Cebu City-- The National Labor Relations Commission (NLRC) Seventh Division continues to receive positive feedbacks from parties requesting for certificate of no pending case from the Division.

For May 2026, the Seventh Division enjoyed a perfect 5.00 average rating for the said service.

Seven (7) businesses/ companies, who requested for CNPC, gave the 5.00 rating through their respective representatives.

They โ€œstrongly agreedโ€ that: (1) they were satisfied with the services they availed; (2) they spent a reasonable amount of time for their transaction; (3) the office followed the transactionโ€™s requirements and steps based on the information provided; (4) the steps, including payment, they needed to do for their transaction were easy and simple.

They also strongly agreed that: (5) they easily found the information for their transaction in the office or in the website; (6) they paid a reasonable amount of fees for their transaction; (7) they felt the office was fair to everyone during their transaction; ( 8 ) they were treated courteously by the staff and; (9) they got what they needed from the government office.

In April 2026, the Seventh Division also enjoyed a 5.0 average rating for the issuance of CNPC and 4.98 average rating in March 2026.

It can be recalled that the NLRC Seventh Division received the ARTA Silver Award from the Anti-Red Tape Authority (ARTA) in October 2025, for achieving very satisfactory user perception on the quality, efficiency, and adequacy of services in the ARTAโ€™s report card survey.

The CNPC issuance is one of the services offered by the NLRC Seventh Division based on the agencyโ€™s Citizenโ€™s Charter.

The Seventh Division is committed to deliver CNPC issuance and other services, based on the process cycle time stated in the Citizenโ€™s Charter.

Koronadal City โ€“ Two workers successfully received a total of โ‚ฑ2,963,574.54 in separation pay and backwages following the enforcement of a final and executory judgment by the National Labor Relations Commission (NLRC), Regional Arbitration Branch No. XII (RAB XII).

The beneficiaries, who worked as messengers, received the monetary award representing separation pay and backwages pursuant to a Supreme Court decision, through the Commission's enforcement mechanisms, ensuring the satisfaction of the judgment and the delivery of the benefits due to them under the law.

The case involved a manpower service provider engaged in the deployment of personnel to various clients.

The enforcement of the judgment award and the release of the monetary award were facilitated through the assistance of Sheriff Jeston Errol H. Panganiban, whose efforts contributed to the effective implementation of the final judgment and the timely release of the workersโ€™ benefits.

This accomplishment underscores the vital role of the NLRC not only in resolving labor disputes but also in ensuring that final and executory decisions are effectively enforced.

In celebration of the 124th Labor Day Anniversary with the theme, โ€œDisenteng Trabaho para sa Lahat: Iisang Hangarin, Bagong Pilipinas Sama-samang Mararating,โ€ the Department of Labor and Employment (DOLE) initiated the Nationwide Labor Day Job Fair on May 1, 2026. The event provided aspiring job seekers with access to more than 165,000 job vacancies nationwide, including 56,389 opportunities in Metro Manila across 17 sites. The top vacancies were in the manufacturing, construction, retail, and BPO industries.

The National Labor Relations Commission (NLRC) took part in the Job Fair held at the SMX Convention Center in Pasay City by providing information on and facilitating applications for available slots under the Government Internship Program (GIP). Ms. Vicky F. Egonia and Ms. Louwella Dai Q. Barrientos of the Administrative Division who were assigned to manage the NLRC booth, assisted interested applicants explore opportunities for public service and professional development. Almost a hundred applicants submitted their applications to the NLRC, with more than half successfully advancing beyond the pre-screening stage.

The Government Internship Program (GIP) is an internship program implemented by DOLE, pursuant to KABATAAN 2000 under Executive Order No. 139, series of 1993, which seeks to initiate youth participants into public service by involving them in government programs and projects through the various departments and agencies.

Through the Government Internship Program, aspiring individuals are given the opportunity to gain firsthand experience in government operations. Beyond providing meaningful learning opportunities for interns, the program also supports the Commission's mandate, as government interns play a vital role in helping deliver quality service to the public.

QUEZON CITYโ€”In a bid to strengthen labor relations and streamline institutional efficiency, Department of Labor and Employment (DOLE) Secretary Francis N. Tolentino paid a highly consequential visit to the National Labor Relations Commission (NLRC) Main Office on June 4, 2026.

The official visit served as a platform for the new Labor Chief to share his vision, identify and address concerns that will help the NLRC upgrade its operations and services to its clientele.

The Secretary opened the discussion on the administrationโ€™s commitment to protecting workersโ€™ right to organize and collective bargaining in accordance with the International Labour Organization Convention, stressing the need to publicly address any related issues.

The Secretary also expressed his full support to the completion of construction of the new NLRC building located at the Occupational Safety and Health Center Compound; filling out vacant positions of Presiding Commissioners, Commissioner, and Labor Arbiters; and the requested additional plantilla positions for Sheriffs and information technology (IT) staff.

In line with this, Secretary Tolentino shared that the DOLE has recently formed partnership with the Pamantasan ng Lungsod ng Maynila to engage IT and Law students for DOLE internship through the Government Internship Program. He added his hopes to link with more schools in Metro Manila to attract more โ€œbright and talentedโ€ young people to the program.

Additionally, he talked about his plan for the creation of a National Academy for Labor Justice to provide training and refresher courses for incumbent and incoming Labor Arbiters and Commissioners.

โ€œ[This initiative is] not overhauling the existing, functioning, well-oiled system but adding some 2 percent, 3 percent of innovation, which is part of my DNA, without disrupting what you are doing and, hopefully, engage you in making the NLRC one of the leveled up quasi-judicial bodies in our country,โ€ he added.

The Secretary also talked about the need to increase the NLRCโ€™s visibility on social media and appoint a spokesperson to ensure clear, accurate, and swift communication with the public and the media.

Plans for setting up more regional satellite offices in Luzon, particularly in Region III and IV, were also put on the table to bring NLRC services closer to the people and lessen the burden of workers traveling from far areas.

โ€œChanges within institutions cannot be done overnightโ€ฆ But we hope we can move as one, in single cadence, in making sure that what you are doing is what the Filipinos should expect and secure,โ€ the Secretary said.

NLRC Chairperson Grace E. Maniquiz-Tan thanked the Secretary for the visit and assured him that the Commission will take the next steps and prepare the necessary documents to facilitate the implementation of the plans discussed.

Presiding Commissioners and Commissioners from the First to the Eighth Divisions, Executive Labor Arbiter and selected Labor Arbiters from the National Capital Region Arbitration Branch, and other officials were present during the activity.

OIC-Undersecretary Gerard A. Mosquera and Assistant Secretary Catherine L. Parado of the DOLEโ€™s Labor Relations, Policy and International Affairs Cluster also joined the Secretary during the official visit.
