Growing Forests, Strengthening Communities in Eastern Mindanao

Forests provide more than trees. It can provide food, livelihood, water, and opportunities for communities to build a more secure future.

From 24–27 August 2026, the Forest Management Bureau, through the Biodiversity Corridor (BD Corridor) Project, conducted the Batch 2 Inception and Awarding of Sustainable Forest Management (SFM) Grants for three Community-Based Forest Management (CBFM) People’s Organizations within the Eastern Mindanao Biodiversity Corridor (EMBC).

The three grantees, Kauswagan Pinaragan Hagagimitan Planters Association (KAPIHAPA), San Jose Don Mariano Marcos Farmers Association (SADOMMARFA), and Caidjan Tribal Farmers Association, Inc. (CTFAI) will implement interventions that bring together forest restoration, sustainable livelihoods, biodiversity conservation, and community stewardship.

The grants will support agroforestry and tree crop integration, including abaca, cacao, coffee, fruit-bearing, indigenous, and high-value native species. These will be complemented by assisted natural regeneration, soil and water conservation, and forest protection activities such as community patrolling, resource monitoring, and threat mapping.

The projects will also strengthen forest-based enterprises, particularly through abaca and other non-timber forest products, with support for nursery development, enterprise management, market linkages, and organizational capacity building. Site mapping, conservation zoning, and riparian protection will further help safeguard important areas within the landscape.

More than financial assistance, the SFM Grants are an investment in communities as active partners in restoring, protecting, and sustainably managing their forests.
As these plans move into implementation, the BD Corridor Project continues to demonstrate that conservation and community development can move forward togetherβ€”creating healthier forests and more resilient communities across Eastern Mindanao.The activity was supported by Forest Foundation Philippines (FFP) and PALEC and Amigos Urban Environ Forestry Support Services, strengthening partnerships for community-led sustainable forest management.

EMBC: Empowering Communities, Sustaining Biodiversity

The SFM Grant Awarding in Eastern Mindanao Biodiversity Corridor (EMBC) was conducted on 11-15 August 2026 by the Forest Management Bureau, through the Integrated Approach in Management of Major Biodiversity Corridors in the Philippines or the BD Corridor Project. The activity brought together local and upland communities, government agencies, and non-governmental organizations to unite around a shared commitment to our forests.

Supported by the Forest Foundation Philippines, these SFM Grants empower local communities to take charge of forest restoration, biodiversity conservation, and sustainable livelihoods.

We are thrilled to welcome our first batch of partner communities within the Eastern Mindanao Biodiversity Corridor:
- Camp Eduard Upland Farmers Association (CEUFA)
- Tugpan Tribal Farmers Producers Cooperative (TUTRIFAPCO)
- WAMVIPO Agro Forestry Development Association, Inc. (WAFDAI)
- Tina Upland Agro-Forestry Association (TUAFA)
- Magroyong Farmers Multi-purpose Cooperative (MAFAMUCO)

The EMBC is defined by its high level of endemism and unique ecosystems. Conservation efforts within these community-managed areas are specifically designed to safeguard high conservation value (HCV) forests and protect endemic and threatened species that rely on the corridor's connectivity.

While specific site-level species inventories are continuously updated through the project’s participatory cluster mapping and field validation activities, the EMBC region is widely recognized for hosting a diverse array of threatened wildlife. The management interventions, including assisted natural regeneration and enrichment planting, are strategically located to maintain the habitat integrity of these species:
- Philippine Eagle (Pithecophaga jefferyi): As a flagship species for the biodiversity corridor, conservation efforts in the EMBC prioritize the protection of large forest blocks that serve as potential nesting and foraging grounds.
- Philippine Cockatoo (Cacatua haematuropygia): Targeted forest restoration aims to preserve the remaining lowland forest patches that these birds depend upon.
- Endemic Dipterocarps: The corridor serves as a sanctuary for various threatened Dipterocarp species, which are critical to the structural integrity of the forest canopy and carbon sequestration efforts.
- Diverse Flora and Fauna: The ongoing SFM and restoration plans also support the broader ecosystem health, protecting myriad endemic amphibians, reptiles, and smaller mammal species that define the ecological richness of the Agusan and Davao regions.

As these initiatives move from planning into implementation, every community-led action is part of a long standing vision, a thriving Eastern Mindanao where wildlife habitats and vibrant communities flourish side by side.

In 2017, the Philippines reaffirmed its commitment to the global effort to limit the temperature rise to 1.5Β°C including the operationalization of REDD+ (Reducing Emissions from Deforestation and Forest Degradation) β€” a mechanism that incentivizes developing countries to reduce emissions from deforestation and forest degradation. Executive Order No. 881, series of 2011 designated the DENR to lead REDD+ implementation, with the Forest Management Bureau to operationalize and implement the REDD+ action targets based on the Warsaw Framework for REDD+ (WFR) which sets out technical guidance and assessment processes for key REDD+ components.

To access Results-based Payments (RBP), four (4) key elements shall be fully established and operational, namely: a) National Strategy/ Action Plan, b) Forest Reference Emission Level (FREL), c) Safeguards Information System (SIS) and d) National Forest Monitoring System (NFMS). While the REDD+ Action Plan of the Philippines has already been formulated and updated, and the country's FRL/FREL was submitted in 2023, covering the period from 2000 to 2018, there are two (2) remaining systems that need to be established to proceed in the implementation phase.

Following development and pilot testing, the Forest Management Bureau is now launching the Satellite Land Monitoring System (SLMS) and Safeguards Information System (SIS) across DENR Regional Offices. On August 26-27, 2026, a virtual national orientation was convened to familiarize DENR Regional counterparts with the functionality, key features, operational roles of the SLMS and SIS.

The orientation serves as a platform to build technical understanding, promote coordinated use of the systems, and strengthen institutional capacity for monitoring, reporting, and verification and safeguards compliance, and highlight the importance of field personnel in bolstering our efforts towards a net-zero country.
