DECLARING APRIL AS PHILIPPINE VETERANS MONTH

The Trade Union Congress of the Philippines (TUCP) lauds the enactment of Republic Act No. 12320 which officially declares the month of April of every year as Philippine Veterans’ Month. The new law mandates the government, together with relevant stakeholders, to undertake commemorative activities throughout April, including educational and media campaigns, volunteer initiatives, and programs aimed at enhancing benefits and services for veterans, their families, and their descendants.

“The signing of the Philippine Veterans Month into law by President Ferdinand “Bongbong” R. Marcos, Jr. will forever be remembered as our defining act of gratitude and lasting tribute to our veterans. As one nation and as one people, let us continue honoring those who, against all odds, chose solidarity over safety, and freedom over fear, especially every April but not only during commemorations but through a sustained commitment to ensure that their heroism endures beyond the pages of history books and into the hearts of future generations. Their example reminds us that the strength of a nation lies in the willingness of our people to stand together for a cause greater than ourselves,” stated TUCP Party-list Representative and House Deputy Speaker Raymond Democrito C. Mendoza who principally authored House Bill No. 7301, which was approved on Third Reading in the House of Representatives and eventually became Republic Act No. 12320, otherwise known as the Philippine Veterans’ Month Act.

“For me, this duty is deeply personal. As the son of a World War II veteran, the late Colonel Democrito T. Mendoza, who was awarded the Gold Cross from the United States Armed Forces, we carry his legacy with immense pride because ultimately his courage, like that of so many others, serves as a guiding light in these uncertain times. Whether in the face of climate change, the defense of our sovereignty in the West Philippine Sea, or the struggle against poverty, we must channel their spirit of resilience and unity,” underscored Mendoza who also serves as the National President of the Veterans Federation of the Philippines—Sons and Daughters Association Inc. (VFP-SDAI) and principally authored Republic Act No. 11958, or the Rationalizing the Disability Pension of Veterans Act, Republic Act No. 11116, or the Increasing the Monthly Old-Age Pension of Senior Veterans, and Republic Act No. 11597, or the Revised Charter of the Philippine Veterans Bank.

TUCP AT MGA BUSINESS GROUPS, NANAWAGAN NG MAS MATIBAY NA PROTEKSYON PARA SA KARAPATAN NG MGA MANGGAGAWA

MANILA, Philippines – Business groups and labor unions have issued a joint appeal to President Marcos for stronger protection for workers’ rights, amid what they said were continued concerns over violence, intimidation and alleged abuses remaining despite existing government measures to address such problems.

In a letter addressed to Marcos dated May 28, the coalition, composed of six major employer groups and labor organizations, urged the administration to take “stronger, more coherent, and demonstrably effective action” on freedom of association issues.

“Your Excellency, the protection of freedom of association and the rule of law is not only a legal obligation—it is a cornerstone of sustainable economic growth, social stability, and international credibility,” the statement read. “We respectfully seek your leadership in ensuring that these commitments translate into real, measurable, and lasting change.”

It was signed by the Philippine Chamber of Commerce and Industry, Philippine Exporters Confederation Inc., Employers Confederation of the Philippines, Trade Union Congress of the Philippines, Federation of Free Workers and Sentro ng mga Nagkakaisa at Progresibong Manggagawa.

In their letter, the groups acknowledged the government’s efforts, particularly Executive Order No. 23, which created an interagency mechanism to address the killings and harassment of trade unionists during the Duterte administration.

But the groups argued that the initiative should now be measured by concrete outcomes.

“In light of continuing reports of violence, intimidation, and alleged extrajudicial killings involving workers and trade unionists, we respectfully convey that stronger, more coherent, and demonstrably effective action is urgently required,” the letter read.

While EO No. 23 established an institutional framework, the coalition warned that without tangible results, the order “risks falling short of its intended purpose and may not sufficiently address longstanding concerns raised by both national stakeholders and international bodies.”

As such, the groups urged the government to establish clear timelines and performance indicators, regularly disclose the status of investigations and prosecutions involving labor rights cases, and institutionalize consultations with employers’ and workers’ organizations.

They also raised concerns over the implementation of EO No. 97, which sought to provide guidelines allowing workers to freely exercise their right to organize unions and join associations without fear or intimidation.

Safeguards

While recognizing the state’s security objectives, the groups said safeguards must be in place to ensure legitimate labor activities are not subjected to “Red-tagging, profiling or unwarranted surveillance.”

In particular, they called for a review of the controversial government body National Task Force to End Local Communist Armed Conflict, citing concerns over overlapping mandates and persistent reports linking its activities to intimidation against workers and labor organizations.

“We reiterate, in the strongest terms, our call for the credible, impartial, and expeditious investigation and prosecution of all cases involving violence against workers and trade unionists, including alleged extrajudicial killings,” the groups said.

“Ending impunity is indispensable to restoring trust in institutions and safeguarding industrial peace,” they added.

This joint appeal comes as the Philippines remains under scrutiny from international labor groups over the state of workers’ rights.

For the ninth consecutive year, the Philippines was included in the International Trade Union Confederation’s (ITUC) list of the 10 worst countries for workers in its 2025 Global Rights Index.

The country received a rating of 5, indicating there is effectively “no guarantee of rights” despite legal protections being in place.

This was in part due to reports of harassment, violence, Red-tagging and alleged state crackdowns against labor organizers, ITUC said. INQ

STRENGTHENING GLOBAL LABOR SOLIDARITY ✊🌏

The Trade Union Congress of the Philippines (TUCP), led by TUCP President and ASEAN Trade Union Council (ASEANTUC) General Secretary Raymond Democrito Mendoza together with TUCP International Affairs Director Gigi Mathay, joined the ITUC 38th General Council virtual meeting alongside global labor leaders and trade union organizations.

Among those present was the American Federation of Labor and Congress of Industrial Organizations (AFL-CIO), represented by AFL-CIO International Department Director Cathy Feingold, together with the International Trade Union Confederation Asia-Pacific (ITUC-AP) and other international labor organizations.

TUCP said Filipino workers viewed Tolentino’s appointment with “cautious optimism,” hoping it would lead to concrete reforms that would improve workers’ lives.

It called on Tolentino to “hit the ground running,” stressing that only two years remain under the administration of Ferdinand Marcos Jr. to address worsening labor conditions.

TUCP pressed for urgent income support for minimum wage earners, tighter regulations against contractualization or "ENDO," and stronger protection of workers’ freedom of association. It added that millions of Filipino workers continue to struggle with poverty wages, high inflation, and declining purchasing power amid rising living costs nationwide.Also, the TUCP cited the Philippines’ continued inclusion among the world’s worst countries for workers, according to the International Trade Union Confederation Global Rights Index.

It noted that Tolentino previously recognized the need for a “decent living daily wage” for Filipinos to rise above the poverty threshold. As chairman of the National Wages and Productivity Commission (NWPC), Tolentino was urged to confront the widening gap between wages and the cost of living, beginning with at least a P200 increase in the minimum wage.

MAJOR labor groups on Tuesday urged new Labor Secretary Francis Tolentino to act immediately on long-standing worker demands, including higher wages, job security, and stronger labor rights protections.
