Functions of the Regional Office

Execute policies, directives and guidelines set by the Office of the Executive Director at the regional level;

Coordinate the planning, implementation, monitoring and evaluation of the Philippine Plan of Action for Nutrition at the local level;

Provide technical assistance to local program implementers to enhance their involvement;

Establish and maintain functi

onal linkages with agencies involved in the nutrition program;

Promote nutrition advocacy and undertake resource mobilization activities at the regional level;

Generate nutrition and related data and serve as monitoring and data base center for the regional PPAN;

Facilitate the provision of material support from various sources for the intended recipients in the nutrition program;

Serve as the Secretariat to the Regional Nutrition Committee and other regional nutrition-related committee; and

Perform such other functions as may be assigned.

The District/City/Municipal Nutrition Program Coordinators Association of the Philippines (DCMNPCAP) Calabarzon Chapter completed its roster of new Officers during their election held on 10 September 2026 via Zoom Platform attended by around 60 DCMNPCs from the five (5) provinces in the Calabarzon Region.

As agreed by the group, 5 official representatives were identified per Province with a total of 25 representatives composing the electoral body. However, Rizal Province only endorsed two (2) representatives. Thus, from among the 22 Provincial Representatives, seven (7) members were elected to compose the Board of Directors as follows:

The election proper was facilitated by the National Nutrition Council - Regional Nutrition Office (NNC-RNO) CALABARZON led by Regional Nutrition Program Coordinator Ms. Lourdes Bulante-Orongan together with Nutrition Officers Theresa Rivas and Kyla Guarda and Project Development Officer Anne Nicole Gonzales. Adviser of the Association, CNPC Marietta Dogelio of Tagaytay City also provided guidance during the election process.

In her message, RNPC Bulante-Orongan hopes for the new Officers to plan for activities that will enhance the knowledge and capacities in performing their duties and responsibilities as local nutrition program coordinators, boost morale and encourage personality development. She also encouraged the group to vote for leaders that are committed and active and will empower the local nutrition program coordinators and the Association to achieve more.

Ms. Dessa May Alibangbang, former President and now the Provincial Nutrition Action Officer of Cavite Province congratulated and thanked the newly elected Officers for accepting the challenge to serve the organization. She acknowledged the shortcomings during her term, but instead of dwelling on the past, she encouraged the Officers to prioritize collaboration and participation, strengthen the organization and for the group to lead together, serve together and grow together.

In his acceptance speech, new President Mr. Alvin Cayetano thanked everyone for their support. He pledged to make the Association stronger and better with the guidance of the NNC RNO CALABARZON and former Officers, strong collaboration and commitment of the Officers and members.

The new set of officers of the DCMNPCAP CALABARZON Chapter will serve for 2026-2028. They will take their oath of office during the 2026 Regional Nutrition Awarding Ceremony to be held on 15 October 2026 at Hotel Casiana & Events Center, Tagaytay City.

The Provincial Government of Batangas, through the Provincial Health and Nutrition Office, conducted a two-day capability building on the formulation of Provincial, City and Municipal Nutrition Action Plans (P/C/MNAPs) on 26-27 August 2026, at the PPDO Conference Room, Provincial Capitol Compound, Batangas City.

The activity brought together more than 70 City and Municipal Nutrition Action Officers (C/MNAOs) and members of the Provincial Nutrition Committee (PNC) to enhance their knowledge and skills in nutrition planning, programming, and resource mobilization.

Serving as Resource Person, Nutrition Officer II Kyla C. Guarda of the National Nutrition Council (NNC) โ€“ Calabarzon provided guidance in the formulation of a responsive and evidence-based LNAP. The sessions highlighted the importance of strengthening Local Nutrition Committees (LNCs) at the provincial, city, municipal, and barangay level; integrating nutrition Programs, Projects, and Activities (PPAs) into local development and investment plans; and establishing effective monitoring mechanism to track the implementation and results of nutrition interventions.

The training underscored that effective nutrition planning goes beyond the preparation of a planโ€”it requires strong local leadership, functional nutrition governance mechanism, intersectoral collaboration, and sustained monitoring to ensure that nutrition interventions respond to the needs of communities.

Through strengthened capacity in LNAP formulation and implementation, Batangas continues to advance coordinated and sustainable actions toward improving the nutrition situation of its communities and achieving the goals of the Philippine Plan of Action for Nutrition (PPAN) 2023โ€“2028.

The Federation of Barangay Nutrition Scholars in Region IV-A (FBNS IV-A), Inc. convened for a special meeting for the election of its Officers for CY 2026-2028 on 8 September 2026 via Zoom Platform attended by 20 BNS Presidents across the provinces and cities in the region.

Assisted by the National Nutrition Council (NNC) CALABARZON ably led by Regional Nutrition Program Coordinator (RNPC) Ms. Lourdes Bulante-Orongan, the FBNS IV-A Inc. elected their new set of Officers for CY 2026-2028 from among the BNS Presidents present during the meeting, with results as follows:

Regional Nutrition Program Coordinator Ms. Lourdes Bulante-Orongan congratulated the former Officers of FBNS IV-A, Inc. for CY 2023-2025 led by former President Posion for their accomplishments and hard work. She also encouraged the new set of Officers to continue the good practices of the Federation and to stay committed in prioritizing the welfare of the BNSs.

Serving as its 2026 Nutrition Month (NM) Culminating Activity, the Municipal Health Office (MHO) - Nutrition Unit of the Municipality of Rodriguez, Rizal successfully conducted its Gulayan sa Barangay Contest last 27 August. The activity was led by Municipal Health Officer Dr. Hazel Morgado-Montolo and Municipal Nutrition Action Officer (MNAO) Ms. Maureen A. Montalban.

The panel of judges was composed of National Nutrition Council (NNC) CALABARZON Project Development Officer (PDO) I Ms. Anne Nicole S. Gonzales, Rizal District Nutrition Program Coordinator (DNPC) Ms. Marie Claire Miranda, and Nutritionist-Dietitians II from the Rizal Provincial Department of Health Office (PDOHO), Ms. May Ann V. Flores-Centeno and Ms. Anjineth DR. Balajadia.

All 11 barangays of the municipality participated in the contest, with barangay workers and their respective Barangay Nutrition Scholars (BNSs) working together to prepare and maintain their community gardens. The entries were assessed based on several criteria, including the variety of crops planted, cleanliness and maintenance, use of recycled materials, involvement of barangay workers and community members, and the extent of crop utilization, particularly in ensuring that vulnerable groups and families in need are prioritized in the distribution of harvested produce.

The judges visited the shortlisted barangays to personally assess the community gardens, review the supporting documentation prepared by each barangay, and interview the barangay workers and other individuals involved in sustaining their respective gulayan.

Emerging as the 1st placer was Brgy. San Rafael, followed by Brgy. San Isidro as 2nd placer and Brgy. San Jose as 3rd placer.

Beyond the recognition and friendly competition, the Gulayan sa Barangay Contest highlighted the collective commitment of Rodriguez's barangays to strengthen community-based food production and promote access to fresh and nutritious food. Through initiatives like this, the municipality continues to nurture not only gardens, but also healthier and more food-secure communities.

The DOST-Food and Nutrition Research Institute (DOST-FNRI), headed by Director Jacus S. Nacis, welcomed Dr. Albert Francis E. Domingo, MSc, Undersecretary for Health and Concurrent Executive Director IV of the National Nutrition Council (NNC), to the halls and laboratories of the Institute.

Sharing the same vision of a healthier and more nutritious Philippines, the DOST-FNRI and NNC are key government institutions working to address malnutrition in the country, promote healthy diets among Filipinos, and help shape relevant nutrition policiesโ€”all guided by science, data, and evidence.

Both USec. Domingo and Dir. Nacis expressed enthusiasm for future collaboration and partnership between the two agencies, highlighting the importance of strengthening science-based nutrition initiatives and translating research and evidence into meaningful actions for the health and nutrition of Filipinos.
