value of collaborative efforts among government agencies, academic institutions, and local government units in advancing digital solutions for nutrition management.

As the system moves toward broader implementation, it is expected to contribute significantly to more efficient monitoring, evaluation, and planning of nutrition programs throughout the CALABARZON region.

8-9 June 2026 || Santo Tomas City, Batangas โ€“ Barangay officials from across City of Santo Tomas successfully completed the Executive Course on Local Nutrition Action Planning (LNAP) and the First 1000 Days Strategy for Barangay Nutrition Councils held at the Conference Room of Santo Tomas City Hall, a capacity-building initiative aimed at strengthening local nutrition governance and improving nutrition outcomes at the community level.

The activity was organized and facilitated by the CNAO Ms. Ma. Cristina Girlie M. Solleza, City Nutrition Program Coordinator CNPC Ms. Beatriz Erika T. Breva and nutrition staff, with full support from the Santo Tomas City Nutrition Committee (CNC) headed by the Honorable Mayor Arth Jhun Marasigan.

Conducted in two batches, the two-day executive course brought together Barangay Chairpersons, Barangay Councilors, Barangay Secretaries, and Barangay Treasurers, with each batch composed of 45 participants. The training featured a lecture-discussion session aimed at enhancing competency of the nutrition program managers.

Further, the activity focused on enhancing the capacity of barangay officials to effectively implement nutrition programs and formulate responsive Local Nutrition Action Plans (LNAPs) aligned with the national First 1000 Days Strategy. This strategy emphasizes the critical period from pregnancy until a child reaches two years of age, recognized as the most important window for ensuring optimal growth, development, and long-term health.

During the course, participants gained a deeper understanding of nutrition governance, program planning, budgeting, monitoring, and coordination mechanisms necessary to address malnutrition and related health concerns within their communities.

Resource speakers from the National Nutrition Council Calabarzon headed by RNPC Lourdes Bulante-Orongan together with NO III Theresa A. Rivas highlighted the vital role of local leaders in promoting nutrition-sensitive and nutrition-specific programs, emphasizing collaboration among barangay councils, health workers, and community stakeholders. Discussions also underscored the importance of integrating nutrition priorities into local development plans and investment programs.

Participants expressed appreciation for the timely and relevant training, noting that the knowledge and skills acquired would help them strengthen nutrition initiatives and improve service delivery at the grassroots level. They likewise committed to applying the lessons learned in crafting and implementing more effective Local Nutrition Action Plans.

The successful conduct of the Executive Course reflects the continued commitment of the local government and its partners to building the capacity of Barangay Nutrition Councils and advancing the goal of well-nourished communities.

Through strengthened leadership and informed planning, barangays are better equipped to support the nutrition and well-being of mothers, infants, young children, and vulnerable populations.

2-4 June 2026 || The conduct of the Monitoring and Evaluation of Local Level Plan Implementation Protocol (MELLPI Pro) advanced into its 9th week in CALABARZON as the Regional Nutrition Evaluation Team (RNET) visited General Trias City.

The RNET, composed of National Nutrition Council (NNC) CALABARZON Project Development Officer (PDO) I Ms. Anne Nicole S. Gonzales, Project Evaluation Officer Ms. Odette S. Puzon of the Department of Agriculture (DA) CALABARZON, and Senior Science Research Specialist and RNET Vice Chair, Ms. Maria Teresa A. Pamplona of the Department of Science and Technology (DOST) CALABARZON, assessed the nutrition program management of the General Trias City Nutrition Committee (CNC) and the endorsed City Outstanding Barangay Nutrition Committee (BNC), Barangay Javalera. The team also evaluated the performance of their Local Nutrition Focal Points (LNFPs), specifically City Nutrition Action Officer (CNAO) Ms. Leonavie H. Baylen and City Outstanding Barangay Nutrition Scholar (BNS) Ms. Liezel Decillo.

The three-day evaluation concluded with a feedbacking and exit conference attended by members of the General Trias CNC, headed by the Honorable Mayor Luis A. Ferrer IV, and the Javalera BNC, led by Honorable Barangay Chairperson Teodulo A. Romero. During the exit conference, the RNET presented its findings and discussed key recommendations aimed at enhancing the planning, implementation, monitoring, and coordination of nutrition programs and services at both the city and barangay levels.

General Trias City continues to strengthen its commitment to effective nutrition governance as it vies for the prestigious Consistent Regional Outstanding Winner in Nutrition (CROWN) Award while sustaining its third consecutive Green Banner Seal of Compliance recognition. Through the unwavering leadership of the local government, active multi-sectoral collaboration, and the effective implementation of evidence-based nutrition programs and interventions, the city remains dedicated to improving the nutritional well-being of its constituents. This sustained excellence reflects General Trias City's commitment to institutionalized nutrition governance, responsive service delivery, and the achievement of long-term nutrition outcomes for all communities.

The Green Banner Seal of Compliance is awarded to local government units that achieve at least an 85% overall rating and meet standards across key nutrition governance dimensions, while three consecutive years of outstanding performance qualify an LGU for consideration for the CROWN Award.

The MELLPI Pro is the monitoring and evaluation mechanism for the Philippine Plan of Action for Nutrition (PPAN) conducted once a year focusing on local level performance specifically of local government units (LGUs) and LNFPs namely Provincial/City/Municipal Nutrition Action Officers (P/C/MNAOs), District/City/Municipal Nutrition Program Coordinators (D/C/MNPCs) and Barangay Nutrition Scholars (BNSs).

To date, the RNET CALABARZON has visited eighteen (18) LGUs and evaluated 45 LNFPs for the MELLPI Pro which will end on 30 July 2026.

San Juan, La Union - 1-4 June 2026 || As part of the monitoring and evaluation activities for the Tutok Kainan Dietary Supplementation Program (TKDSP), the National Nutrition Council (NNC) conducted the 2026 TKDSP Program Implementation Review (PIR) with the NNC Region I as the host region. The four-day event served as a valuable platform for the NNC, participating local government units (LGUs), and stakeholders to reflect on accomplishments, share best practices, discuss challenges encountered during implementation, and identify strategies to scale up and further strengthen program delivery.

The event was attended by Regional Nutrition Program Coordinators (RNPCs), Division Chiefs, TKDSP staff from NNC Central Office and Regional Offices, LGU representatives from 2025 TKDSP implementation areas, and partner agencies, such as Department of Education - Adolescent Reproductive Health (DepEd ARH), Department of the Interior and Local Government - Bureau of Local Government Development (DILG-BLGD), National Anti-Poverty Commission (NAPC), Department of Social Welfare and Development - Enhanced Partnership Against Hunger and Poverty (DSWD-EPAHP), World Food Programme (WFP), and Department of Economy, Planning, and Development (DepDev). Representing NNC CALABARZON were RNPC Ms. Lourdes Bulante-Orongan, and Nutrition Officer (NO) II Ms. Samantha E. Bantilan.

One of the eventโ€™s highlights was the field visit conducted in selected 2025 TKDSP implementing LGUs in La Union, namely Bauang, Aringay, Luna, San Gabriel, Rosario, and Bangar. This aimed to validate program implementation at the local level and gather firsthand insights from key stakeholders and beneficiaries. Focus Group Discussions (FGDs) were conducted with previous program beneficiaries to assess their experiences, challenges, and perceived benefits of the program. Likewise, Key Informant Interviews (KIIs) were held with local officials, health and nutrition workers, and other relevant stakeholders to obtain in-depth information on program management, coordination mechanisms, best practices, and areas for improvement.

During the third day, RNPC Bulante-Orongan served as the moderator for the Panel Discussion No. 2: Relevant Policies to Support Low-Income Communities, which had panelists from the NAPC, Deputy Director-General Usec. Mary Rose C. Villaflor, and from DSWD EPAHP, Project Development Officer III and Regional Program Coordinator, Ms. Myla M. Ramos. The session provided participants with a deeper understanding of the policy environment and government initiatives that support low-income and nutritionally vulnerable communities. Usec. Villaflor discussed the mandate and programs of NAPC in promoting social equity and reducing poverty through participatory governance and strengthened community engagement. Meanwhile, Ms. Ramos highlighted the implementation of the EPAHP and its role in enhancing food security, creating sustainable livelihood opportunities, and improving access to nutritious food through partnerships among government agencies, local government units, farmersโ€™ organizations, and other stakeholders. The exchange of insights and experiences during the session reinforced the critical role of policy, governance, and collaboration in advancing food and nutrition security among vulnerable communities.

During the last day, NO II PNFP Bantilan discussed the field visit findings from the LGU of Luna, which provided participants with valuable insights into the local implementation of the TKDSP. The FGD results include the nutritionally at-risk (NAR) pregnant women beneficiariesโ€™ perceived benefits of the program, such as improved maternal nutrition knowledge, positive changes in dietary behaviors, and improvement of endline nutritional status. Meanwhile, the KIIs conducted with LGU implementers revealed the LGU's strategies, best practices, and challenges in program implementation, monitoring, and evaluation. The findings generated from the FGDs and KIIs served as valuable inputs for identifying areas for improvement and strengthening the sustainability and impact of TKDSP at the local level.

The four-day PIR concluded with a thorough collaborative discussion, presentations, and knowledge-sharing sessions. This reinforced the commitment of NNC, local implementers, and stakeholders to continuously enhance the effectiveness of TKDSP in addressing malnutrition, specifically stunting and improving the nutritional status of vulnerable populations, especially the NAR pregnant women and undernourished 6-23 months old children in the Philippines.

Binangonan, Rizal โ€” May 26, 2026 || The National Nutrition Council (NNC) CALABARZON supported the successful launching of the Tutok Kainan Dietary Supplementation Program (TKDSP) for 50 nutritionally-at-risk (NAR) pregnant women held at Barangay Tagpos, Binangonan, Rizal.

Following the TKDSP Orientation held on 22 April 2026, the Municipality of Binangonan officially commenced implementation of the program, signifying its strong commitment to improving maternal nutrition and ensuring healthier pregnancy outcomes in the community. The activity was made possible through the leadership and support of Municipal Mayor Hon. Ma. Elvira Cecille "Rhea" Ynares, together with the Municipal Health Office led by Municipal Health Officer (MHO) Dr. Fidelito Ceรฑidoza and Municipal Nutrition Action Officer (MNAO) Ms. Lyra Ceรฑidoza and other partner stakeholders. Joining the launch were representatives from the Binangonan MHO and the Rizal Provincial Department of Health Office (PDOHO), and Barangay Chairperson Hon. Ricardo Dela Cuesta and Barangay Health Workers (BHWs) of Barangay Tagpos. Representing NNC CALABARZON was Nutrition Officer II PNFP Ms. Samantha E. Bantilan.

During the event, NO II PNFP Bantilan conveyed the appreciation of the National Nutrition Council CALABARZON, headed by Regional Nutrition Program Coordinator (RNPC) Ms. Lourdes Bulante-Orongan, emphasizing that Binangonan is among the few local government units (LGUs) in the region that have adopted the Tutok Kainan Program, one of the banner programs of the National Nutrition Council under the National Dietary Supplementation Program of the Philippine Plan of Action for Nutrition (PPAN). The local adoption and implementation of TKDSP was also in line with the approved Regional Sub-Committee on Nutrition (RSCN) Resolution No. 1, Series of 2025 - โ€œEnjoining All LGUs in CALABARZON to Adopt the Tutok Kainan Dietary Supplementation Program (TKDSP)โ€ as part of strengthened efforts to address malnutrition and prevent stunting during the First 1000 Days of Life.

NO II PNFP Bantilan also presented an overview of TKDSP that focuses on the First 1000 Days of Life, which is considered as the critical โ€œgolden window of opportunityโ€ for proper growth and development, encompassing pregnancy until a child reaches two years old. She also highlighted that Binangonanโ€™s focus on NAR pregnant women is a proactive step toward preventing stunting, emphasizing that healthy mothers are more likely to give birth to healthy children. She also underscored the importance of sustainability through continuous nutrition education, active family involvement, and strong collaboration among the local government and health workers, stakeholders, and the community.

As part of the activity, Ms. May Ann Flores, Nutritionist-Dietitian II from the Rizal PDOHO conducted a comprehensive discussion on maternal nutrition, highlighting the importance of following the Pinggang Pinoy Para sa mga Buntis, which is a visual dietary guide to ensure balanced and nutritious meals for pregnant women. Aside from this, she also discussed the common myths and facts related to pregnancy and nutrition, as well as the promotion of breastfeeding as an essential practice for the health and nutrition of both mother and child.

The session concluded with the beneficiaries receiving practical and evidence-based nutrition information to support healthier pregnancies and better child health outcomes. Following the successful launch of the program to the sole target Barangay, hot meals will be provided daily to the 50 NAR pregnant women beneficiaries of Barangay Tagpos for a total of 90 days.

Overall, the launching of the program in the Municipality of Binangonan marked a significant milestone in strengthening local nutrition initiatives for the first 1000 days of life with focus on NAR pregnant women. Through sustained collaboration, nutrition education, and community support, the municipality continues to take proactive steps toward achieving a healthier and more nutrition-secure community.

Katuwang niya sa pagpapatakbo ng pagpupulong si Regional Nutrition Program Coordinator Lourdes Bulante-Orongan ng National Nutrition Council (NNC) CALABARZON.

Kabilang sa mga tinalakay ang mga pinakabagong update sa Philippine Multisectoral Nutrition Project (PMNP), NutriSys PH, Regional Nutrition Shepherding Project, at ang mga paghahanda para sa pagdiriwang ng Nutrition Month 2026.

Ipinaliwanag din ang panukalang convergence project ng RNC CALABARZON para sa Municipal Nutrition Committee ng Naic bilang bahagi ng pagpapalawak ng koordinasyon at suporta sa mga lokal na pamahalaan.

Sa pamamagitan ng mas pinaigting na pagtutulungan ng mga ahensya ng pamahalaan at mga lokal na yunit ng pamahalaan, patuloy na isinusulong ng RNC CALABARZON ang mga programang magpapabuti sa kalagayang nutrisyon ng mga mamamayan at maghahatid ng mas epektibong serbisyo tungo sa isang mas malusog, masigla, at produktibong komunidad.

Moving swiftly into the first half of the year, the Calabarzon Regional Nutrition Committee (RNC) successfully convened its second meeting on June 1, 2026, at the City Garden Hotel in Makati City to discuss agenda focused on scaling up regional nutrition initiatives, launching digital tools, and strengthening inter-agency collaboration.

The meeting was presided by Dr. Mark Nicolas O. Santos, Medical Officer IV of the Department of Health Center for Health Development (DOH CHD) - Calabarzon on behalf of RNC Chairperson Regional Director Dr. Voltaire Guadalupe and assisted by Regional Nutrition Program Coordinator Ms. Lourdes Bulante-Orongan of the National Nutrition Council (NNC) CALABARZON. The meeting was attended by 15 member agencies namely Department of Agriculture (DA), Department of Social Welfare and Development (DSWD), Department of Science and Technology (DOST), Department of Trade and Industry (DTI), Department of Agrarian Reform (DAR), Department of Budget and Management (DBM), Department of Economy, Planning, and Development (DepDev), Philippine Information Agency (PIA), Technical Education and Skills Development Authority (TESDA), Bureau of Fisheries and Aquatic Resources (BFAR), National Commission on Indigenous Peoples (NCIP), Nutrition Foundation of the Philippines, Kabisig ng Kalahi and BIDANI Network Program. Technical and administrative staff of the NNC CALABARZON also provided support during the meeting.

After the approval of the agenda, the meeting proceeded with the discussion of the business arising from the minutes of the previous meeting held on 04 February 2026 via Zoom. The group also discussed program updates on the Philippine Multisectoral Nutrition Project (PMNP), deployment of the NutriSys PH, a DOST CALABARZON funded research project designed to empower local government units (LGUs) through an integrated information system for managing nutrition data to facilitate sound nutrition program management, and accomplishments and status of priority LGUs under the Regional Nutrition Shepherding Project. The committee also approved the RNC Resolution No. 8, series 2026, โ€œA Resolution Approving the Expansion of the Regional Nutrition Shepherding Team (RNST) Members to Strengthen Technical Assistance and Mentoring for Priority Local Government Units in Calabarzonโ€.

The upcoming 2026 Nutrition Month Campaign and Terms of Reference (TOR) for the Proposed Convergence Project of the RNC with Naic, Cavite were also presented.

To ensure effectiveness and sustainability of the nutrition initiatives, the committee agreed on several key action points:
๐๐Œ๐๐: Regional Project Management Office to facilitate the inclusion of Rizal municipalities if still possible and facilitate compliance with the list of requirements to be provided with DEPDev. To also present in the next meeting the (1) interventions conducted for areas with low PDO accomplishments; (2) analysis on data gathered from IP households; and (3) sustainability plan.

๐๐ฎ๐ญ๐ซ๐ข๐’๐ฒ๐ฌ ๐๐‡: The NNC and DOST CALABARZON to facilitate the scheduled deployment and pilot testing of NutriSys PH in target smart cities, while exploring long-term server endorsement options.

๐‘๐๐’๐“: NNC CALABARZON to (1) facilitate the signing of the RNC Resolution No. 8, series 2026, follow up the signed conforme letters from Rizal Province, Pililla, and Naic; and (3) conduct monitoring visit to target LGUs starting August 2026.

๐๐ฎ๐ญ๐ซ๐ข๐ญ๐ข๐จ๐ง ๐Œ๐จ๐ง๐ญ๐ก: RNC to participate in the celebration of the 2026 Nutrition Month (NM) and regional activities and NNC CALABARZON to disseminate the NM tool kit to RNC members once available.

๐‚๐จ๐ง๐ฏ๐ž๐ซ๐ ๐ž๐ง๐œ๐ž ๐๐ซ๐จ๐ฃ๐ž๐œ๐ญ: NNC CALABARZON to revise the TOR and schedule meetings with Naic LGU and RNC members for the finalization of the commitments/PPAs.

The RNC Calabarzon remains committed to fostering data-driven, localized, and inclusive nutrition programs. Through the continued collaboration within members and other stakeholders, the RNC aims to reduce stunting by delivering an integrated package of health, nutrition, early education, and social services during the first 1000 days, ensuring that no communityโ€”especially vulnerable and indigenous populationsโ€”will be left behind.
